A conference to disseminate the press planning will be held on September 25th.
Tomorrow, September 25, 2015, a conference will be held in Hanoi to disseminate the National Plan for the Development and Management of the Press until 2025.
Minister of Information and Communications Nguyen Bac Son and Deputy Minister of Information and Communications Truong Minh Tuan will attend the conference, along with representatives of press management agencies at the central and local levels.
At the recent August 2015 State Management Review Meeting of the Ministry of Information and Communications, Minister Nguyen Bac Son stated that the Prime Minister had assigned the Ministry of Information and Communications to develop a work plan with ministries, sectors, and governing bodies on the implementation of the National Plan for the Development and Management of the Press until 2025.
In September 2015, the Ministry of Information and Communications will advise the Government to chair a meeting with ministries, sectors, and managing agencies to disseminate the main contents of the Plan.
"The document outlining the content of the Plan will be compiled and sent to the relevant agencies. In October 2015, these agencies will have to report to the Ministry of Information and Communications on their implementation roadmap for the Plan. In early October 2015, the Ministry of Information and Communications will directly visit several provinces, cities, ministries, and sectors with many media outlets to urge the implementation of the media plan," Minister Nguyen Bac Son said.

Sharing his views on the necessity of press planning, Deputy Minister Truong Minh Tuan once analyzed: "In recent times, the practice of the country's press has made many positive contributions, doing a good job of disseminating the viewpoints, guidelines, policies, and strategies of the Party and the State, serving as the voice of the Party, political organizations, socio-political organizations, professional societies, and a forum for the people."
However, the press also has many shortcomings and weaknesses. Many media outlets have not adhered to their stated purpose; they have not fulfilled their role as the voice of the Party, political organizations, socio-political organizations, and professional societies; and they have not adequately served as a forum for the people.
In 2014, many media outlets, especially subsidiary publications, committed content violations, causing public outrage. Many managing agencies abandoned or reduced their responsibilities, and some even became financially dependent on the media for their operations.
Therefore, the National Plan for the Development and Management of the Press until 2025 needs to be implemented to ensure that press agencies develop in a healthier and more appropriate direction."
It is known that the task of developing and implementing the Press Planning is carried out according to Article 17 of the Press Law. This policy has been in place for nine years, even before the establishment of the Ministry of Information and Communications. As early as October 2006, the Politburo of the 10th Party Congress requested the Party Committee of the Government to direct a review and adjustment of the press planning nationwide.
In January 2014, the Politburo of the 11th Party Congress included in its work program and established a Steering Committee to develop a National Plan for the Development and Management of the Press. When considering the Plan, the Central Committee focused on discussing and clarifying the necessity of issuing and implementing the National Plan for the Development and Management of the Press until 2025, achieving a high level of consensus.
Specifically, the plan outlines key contents such as a comprehensive assessment of the press situation, the perspective and objectives of press planning, and planning orientations for each type of media (currently there are four types of media: print, online, radio, and television); and a plan for organizing these types of media.
On March 12, 2015, the Politburo approved the National Plan for the Development and Management of the Press until 2025, submitted by the Party Committee of the Ministry of Information and Communications.
However, in June 2015, Prime Minister Nguyen Tan Dung directed: "The Ministry of Information and Communications, based on the proposal submitted to the Politburo and the Central Committee, should work with each media agency, examining each agency's proposed restructuring, including the content, requirements, solutions, and roadmap, in order to synthesize the information. The Prime Minister will approve it once consensus is reached. We will work together, learning from experience and making adjustments as we go. In practice, if any difficulties arise, we will listen and find ways to resolve them. The spirit is to comply with the Central Committee's policy so that the press can perform its duties and functions well, develop better, and the team of journalists can perform better. Currently, there are 35,000 journalists, including 18,000 reporters. When restructuring, we cannot push them out of the job. I hope you will make adjustments as you go."
In late August, the Prime Minister requested the Ministry of Information and Communications to urgently implement the Government's Resolution on the implementation of the press planning project. Accordingly, the Ministry of Information and Communications must report on the implementation of the press planning project before October 30, 2015.
The Ministry of Transport was the first ministerial-level agency to implement the Central Party Committee's policy and the Government's directive on restructuring press agencies. Accordingly, from April 1, 2015, the Ministry of Transport requested the Ministry of Information and Communications to consider and decide to cease publication of six newspapers and magazines under its management, and transfer one magazine belonging to a business enterprise to an association for management. The Ministry of Information and Communications has also actively reorganized media agencies, transferring the VTC Digital Television Station to the Voice of Vietnam; transferring the e-Info online newspaper, under the Department of Radio, Television and Electronic Information, to the Nhan Dan newspaper; and transforming the VnMedia online newspaper, under the VNPT Group, into an online information portal. |
