Nghe An Health Sector is determined to effectively implement Resolution 39 - NQ/TW

Complete the goals well

On July 30, 2013, the Politburo issued Resolution 26-NQ/TW on the direction and tasks for the development of Nghe An province until 2020. This is a major resolution, comprehensive in directing and operating all aspects of the province's socio-economic life. Particularly in the health sector, when the Resolution was issued, the Provincial Party Committee and People's Committee of Nghe An province identified health as one of the pioneering fields to implement targets, goals and direct resolutely.

In 10 years of implementing Resolution 26-NQ/TW, Nghe An Health sector has basically and successfully implemented the goals and roadmap set out in Resolution 26-NQ/TW. Accordingly, the Health sector has built a health network that develops evenly and widely. The grassroots health system with 460 commune, ward and town health stations has been increasingly consolidated, with more investment in facilities, staff, and implementation of specialized techniques. Grassroots health has been very proactive in performing the task of providing primary health care for the people and preventing and fighting epidemics.

The district health system has seen the emergence of models of general hospitals and multi-functional health centers that have developed steadily. The sector has also boldly arranged the health network in a suitable and streamlined manner, such as merging the Population Center into the District Health Center; boldly giving autonomy to medical examination and treatment units.

At the provincial level, general and specialized hospitals and the private health system have also developed rapidly. The whole province has 13 provincial hospitals; 7 district-level general hospitals; 21 district, city and town health centers; 16 private hospitals... Among them, many units have invested in advanced, synchronous equipment and closed technology. Nghe An General Hospital has been recognized as the final hospital of the region. Hospitals: Oncology, Obstetrics and Pediatrics, Nghe An Traditional Medicine are also on this path.

The province has 17 medical examination and treatment units that ensure regular expenditures and 1 unit that is autonomous in regular expenditures and investment expenditures. Thereby, the State budget has been saved more than 300 billion VND and thousands of staff have been streamlined. More importantly, the medical examination and treatment units have found a direction to ensure stable and sustainable development.
The health sector has basically completed and achieved the main targets of Resolution 26-NQ/TW. Specifically, Nghe An has achieved 37.36 hospital beds/10,000 people, 12.6 doctors/10,000 people. This is the target that Nghe An ranks first in the region. In addition, other rates also achieved quite good results, such as: 92.8 commune, ward and town health stations have doctors working; the rate of malnourished children under 5 years old is 14.3%; 93.04% of communes meet the National Health Criteria.

In technical development, Nghe An has achieved 3 extremely important goals to become a regional medical center, which are: Building an In Vitro Fertilization Center (Nghe An General Hospital), a Radiotherapy Center (Oncology Hospital); performing organ transplant techniques (Nghe An General Hospital has successfully performed organ transplants from brain-dead donors)... Many other advanced techniques have also been successfully developed such as: Open heart surgery, vascular intervention, stem cell transplantation, ECMO blood filtration.

In addition, the health sector has proactively applied information technology and strongly reformed administration. 100% of medical examination and treatment facilities from the province, district and commune levels have deployed software for managing medical examination and treatment and health insurance payments. At medical examination and treatment facilities, the smart hospital model has been applied with electronic medical records, image data connection systems, testing, remote examination and treatment, receiving patients with citizen identification cards instead of health insurance cards... creating convenience for patients.

The core of the specialized medical center

Based on the summary and assessment of the achievements and limitations and difficulties after 10 years of implementing Resolution 26-NQ/TW, on July 18, 2023, General Secretary Nguyen Phu Trong signed and issued Resolution No. 39-NQ/TW of the Politburo on "Building and developing Nghe An province to 2030, with a vision to 2045". Accordingly, Nghe An is identified as a specialized medical center of the North Central region, Vinh city plays a core role... Implementing Resolution No. 39-NQ/TW, in August 2023, Nghe An Health sector promptly advised and proposed to the Provincial Party Committee, People's Council, People's Committee on directive documents; developed action plans and programs to implement the Resolution.

Nghe An Health Sector sets the target: By 2030, the average life expectancy of people will reach 75 years old; the ratio of doctors per 10,000 people will reach 15 doctors; the ratio of hospital beds per 10,000 people will reach over 50 beds... Developing the health system of Vinh city to become the core of the North Central region's specialized medical center, including developing a number of hospitals into special-class, end-line hospitals, specifically: Developing the Provincial Center for Disease Control to become the center of the North Central region. Nghe An Provincial Friendship General Hospital will become a special-class hospital; establishing the Tissue - Organ Transplant Center under Nghe An Provincial Friendship General Hospital. Upgrading and developing the Center for Tropical Diseases, the Cardiovascular Center of the Provincial Friendship General Hospital into a Tropical Hospital, Cardiovascular Hospital.

Develop specialized departments at hospitals: Oncology, Obstetrics and Pediatrics, Lung to build hospitals to become the final line of the North Central region. Develop the Traditional Medicine Hospital into the Traditional Medicine General Hospital and become the final line hospital of the North Central region. Build the Hematology - Blood Transfusion Center into the Hematology - Blood Transfusion Hospital. Strive to develop specialized hospitals: Endocrinology, Ophthalmology, Trauma - Orthopedics to become the final line hospital of the North Central region by 2035.

Develop the pharmaceutical and medical supplies industry in the direction of specialization and modernization. Improve the quality of drug production facilities in the province, strive to have a modern drug production facility that meets EU-GMP standards or equivalent. Form and develop a concentrated medicinal plant cultivation model that meets the standards of "Good practice in cultivation and collection of medicinal plants - GACP". Build the Nghe An Provincial Drug - Cosmetic - Food Testing Center into a regional center of the North Central region.

Along with the implementation of Resolution No. 39, the Nghe An Health sector also simultaneously implements Directive 25 CT/TW dated October 25, 2023 of the Secretariat on continuing to consolidate, improve and enhance the quality of grassroots health activities in the new situation. This is a huge task when the Nghe An Health sector is facing many difficulties and limitations such as: The demand for medical examination, treatment and health care for people is increasing and diverse; dual disease model; rapid population aging; the system of legal documents still has many shortcomings and is incomplete; the shortage of drugs, medical supplies and equipment has not been thoroughly resolved; the implementation of autonomy in hospitals and health centers still has many difficulties, especially the problem of human resources; grassroots health and preventive medicine need to be invested in resources.

Building Nghe An into a specialized medical center of the North Central region according to Resolution No. 39 - NQ/TW, at this time, Nghe An Health sector has been mobilizing resources to invest in construction and upgrading equipment of medical facilities in a synchronous, modern and effective direction; effectively directing the recruitment and attraction of high-quality human resources; continuing to improve the quality of medical examination and treatment; effectively implementing cooperation programs with central hospitals, strengthening the reception and transfer of new techniques... On the side of the province, it has been coordinating to attract investors to the area to develop the pharmaceutical and medical supplies industry./.
