According to the report of the Department of Culture and Sports, the direction of building the titles of families, villages, hamlets, and cultural blocks has been directed by the industry and localities. The rate of titles of families, villages, hamlets, and cultural blocks in the province in the 3 years of 2016, 2017, and 2018 all met the plan assigned by the province.
In line with cultural targets, cultural and sports institutions are invested in quite synchronously from budgets at all levels, especially very large socialized sources.
By the end of 2018, the rate of communes, wards and towns meeting cultural institution standards according to the criteria in Circular No. 05/2014/TT-BVHTTDL in the province was 70.83% and according to Resolution No. 71/2012/NQ-HDND reached 57.08%.

In addition, the Department of Culture and Sports also acknowledged that the quality of building cultural titles in some localities is not high. On the other hand, every year, localities conduct inspections, reviews, and re-evaluations of cultural residential area titles; however, no decision to re-recognize according to regulations has been issued, and the revocation of titles for units that violate standards has not been given attention. In the period 2016-2018, the whole province had only 20 residential areas whose cultural titles were revoked.
In addition to some of the above issues, based on practical supervision in some localities, at the meeting, some members of the supervision delegation of the Culture - Social Committee, Provincial People's Council also raised some concerns.
That is the rate of agencies, units, and enterprises achieving cultural titles; communes achieving new rural cultural standards (NTM) and wards and towns achieving urban civilized standards is still low. The whole province has only 84 communes achieving new rural cultural standards and 5 wards and towns achieving urban civilized standards.
Some members also expressed concerns about the loose method of awarding cultural titles, which is "popularizing" the titles; the investment in building cultural and sports facilities at the grassroots level is still inadequate, both redundant and insufficient, and has not yet fully utilized, cultural houses sometimes become warehouses, and communal stadiums are abandoned...

Focus on equipping children with skills to prevent drowning
Concluding the meeting, Head of the Culture and Social Affairs Committee of the Provincial People's Council Nguyen Thi Thu Huong affirmed that the implementation of cultural and sports targets involves the responsibility of many sectors, not just the culture and sports sector.
Therefore, the sectors need to pay attention to reviewing the directive documents of the Central Government, the province and each sector to propose amendments and supplements, avoid overlap; combine resources to increase investment resources and promote effective activities, avoid wasting invested cultural and sports institutions.
Along with that, it is necessary to tighten the quality of cultural and sports titles; at the same time, urge the implementation of the Resolution of the Provincial Party Standing Committee on building cultural people and cultural families of Nghe An to meet the requirements of integration and development.

Expressing his sorrow over the recent tragic drowning incidents in the province, the Head of the Culture and Social Affairs Committee of the Provincial People's Council requested that departments and branches take responsibility for coordinating and implementing solutions to enhance skills to prevent drowning in children.
As for the Department of Culture and Sports, it is necessary to review communes that have met the new rural standards and are in debt with cultural and sports indicators to urge debt repayment; re-evaluate the effectiveness of using cultural and sports institutions to have specific solutions.
On the other hand, the Department needs to proactively research to propose adjustments to cultural and sports indicators in accordance with reality and close to the direction of the Central Government...
