(Baonghean.vn) - On June 14th, localities and units throughout the province held their Party congresses for the 2015-2020 term.

* Party Committee of Nghia Xuan Commune (Quy Hop District):On June 14th, the Party Committee of Nghia Xuan commune, Quy Hop district, held its 22nd Congress of Delegates for the 2015-2020 term.

During the 2010-2015 term, the Party Committee and people of Nghia Xuan commune capitalized on favorable conditions, overcame difficulties, and united in their efforts to achieve many encouraging results. The total value of production within the commune in 2015 reached 234 billion 860 million VND, with an average annual growth rate of 14.04%. The average added value per capita in 2015 reached over 24 million VND/year; total budget revenue from 2010-2015 reached over 26 billion VND, of which over 6 billion VND was collected within the commune.

Over the past five years, Nghia Xuan commune has consistently given due attention to infrastructure development. The commune has upgraded and constructed a kindergarten, a health station, six village cultural centers, 15 km of inter-commune, inter-village, and intra-village rural roads; 11 km of paved internal field roads; and 2.7 km of irrigation canals meeting the standards of the new rural development program, with a total value of 33.662 billion VND, of which nearly 16.1 billion VND came from contributions from the people and other sources.

Regarding the results of the new rural development program, Nghia Xuan has so far achieved 17 out of 19 criteria and continues to strive to achieve all 19 criteria by the end of 2015.

Socio-cultural aspects have undergone progressive changes. The basic school network meets the learning needs of students. The entire commune has 15/15 cultural hamlets and 4/5 cultural units. Efforts to eradicate poverty and create jobs have been intensified, with the poverty rate decreasing from 23.68% in 2010 to 6.6% in 2015.

The commune has paid close attention to and cared for the work of building the Party, government, Fatherland Front, and mass organizations. The Party Committee has focused on leading and directing the building and strengthening of the Party organization, correctly identifying and effectively leading political tasks.

Building on the achievements of the previous term, during the 2015-2020 term, Nghia Xuan commune strives to successfully build a new rural commune by the end of 2015, maintain and promote the title of a culturally advanced commune, and aim for a total internal production value of 602 billion 930 million VND. The average annual economic growth rate is 14-15%. Local budget revenue is targeted at 2 billion 201 million VND. 100% of schools maintain their national standard level 1 status and strive for 1-2 schools to achieve level 2 status. 100% of hamlets and units achieve and maintain their cultural status.

The Nghia Xuan Commune Party Congress elected 15 comrades to the Executive Committee of the 22nd term and elected 7 delegates to attend the 20th Quy Hop District Party Congress.

* Party Committee of Nghi Phong commune (Nghi Loc):On June 13th and 14th, 2015, the Party Committee of Nghi Phong commune (Nghi Loc district) held its 29th Party Congress for the 2015-2020 term. This was the last Party branch in Nghi Loc district to complete its grassroots-level congress. 168 delegates, representing 385 delegates from the entire commune, attended.

Overview of the congress

During the past term, despite certain difficulties, the Party Committee and people of Nghi Phong have united and strived to achieve many important results in all fields. Many targets have been met and exceeded the set plan. In the economic field, the average annual economic growth rate reached 10.7%. The total value of production in 2015 was estimated at 195.6 billion VND. The economic structure has shifted in the right direction: Agriculture accounts for 34.75%; Industry and handicrafts, construction account for 27.61%; and trade and services account for 37.64%. Average per capita income reached 23 million VND/year. Infrastructure has developed rapidly, and socio-cultural aspects have made significant progress. National defense and security have been maintained; people's lives have improved, and the rural landscape has undergone many changes, lifting Nghi Phong out of its disadvantaged status and into a leading commune in the district.

During the 2015-2020 term, the Nghi Phong Commune Party Committee strived to effectively implement the set socio-economic targets, continue to effectively exploit resources, accelerate growth, strongly shift the economic structure, promote the development of trade and services, effectively implement the industrialization and modernization of agriculture, and complete the national target program on building new rural areas. It also aimed to improve the quality of education, healthcare, culture, and information, effectively address social issues, continuously improve the material and spiritual lives of the people, and maintain political stability and social order. The goal was to maintain the title of a Clean and Strong Party Committee.
