Despite it being Sunday, members of the Vinh City People's Committee Youth Union and officials from the Department of Natural Resources and Environment were still diligently reviewing and completing land procedures. Dang Ngoc Hung, Secretary of the Vinh City People's Committee Youth Union, said: "Vinh City has been chosen by the province as a pilot location for building a land database. The Youth Union is responsible for this task. The workload is substantial, so it requires mobilizing collective intelligence and working even on weekends to complete it as soon as possible."
Stemming from the inconsistent land situation in Vinh City, especially after the merger of communes from Hung Nguyen and Nghi Loc districts, Vinh City is facing numerous land-related issues. These include: land allocated without proper authority within planned areas, vacant land, land with significantly increased values compared to the time of allocation and compared to the 1993 map, unclear land origins and usage history, and encroachment and expansion by some households. Previously, land data was stored on paper, making storage, retrieval, and management difficult. In response to this situation, the Vinh City People's Committee Youth Union, in collaboration with the Department of Natural Resources and Environment and the Land Use Rights Registration Office, undertook the task of developing a software system for land data management for the city. By leveraging the dynamism and creativity of young people and mobilizing collective intelligence, initial steps have been taken to complete over 9,000 lists of households for the city to issue land use right certificates.
For a long time, in Vinh City, many people have had a negative impression of land administration officials when dealing with land-related procedures. Because land registration applications involve many cumbersome procedures, and citizens' applications are often returned, it has created a negative public perception of officials and civil servants. To help reduce the workload of land administration officials in wards and communes and meet the legitimate needs and aspirations of the people, since June 2013, the Youth Union of the Vinh City People's Committee has organized a volunteer movement called "Saturday for the People," forming volunteer task forces to go to communes and wards with a large volume of land registration applications: Hung Dung, Hung Dong, Nghi Kim, Nghi Phu, Hung Loc, and Nghi An, to guide people in filling out applications for land use right certificates quickly and accurately.

The Youth Union, in coordination with land administration officials in wards and communes, collected people's land registration files and lists of household heads, dividing them into teams to directly inspect and guide each citizen in completing and supplementing the necessary procedures in their files accurately. They also coordinated with officials from the Department of Natural Resources and Environment and the Land Use Rights Registration Office to conduct volunteer work on weekends to re-evaluate files for wards and communes before submitting them to the city for approval. Through the volunteer activities of the Vinh City People's Committee Youth Union, they guided 592 cases in supplementing new land registrations for residential land to prepare files for issuing land use rights certificates. Regarding agricultural land, the Youth Union focused on two wards/communes with a large volume of cases: Hung Loc and Hung Dong.
The organization guided, registered, assessed, and issued 300 land use right certificates in Hung Loc commune and 464 cases in Hung Dong commune. It also assessed over 300 land dossiers for Nghi Phu and Nghi Duc communes. "This is a practical and meaningful activity of the Vinh City People's Committee Youth Union in 'following' Uncle Ho's example. Through this, it promotes the pioneering and creative spirit of young people, while gathering the collective intelligence of officials and civil servants. It creates closeness between officials and civil servants and the people, especially enhancing the awareness, responsibility, and public service ethics of union members who are officials and civil servants in their work, serving the people better," shared Ms. Dau Thi Minh, an inspector from Vinh City.
With the motto "Every kind word, every good deed, every beneficial activity is a practical way of following Uncle Ho's teachings," the youth of the Vinh City People's Committee Youth Union have taken the lead and spearheaded many projects and tasks that have yielded effective results. It is encouraging that issues related to land procedures, often a pressing concern raised by voters during City People's Council meetings, have been significantly reduced in recent sessions, creating positive public opinion regarding the service attitude of Vinh City's officials and civil servants.
