*On April 26th and 27th, the Party Committee of Thanh Thinh commune, Thanh Chuong district, held its congress for the 2015-2020 term with the participation of 130 Party members. This is one of three communes in Thanh Chuong district that implemented the direct election of the positions of Secretary, Deputy Secretary, and Standing Committee of the Party Committee at the congress.
The Congress focused on evaluating the results of the previous term and setting out tasks, objectives, and solutions for the 2015-2020 term to leverage resources and effectively exploit the potential of hilly land to produce agricultural commodities such as tea, timber, medicinal herbs, and livestock and poultry.

By 2020, Thanh Thinh strives to achieve an average per capita income of 50 million VND/year and meet the standards of a new rural commune. The Congress also approved the summary of comments on the draft documents of the 12th Party Congress, and the political report of the District Party Committee presented to the Congress for the 2015-2020 term.
The Congress also promoted democracy by electing a 15-member Executive Committee and directly electing the Standing Committee, Secretary and Deputy Secretary of the Party Committee; and electing delegates to attend the District Party Congress with high results.

* On April 27th, the Party Committee of Nam Can commune (Ky Son district) held its 21st Party Congress for the 2015-2020 term.
During the 2010-2015 term, the Party Committee of Nam Can commune successfully led the people in implementing important tasks in many fields. Economic growth remained stable at over 4.5%, the economy developed, and the people's living standards improved. Annual production value in the area increased by an average of 5.3%. The economic structure shifted in the right direction; in 2014, the proportion of agriculture decreased to 71%, while trade and services accounted for 15%. Average per capita income increased by 150,000 VND annually, reaching 6 million VND/person/year in 2014. Average per capita food production reached 500 kg/person/year, an increase of 38 kg compared to the beginning of the term, and livestock production in 2014 reached 7.243 billion VND.

In terms of culture and education, 100% of school-aged children have now received primary and lower secondary education. Healthcare for the people is prioritized, with the construction of new commune health stations to ensure quality medical care. The sports and arts movement has developed strongly and achieved many successes in district-level competitions.
Regarding national defense and security, the commune's grassroots development committee has established appropriate operational regulations on a monthly, quarterly, and annual basis. In coordination with the border guard station and forest rangers, they organize border patrols to detect and promptly handle violations, firmly protecting political security and social order in the area.

During the 2015-2020 term, the Party Committee and people of Nam Can commune continued to mobilize and effectively utilize resources, focusing on key programs and projects, and the new rural development program; expanding democracy to promote comprehensive strength and ensure sustainable development. They closely combined economic development with strengthening national defense and security, consolidating the political system and a robust administrative foundation. They prioritized the development of infrastructure, especially key infrastructure; developed human resources in conjunction with promoting administrative reform to leverage the advantages of the locality's geographical location, expand linkages, and attract investment for socio-economic development. By the end of the term, they strived to achieve an average economic growth rate of over 10%, an average per capita income of over 8 million VND, an annual food production of 700 tons, and meet 16 out of 19 criteria for new rural development.
The congress also elected a new Party Committee for the commune, consisting of 17 members.

The past five years have been a very successful term for the Party Committee of the commune. All socio-economic aspects have met and exceeded the targets set in the resolution. Total production value reached 96.7 billion VND, achieving 111% of the plan and increasing 1.4 times compared to 2010. The economic growth rate reached 12%. The economic development structure has shifted in a positive direction. Average per capita income reached 16.4 million VND/person/year. In particular, agricultural, forestry, fisheries, industrial, and basic construction production far exceeded the targets set in the previous term. Specifically, industry and basic construction reached 40.4 billion VND, an increase of 63% compared to the resolution, while fisheries reached 1.4 billion VND, an increase of 27%. The value of small-scale handicraft production has made a breakthrough, reaching 12.5 billion VND, an increase of 82% compared to 2010.

During the past term, guided by the principle of "the State and the people working together," the commune's Party Committee has built 30 billion VND worth of housing for the people. Notable achievements include the construction of a new commune People's Committee office building (7.2 billion VND), auxiliary facilities (1.2 billion VND), 10 classrooms for the primary school (4.5 billion VND), an administrative office for the primary school (2.1 billion VND), and 5 commune medical treatment rooms (700 million VND). Several irrigation works and village roads were also newly constructed or upgraded with funding ranging from 700 million to 1.5 billion VND per project (reaching a total construction value of 57 billion VND). Of this, 16.1 billion VND came from the higher-level budget, 4.4 billion VND from the commune budget, and the remainder from people's contributions and other sources of support.
The defense and security, culture and social affairs, and education sectors all achieved their targets. The percentage of households recognized as "cultural households" increased significantly, reaching 85%, an 8% increase compared to 2010, and 8 out of 9 villages were recognized as "cultural villages"...

Attending and speaking at the congress, Comrade Le Duc Cuong - Provincial Party Committee member, Secretary of the District Party Committee - praised the achievements of the Quynh My commune Party Committee over the past five years and launched a campaign to complete and surpass the socio-economic goals set for the new term.
The Congress unanimously elected 12 comrades to the new Executive Committee, and Comrade Kieu Thi Phuc - Deputy Secretary of the Party Committee - was elected as Secretary for the new term 2015-2020.

