January 8, 2018 trial of Dinh La Thang and accomplices

On the morning of December 27, the People's Court of Hanoi issued Decision No. 464/2017/HSST-QD on the trial of defendant Dinh La Thang and his accomplices in the case occurring at the Vietnam Oil and Gas Construction Joint Stock Corporation (PVC) on January 8, 2018.

Accordingly, the trial is expected to take place over 14 consecutive days with a panel of 5 judges and judge Nguyen Ngoc Huan as the chair of the trial.

Three prosecutors, Dao Thinh Cuong (Deputy Chief Prosecutor of Hanoi City People's Procuracy), Nguyen Minh Dong (Senior Prosecutor), and Nguyen Manh Thuong (Senior Prosecutor), will be the ones to exercise the right to prosecute and supervise the trial activities at the court. In addition, the Hanoi City People's Procuracy will also arrange two alternate prosecutors.

Mr. Dinh La Thang and Trinh Xuan Thanh are about to appear in court.

In this case, a total of 22 defendants were brought to trial. Of these, 12 defendants were prosecuted by the Supreme People's Procuracy for the crime of "Intentionally violating State regulations on economic management causing serious consequences" as prescribed in Article 165, Clause 3 - Penal Code 1999, including: Dinh La Thang - former Chairman of the Board of Directors of Vietnam Oil and Gas Group - PVN); Phung Dinh Thuc - former General Director of PVN; Nguyen Quoc Khanh - former Deputy General Director of PVN; Nguyen Xuan Son - former Deputy General Director of PVN.

Next are Ninh Van Quynh - former Chief Accountant, concurrently Head of Finance, Accounting and Auditing Department of PVN; Le Dinh Mau - former Deputy Head of Accounting and Auditing Department of PVN; Vu Hong Chuong - former Head of Thai Binh 2 Oil and Gas Power Project Management Board under PVN; Tran Van Nguyen - former Chief Accountant of Thai Binh 2 Oil and Gas Power Project Management Board (under PVN); Nguyen Ngoc Quy - former Vice Chairman of PVN Board of Directors; Nguyen Manh Tien - former Deputy General Director of PVN; Pham Tien Dat - former Chief Accountant of PVN; Truong Quoc Dung - former Deputy General Director of PVN.

There are 8 defendants involved in the prosecution for the crime of "Embezzlement of property", according to the provisions of Article 278, Clause 4 - Penal Code 1999, including: Nguyen Anh Minh - former Deputy General Director of PVN; Bui Manh Hien - former Chief of Office of PVN; Luong Van Hoa - former Director of the Executive Board of Vung Ang - Quang Trach Project under PVN; Nguyen Thanh Quynh - former Director of Technology of Central Joint Stock Corporation - Da Nang Joint Stock Company.

Similarly, the remaining defendants are Le Thi Anh Hoa (wife of defendant Nguyen Thanh Quynh) - former Director of Quynh Hoa One Member Co., Ltd; Nguyen Duc Hung - former Head of Finance and Accounting Department, Vung Ang - Quang Trach Project Management Board under PVN); Le Xuan Khanh - former Head of Economics and Planning Department, Vung Ang - Quang Trach Project Management Board under PVN and Nguyen Ly Hai - former Head of Technical Department, Vung Ang - Quang Trach Project Management Board under PVN.

The two defendants Trinh Xuan Thanh - former Chairman of the Board of Directors and General Director of PVC and Vu Duc Thuan - former General Director of PVC were prosecuted at the same time for both crimes of "Intentionally violating State regulations on economic management causing serious consequences" and "Embezzlement of property".
