Nghe An: 136 communes and wards have not yet recruited veterinary positions

(Baonghean) - Up to this point, Nghe An has only 315 wards and communes that have arranged veterinary positions, reaching a rate of 68.5%; the number of wards and communes that have not arranged veterinary positions is 136 wards and communes, accounting for a rate of 29.5%.

Difficult in Ky Son

Mr. La Van Ha - Chairman of the Commune People's Committee said: Throughout this year, the commune government has continuously notified the villages and hamlets to recruit the above 2 non-professional positions, but until the beginning of August, the commune has only received 1 set of documents for the non-professional veterinary position of a child in the commune; as for the position in the field of plant protection, there is no application yet. However, the case of the non-professional veterinary applicant is in the first year of secondary school, and still has 2 more years to graduate. Therefore, for now, there is no one for these 2 semi-professional positions.

Currently, Huu Kiem commune is still lacking 2 non-professional positions, this is a favorable condition for the locality to recruit 2 non-professional positions according to regulations, so when there are enough documents, the commune will immediately send them to the district for recruitment. However, because the young labor force in the commune currently works far away, the number of workers at home does not have professional qualifications, so recruiting these 2 non-professional positions is difficult.

Ky Son district has 21 communes and towns, of which 12 are type 1 communes; 8 are type 2 communes and 1 is type 3 commune. According to Mr. Lau Ba Thai - Deputy Head of the Internal Affairs Department of Ky Son district, most of the communes in the district have enoughnon-professional positionAccording to regulations, therefore, in order to add 2 non-specialized positions in the field of veterinary medicine and plant protection according to Resolution No. 23 dated December 9, 2021 of the Provincial People's Council, communes are required to reduce the number of existing positions. For that reason, recruiting 2 non-specialized positions in veterinary medicine and plant protection is facing many difficulties.

Up to now, the whole district has only 4 communes that have arranged 2 non-professional positions for veterinary and plant protection, including: Tay Son, Nam Can, Na Loi and Huoi Tu. In addition, there are 11 communes that have sent recruitment files to the district People's Committee, but because the communes have not reduced the existing non-professional positions, the district has not been able to approve the recruitment files. There are 6 communes and towns that have not had anyone submit recruitment files.

Mr. Ngan Van Thao - Director of the Ky Son District Agricultural Service Center said that because most communes in the district do not have specialized veterinary and plant protection positions, it is difficult to prevent and control diseases for livestock and crops. Meanwhile, Ky Son people develop the economy by promoting animal husbandry, in many places people have the habit of letting buffalo and cows roam freely in the forest, so disease prevention is very difficult.

According to data from the Provincial Department of Animal Husbandry and Veterinary Medicine, by June 2022, 3/21 districts, cities and towns (Nghia Dan, Quy Chau and Cua Lo town) had completed the arrangement of commune veterinary positions, reaching a rate of 14.29%.

In total, the whole province has 315 wards and communes that have been arranged.veterinary title, reaching 68.5% (including part-time staff); the number of wards and communes that have not yet arranged veterinary positions is 136 wards and communes, accounting for 29.5%.

The lowest is Ky Son district, which has arranged 4/21 commune-level staff. There are 9 wards and communes that do not need to arrange veterinary staff because there is no work, accounting for 2%. Other districts and towns still have many communes that have not arranged non-specialized veterinary positions.

Mr. Ngo Duc Quynh - Deputy of the Provincial Animal Husbandry and Veterinary Department said that the reason why communes have not recruited enough non-professional veterinary positions is because, according to regulations, non-professional commune-level cadres must have a household registration at the commune level that needs to be recruited. While people in the commune that needs to be recruited do not have enough qualifications and qualifications according to regulations, people in neighboring communes who are qualified to apply are not allowed to apply. Regulations stipulate that commune veterinary positions when first recruited must not be over 40 years old, but in reality, there are many people who have experience in veterinary work but are over this age.

The regulation requires a high school diploma or a high school diploma, while those who have worked as commune veterinarians, have experience and capacity to work as veterinarians, and are recruited do not have a high school diploma. The allowance for the position of commune veterinarian is much lower than the living standards of workers, so those who meet the selection criteria do not want to do it, but instead look for other jobs to earn higher income.

In practice, the commune veterinary task requires people who are good at practical skills and have experience in examining and effectively treating animal diseases.

Therefore, to suit the reality and remove difficulties for localities to promptly arrange full positions of commune veterinary staff, the Department of Agriculture needs to have a document requesting the Provincial People's Committee to direct relevant departments and branches to amend and supplement a number of articles and clauses on standards, selection processes, management, use and regimes and policies for non-professional workers at the commune, hamlet, block and village levels in the province in general, and the veterinary field in particular in a more appropriate manner./.