* On April 27th, the Party Committee of the Quy Hop District Military Command held its 8th Congress for the 2015-2020 term.
The political report of the Quy Hop District Military Party Committee clearly states that during the past term, the District Military Command thoroughly implemented the Resolutions of the 11th Party Congress on military and national defense tasks, especially Resolution No. 8 of the Central Committee on "the strategy for protecting the homeland in the new situation"; Resolution No. 28 of the Politburo; the Law on Militia and Self-Defense Forces, the Ordinance on Reserve Mobilization; and Resolution No. 04 of the Provincial Party Committee on "leading national defense and security tasks in the new period". It advised the District Party Committee and the District People's Committee to issue resolutions, directives, plans, projects, programs, and establish steering committees and councils to successfully implement local military and national defense tasks.

The unit conducted training in national defense and security knowledge for over 16,000 people. It achieved 100% of its military recruitment targets, receiving two commendations from the Provincial People's Committee for its recruitment work. It disbursed 5 billion VND to 1,034 beneficiaries under Decision 142/CP and over 4.7 billion VND to 1,083 beneficiaries under Decision 62/CP. It mobilized over 1,500 officers and soldiers to participate in disaster relief efforts and assist people in stabilizing their lives. It provided guidance and direction for combat and security exercises for 22 units, conducted 4 command and staff exercises, and achieved excellent and absolutely safe results in district-level defense zone exercises. Annually, 100% of officers and professional soldiers met the requirements, with over 80% achieving good or excellent results. 100% of militia, self-defense, and reserve forces also met the requirements. Over the past five years, officers and soldiers have contributed over 5,000 man-days to participate in the construction of socio-economic projects, donated 75 million VND, and contributed 765 square meters of land.2Land for road construction.
With these results, during the past term, 157 officers and soldiers and 37 collectives were commended for their outstanding achievements in fulfilling local military and national defense tasks. The District Military Command achieved the "Unit of Decisive Victory" title for two consecutive years, and the District Military Party Committee has consistently achieved the "Exemplary Clean and Strong" title for many years.
Attending and speaking at the congress, Colonel Luong Hong Phong - Deputy Secretary of the Provincial Military Party Committee, Political Commissar of the Nghe An Provincial Military Command - praised and acknowledged the achievements of the Quy Hop District Military Command. He requested that during the 2015-2020 term, the District Military Party Committee should focus on overcoming difficulties, leveraging internal strengths, and resolutely implementing two breakthroughs: improving the quality of regularization, discipline, and safety in training and traffic participation; and enhancing the capacity for planning and organizing tasks, combating egalitarianism. He also emphasized the need to advise and direct the implementation of training and combat readiness tasks, improving the overall quality and combat strength of the district's armed forces, and contributing to maintaining political security.

* On April 27th, the Party Committee of Dien Thap commune held its Congress for the 2015-2020 term.
During the past term, Dien Thap commune has made breakthroughs in economic development, with an annual economic growth rate of 16% and an average per capita income of 35 million VND/year. Currently, the poverty rate in the commune is only 2.84%, a decrease of over 10% compared to 2010. Significant achievements have also been made in the cultural field; the commune has 19 cultural units and clans, and the percentage of cultural families annually reaches 85%. During the 2010-2015 term, Dien Thap commune effectively exploited its potential strengths and leveraged its internal resources to complete the new rural development program one year ahead of schedule. National defense and security have been maintained.

Party building work was emphasized, and the Party Committee admitted 34 new members this year. The Party Committee seriously implemented Directive 03 on "Studying and following the moral example of Ho Chi Minh" and Central Resolution 4, creating a clear transformation in the thinking and awareness of Party members. During the 2010-2015 term, Dien Thap achieved and exceeded 15 out of 21 targets.

* On April 26-27, the Party Committee of Thach Ngan commune (Con Cuong district) held its 24th Party Congress for the 2015-2020 term.
During the past term, the economy of Thach Ngan commune continued to develop at a fairly high annual growth rate. Per capita income increased by 124% of the planned target; local budget revenue reached 195% of the set plan; the economic structure began to shift rationally, with the industrial sector increasing by 15%; and the service and trade sector accounting for 16.0%, an increase of 4% compared to the resolution of the 23rd Party Congress. Total annual food production reached 2,610 tons, forests were well managed and protected, and over 2,000 hectares of raw material forests were newly planted.

During the past term, 24 new construction projects were invested in, and projects damaged by natural disasters such as storms and floods were promptly repaired. Six projects serving economic development were maintained and repaired, with a total value of 93,217,319,030 VND. 2,667 meters of concrete roads within the villages were newly constructed, and the people donated 8,845 square meters of land and 892 fruit trees. Thousands of man-days of labor, stone, sand, and gravel worth 1,338 million VND were also contributed by the people. During the past term, Thach Ngan saw a movement of people voluntarily withdrawing from the poverty list, with 30 households, including 20 Thai ethnic households and 1 Dan Lai ethnic household, reducing the poverty rate from 50.8% (in 2010) to 30.34%, lower than the district average (32.1%).
Thach Ngan has two more villages recognized as cultural villages, two schools recognized as national standard schools, and a health station recognized as meeting standards. The Congress discussed and set 21 targets for the next term, focusing on utilizing the strengths of land resources and local resources, reducing the poverty rate by 5-6% annually, and achieving 19 out of 19 criteria for building new rural areas by 2020.
The Congress elected 15 comrades to the Executive Committee for the 2015-2020 term and elected a delegation to attend the 26th District Party Congress, 2015-2020 term.
