After more than 3 months of exciting activities at the grassroots level, on August 9, the Provincial Population Propaganda Festival took place in Vinh City. The festival ended, but its meaning and echoes have spread widely, positively impacting the province's Population/Family Planning work in the coming time.

The festival ended, but its meaning and echoes have spread widely, positively impacting the province's Population/Family Planning work in the coming time.
In order to disseminate experience in activities and communication skills at the grassroots level on population work, collaborators of Quynh Luu district brought to the festival the skit "From the government... to the people participating". Ms. Duong Thi Thanh, a population specialist of Quynh Thang commune, said: "Mobilizing people to do a good job of population/family planning in coastal localities is very difficult. The notion of having more children than more wealth, the mentality of having "preventive" children, missing out on deep seas and big waves... has been deeply ingrained in the subconscious. Therefore, to change people's awareness, the participation of all levels and sectors is very necessary. In fact, in our locality, party members always take the lead as exemplary role models, strictly complying with population policies; population-family planning indicators are included in the Council Resolution, Party Committee Resolution, with the socio-economic development programs and plans of the commune and hamlet...".
Director General of the General Department of Population of Vietnam Duong Quoc Trong presented flowers and souvenir flags to the participating teams.
The highlight of the skit competition was the topic of "gender imbalance at birth". 10/20 skits by participating teams mentioned the issue of gender and gender selection at birth. The teams exploited a variety of reasons leading to gender selection: Originating from the "some boys and some girls" mentality of young couples, pressure from the husband's family, criticism from friends and relatives... leading to the decision to have a son. The skits "Ben nha chong" (Vinh city), "Anh sai roi" (Dien Chau), "Chi vi toi muon" (Tuong Duong), "Chuyen nha anh Toan" (Hung Nguyen) were highly appreciated, linked to real life, solved problems reasonably, and were highly appreciated by the audience and the judges.
In addition, the "hot" issue that is receiving public attention is the situation of "circumventing the law, breaking the rules" of having a third child, which is becoming popular among cadres and party members, which is truly reflected by the teams through the skits: "Slip on the melon peel" (Yen Thanh), "I understand already" (Nam Dan), "Regret is still in time" (Anh Son)... becoming a warning bell for the above situation. Thereby, propagating measures to handle cadres and party members who violate population policy according to the ordinance; propagating resolutions on new population policies, increasing fines for violators of population policy, responsibilities of heads of agencies, units, and Party committees with violators of population policy...
Mr. Ho Sy Luc - Acting Director of the Anh Son District Population Center said: "In reality, when life is improved, people have food and savings, so some families want to have more children. In the district today, the situation of cadres, party members, and civil servants violating population policies is on the rise... These are "hot" issues that our team chose to include in the Festival to widely propagate to all audiences... Through the situations and solutions, it can be seen that the capacity and theory in propagating the problem and the harmful effects of gender selection for having a son of the grassroots propaganda team are very solid and highly convincing."
In the greeting and knowledge contest, in addition to demonstrating their understanding of the Population/Family Planning policy and stating the results achieved in implementing population work in their localities, the teams brought to the festival good and creative ways of propaganda; practical experience in handling common situations in mobilizing people to implement the Population/Family Planning policy; models of integrating population communication and health care for people with good results... Mr. Lau Ba Giai, a population specialist in Nam Can commune (Ky Son) said: "I have only been a population specialist in the commune for 3 years, so I still lack practical experience. Through the festival, I was able to exchange and learn from other teams good practices and valuable experiences, helping us to equip ourselves with more knowledge, practice propaganda skills, and then apply them in our localities...".
Mr. Nguyen Trung Thanh - Deputy Head of the Provincial Population Department, Head of the jury of the Population Propaganda Festival said: "The festival has truly become a big festival, a place for population propagandists to meet, exchange and learn. The teams have brought to the competition good experiences in propaganda and mobilization work on health care/family planning... After the competition, those experiences will be widely disseminated in localities, especially in regions and areas that have not done well in population/family planning work".
