Secretary of the Vinh City People's Committee Youth Union - Dang Ngoc Hung said: "Vinh City was chosen by the province as a pilot in building a land database. The Youth Union is in charge of this work. The workload is large, so it is necessary to mobilize collective intelligence, taking advantage of working time even on holidays to complete it soon."

Originating from the fact that the current land status of Vinh City is not uniform, especially after the communes of Hung Nguyen and Nghi Loc merged into Vinh City. Meanwhile, in the wards and communes of Vinh City, there are land problems such as: land granted by the wrong authority within the planning, vacant land or land increased significantly compared to the time of land grant and compared to the 1993 map, the origin and land use process are unclear, during the use process, some households encroached and expanded... Previously, land data were all made on paper, making it difficult to store, look up and manage. Faced with this situation, the Youth Union of Vinh City People's Committee coordinated with the Department of Natural Resources and Environment, the Office of Land Use Rights Registration to undertake the task of building a software system for land data for the city. Promoting the dynamism and creativity of young people, mobilizing collective intelligence, initially completed more than 9,000 lists of households for the city to issue land use right certificates.

For a long time, in Vinh City, many people have not been sympathetic to land officials when doing procedures related to the land sector. Because a land use right registration file has to go through many cumbersome procedures, citizens' files are often returned, causing negative public opinion for officials and civil servants. To help land officials of wards and communes reduce their workload and meet the legitimate demands and aspirations of the people, since June 2013, the Youth Union of Vinh City People's Committee has organized the volunteer movement "Saturday for the people", establishing volunteer shock teams to go down to communes and wards with a large volume of land use right registrations: Hung Dung, Hung Dong, Nghi Kim, Nghi Phu, Hung Loc, Nghi An to guide people to quickly and accurately fill out their land use right registration files and issue land use right certificates.

The Youth Union coordinated with land officials in wards and communes to collect people's records and lists of declared households, divided into groups to directly check and guide each person to declare and supplement procedures into the records completely and accurately. Coordinated with officers of the Department of Natural Resources and Environment, the Office of Land Use Rights Registration volunteered to work on holidays to re-evaluate records for wards and communes before submitting them to the city for approval. Through the volunteer activities of the Youth Union of Vinh City People's Committee, it guided 592 cases to supplement new declarations of residential land to prepare records for granting Land Use Rights Certificates. Regarding agricultural land, the Youth Union focused on 2 wards and communes with large volumes, Hung Loc and Hung Dong.

Organize guidance, declaration, appraisal and issuance of 300 Land Use Right Certificates in Hung Loc commune and for 464 cases in Hung Dong commune. Appraise over 300 land records for Nghi Phu and Nghi Duc communes. "This is a meaningful activity of the Youth Union of Vinh City People's Committee to "follow" Uncle Ho. Thereby, promoting the spirit of initiative and creativity of the youth, at the same time gathering the collective intelligence of cadres and civil servants. With the motto "Every good word, every good deed, every useful activity is practically following Uncle Ho", the youth of the Vinh City People's Committee Youth Union have taken the lead, been proactive, and many projects and tasks have brought about efficiency. The good news is that issues related to land procedures are often urgent issues that voters are concerned about and reflect on in the City People's Council meetings, but in recent meetings this issue has been reduced, creating good public opinion among the people about the attitude of serving the people of Vinh City officials and civil servants".
