On September 4, Nghe An Provincial Police established 3 special working groups, each group of 10 people including Traffic Police, Mobile Police, 113 Police, and Public Order Police to increase 24/7 closed patrols on routes N5, D4, Provincial Road 538B, as well as National Highway 1A from Bac Vinh Bus Station to Cam Bridge (Nghi Loc District).
The police force focused on detecting and handling 8 main violations including: speeding, carrying goods exceeding the size of the wall or container, carrying goods exceeding the permitted load, arbitrarily modifying the vehicle's technical design, extending the wall or container, not obeying traffic lights...

In addition to the above violations, during the inspection and control process, if other violations are detected, the working groups will handle them according to the provisions of law.
In the first phase from September 4 to October 4, 3 working groups organized 94 traffic patrol and control shifts with 940 officers and soldiers participating, recorded 660 violations, and issued decisions to impose administrative fines of nearly 2.4 billion VND.
Of these, 165 cases violated the law on transporting goods exceeding the load capacity; 167 cases of transporting oversized goods; 220 cases of exceeding the prescribed speed; 34 cases of arbitrarily expanding the walls and containers; 18 cases of transporting scattered materials...
Phase 2From October 5 to November 5, 3 working groups organized 105 patrol and control shifts with 1,218 officers and soldiers participating. Thereby, violations were detected, 663 cases were recorded, and decisions were made to impose administrative fines of nearly 4.2 billion VND.
Of these, 197 vehicles were overloaded; 72 cases were oversized; 23 cases were enlarged; 99 cases were speeding; 47 cases were carrying spilled materials; 27 cases were without a driver's license; 24 cases were without inspection or had expired inspection.
In cases of overloading, the load must be reduced according to regulations.
In cases of renovating and changing the size of the vehicle's walls and trunk, after making a record, the working groups will allow the driver and vehicle owner to cut off the walls and trunk that they have arbitrarily installed; at the same time, they must take actual photos of the vehicle with the walls and trunk cut in accordance with regulations to keep records.
The guiding viewpoint of Colonel Nguyen Huu Cau - Director of the Provincial Police is that for cases of intentional violations, all errors and penalties must be handled. Cases that interfere with the patrolling and handling of violations by working groups must not be resolved.
