2018 is a year of special importance in implementing the Resolution of the 18th Provincial Party Congress, the 5-year socio-economic development plan (2016-2020) and evaluating the results of 5 years of implementing Resolution No. 26-NQ/TW of the Politburo, therefore, the requirement for all levels and sectors is to strive at a high level to achieve a growth rate above the target assigned by the Provincial People's Council of 9% (the whole country strives to achieve a growth rate of 6.5 - 6.7%); budget revenue strives to reach 12,691 billion VND.

To ensure the completion of the goals, targets and tasks set in 2018, the Provincial People's Committee has proposed 10 groups of solutions for direction and management. In which, the number 1 priority group is to focus on strongly improving the investment and business environment, supporting enterprises; strengthening the direction and management of all levels and sectors to promote rapid and sustainable growth.

New in 2018, in addition to organizing dialogues with businesses at the provincial level, the Provincial People's Committee will also select a number of localities with many business opinions to organize dialogues by area.

Industries must develop scenarios for key product groups to implement; localities must develop operational scenarios to ensure high-speed development, avoiding the idea of ​​setting low targets for easy implementation and easy completion when evaluating.

The group of solutions that need to be promoted is administrative reform; in which the issue that needs to come first is building an e-government through clearly defining the infrastructure structure, moving towards replacing paper documents; at the same time, focusing on implementing pilot models in administrative reform at 7 departments, branches and units.

A group of solutions is also focused on, which is to promote information and communication work, create social consensus, promote combined strength to successfully carry out the tasks of 2018...

The conference heard Permanent Vice Chairman of the Provincial People's Committee Le Xuan Dai, leaders of a number of departments, branches and localities raise many opinions related to the assignment of targets as well as key tasks that need to be focused on in 2018.

Chairman of Vinh City People's Committee Nguyen Hoai An said that, in addition to solutions to increase revenue, there should be solutions to effectively reduce expenditures, including reducing competitions, festivals and celebrations at all levels, sectors and units.

Chairman of Nghia Dan District People's Committee Le Hong Son reflected that currently, the number of meetings of the sectors is too much and all require the participation of the leaders of the district People's Committee, affecting the handling of local work and arranging means for leaders to attend meetings. Therefore, it is recommended that the sectors limit the request for leaders of the district People's Committees to attend meetings within the sector and only require specialized departments to receive and direct.

Regarding this issue, Mr. Nguyen Hong Ky - Director of the Department of Transport, said that it is necessary to make a breakthrough in information technology infrastructure to not only transmit documents but also serve online management and direction, limiting time-consuming work and costly travel expenses...

Regarding ensuring traffic safety, according to Director of the Provincial Police Nguyen Huu Cau, localities need to step up the clearance of traffic safety corridors and in the coming time, the province will increase the handling of fines for violations of traffic safety order.

Based on the assessment of the results achieved in 2017, and at the same time pointing out the challenges, limitations and difficulties, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation directed and requested the sectors and localities to fully identify the difficulties and challenges, thereby proposing solutions and determination to direct and implement the tasks set out in 2018.

The Provincial Party Secretary also requested the Provincial People's Committee to strengthen the direction of departments, branches and localities to research and clearly identify long-term and short-term development directions, and at the same time direct and urge drastic implementation; continue to closely follow the central ministries and branches to well implement the central government's directions related to the province's tasks; improve the effectiveness of investment promotion.

For key programs and projects, each member of the Standing Committee and Vice Chairman of the Provincial People's Committee must be responsible for monitoring, urging and directing, creating specific movements and results.

Comrade Nguyen Dac Vinh also noted that all levels and sectors should pay attention to supporting businesses with policies, especially ensuring fairness for businesses.

Provincial Party Secretary Nguyen Dac Vinh also emphasized the need for all levels and sectors to resolutely reform administration in a substantive manner, with specific plans and contents; in which, for the 7 units assigned as pilot units for administrative reform, it is necessary to complete the administrative reform project in their units by the end of January and the remaining sectors and units must complete the plan by the end of February; on that basis, the Department of Home Affairs will conduct monitoring, urging and year-end evaluation.

Emphasizing the importance of propaganda work, creating consensus in society, promoting the implementation of targets and tasks in 2018, comrade Nguyen Dac Vinh also set out requirements for the government sector to enhance Party spirit in leadership, exemplary pioneering in performing tasks, both ensuring that their organizations and units are clean and strong, and enhancing the prestige of cadres and civil servants among the people.
