(Baonghean.vn) - On April 21, grassroots Party committees continued to hold their congresses for the 2015-2020 term:

* On April 20th and 21st, Dien Thinh commune, Dien Chau district, held its 27th Party Congress – term 2015-2020. 199 official delegates representing 487 Party members from 25 Party branches attended the congress.

Dien Thinh is a densely populated locality in Dien Chau district, with a strong focus on cash crop production, primarily peanuts and sesame, combined with agricultural services and other industries such as civil carpentry and seafood processing. The total production value in 2014 reached VND 374.5 billion (an increase of VND 179 billion compared to 2010 at the beginning of the term). The average economic growth rate over the past five years was 18%, achieving 100% of the congress target. Average per capita income in 2014 reached VND 27,600,000/person/year (compared to VND 15,240,000/person/year at the beginning of the term). Education, culture, and social sectors have developed and consistently ranked among the top in the district. Political security and social order are ensured. Party building and the political system have been strengthened, and the effectiveness of government management has continuously improved. At the end of 2014, Dien Thinh was one of the top 5 communes in Dien Chau district to achieve national standards for building new rural areas.

Effectively implementing the socialization of education and healthcare, and addressing employment issues. Maintaining national defense and security; building Dien Thinh into a comprehensively developed commune ranking among the top in the district and becoming a model new rural commune.

On the afternoon of April 21st, the congress concluded successfully; it elected the new Party Committee for the next term and elected delegates to attend the district Party congress.

On April 20th, Unit 4 held its 4th Congress for the 2015-2020 term. Colonel Luong Hong Phong, Deputy Secretary of the Provincial Military Party Committee and Political Commissar of the Provincial Military Command, attended and directed the Congress.

During the past term, the Party Committee and Command of the Regiment have led and directed the effective implementation of political and ideological education, strictly adhering to combat readiness regulations and procedures; coordinating closely with other forces and handling situations effectively to prevent any surprises. They have successfully completed all aspects of political education, military training, and logistics and technical support programs.

Annual inspection results show 100% satisfactory performance, with 83-85.5% achieving good or excellent ratings; effectively implementing national defense economic projects, building political foundations, guiding the people in economic development, poverty reduction, leveraging internal resources, proactively overcoming difficulties, boosting production, and building small and medium-sized economic development models for the people to learn from and emulate. Ensuring 100% self-sufficiency in vegetables and 80% in meat and fish. Successfully implementing the campaign "Managing and exploiting weapons, technical equipment, and traffic safety in a sustainable, safe, and economical manner".

Over the past five years, the Party Committee has consistently achieved the status of being clean, strong, and exemplary, the unit has achieved comprehensive strength, the mass organizations have achieved outstanding strength, and internal unity and cohesion have been maintained.

For four consecutive years, the Regiment was awarded the Emulation Flag, including three years receiving the flag from the Ministry of National Defense, a Certificate of Merit from the Prime Minister, and the Order of National Defense from the President. With its exceptionally outstanding achievements in the resistance war against the US, the 4th Infantry Regiment was honored by the Party and State with the title of Heroic Unit of the People's Armed Forces.

At the congress, delegates frankly pointed out existing shortcomings and limitations, drew lessons learned, and set goals for 2020 to create strong transformations in all aspects of work: Focusing on improving the leadership capacity and fighting strength of the Party Committee, building a strong and exemplary Party Committee and a strong and exemplary Youth Union; promoting the combined strength to build a strong economic-defense zone, contributing to maintaining political security and social order along the western border of Nghe An province; leading and directing the effective implementation of two breakthroughs: improving the efficiency of economic-defense projects and managing, training discipline, and ensuring the safety of the unit in all aspects.

* On April 20th and 21st, 2015, the Party Committee of Quynh Thang commune (Quynh Luu district) held its 23rd Party Congress for the 2015-2020 term, with the participation of 149 delegates representing 248 Party members from 30 Party branches throughout the Party committee.

Despite being a difficult mountainous commune in the district, the Party Committee and people of Quynh Thang commune have continuously strived and achieved many important results during the past term: The economy has grown at an average annual rate of nearly 15.05%, per capita income in 2015 reached 22.8 million VND, 2.4 times higher than at the beginning of the term, agricultural and forestry production continues to develop, and many effective economic models have been built such as wild boar farming, dairy farming, deer farming... The area for growing short-term raw materials such as sugarcane, pineapple, cassava, incense sticks... has been expanded, contributing to increased income for the people. The lives of the Thai ethnic minority people have been cared for in terms of electricity, roads, schools, and health stations. The commune has also completed the program to eliminate dilapidated thatched houses for ethnic minorities.

Delivering a guiding speech at the Congress, Comrade Le Duc Cuong - Secretary of the Quynh Luu District Party Committee - clearly stated: Based on a serious assessment of the shortcomings and limitations of the previous term, the requirements for the Quynh Thang Commune Party Committee in the new term are to leverage internal resources, attract investment and take advantage of support from higher levels, accelerate the application of scientific and technological advancements in production, develop socio-economic development rapidly and sustainably, gradually improve the material and spiritual lives of the people, ensure national defense, political security, and maintain social order and safety. The goal is to build the commune to meet the criteria of a new rural area by 2018 and build a clean and strong Party Committee.
