(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee requested to review and remove from the planning for the 2020 - 2025 term those personnel who do not meet the standards and conditions.
On November 14, the Provincial Party Standing Committee issued Plan No. 217-KH/TU on reviewing and supplementing the planning of leadership and management staff to serve Party Congresses at all levels for the 2020-2025 term.
4 cases removed from planning
Accordingly, the request is to review and remove from the 2020 - 2025 term planning the following personnel: who have been assigned to a planned position or equivalent and higher (including personnel outside the unit); violated discipline or have low reputation; are not old enough to hold a position for a full term (5 years) if appointed; are planned for more than 3 positions (remove from the planning the number of planned positions that exceed the number).

At the same time, supplement the planning with personnel who meet the standards and conditions according to regulations; do not supplement the planning with positions for those who already hold equivalent or higher positions.
Regarding the time to calculate the age of review and supplement the planning, it is implemented as follows:
The planning title of Party Committees at all levels is the time to hold Party Congresses at all levels for the 2020-2025 term: At the grassroots level, it is April 2020 (at least male born from April 1965, female born from April 1970 onwards); at the district level, it is June 2020 (at least male born from June 1965, female born from June 1970 onwards); at the provincial level, it is September 2020 (at least male born from September 1965, female born from September 1970 onwards).
- The title of planning for leadership and management of state agencies (elected title) is the time for the election of the National Assembly and People's Councils at all levels for the 2021 - 2026 term, which is May 2021 (at least male born from May 1966, female born from May 1971 onwards).
The process of implementing the steps of reviewing and supplementing the planning is carried out according to the 4-step process, stipulated in Section II, Part B, Instruction No. 02-HD/TU, dated April 13, 2017 of the Provincial Party Standing Committee (for district level) or Section 1, Instruction No. 06-HD/BTCTW, dated February 24, 2017 of the Central Organizing Committee (for provincial level).
The Provincial Party Standing Committee requested units to approve and report the results of reviewing and supplementing the planning for positions under the decentralized authority to the competent authority for cadre management; documents include: Decision on approval and list of reviewing and supplementing the planning for leaders and managers for the 2020-2025 term. The competent authority approves the planning for positions under the approval authority of the higher level.
The dossier for planning approval includes: Proposal for planning approval. List of proposals for withdrawal from the planning; List of proposals for approval of results of review and supplementation of planning for leaders and managers for the 2020 - 2025 term. Personnel files supplemented to the planning.
Implementation time: For grassroots level, complete review, supplement and approve planning before November 30, 2019. District, city, town and affiliated party committee levels complete review, supplement and approve planning before December 15, 2019. Provincial level complete review, supplement and approve planning before January 15, 2019.
Reports and documents requesting approval of the planning must be sent to the Provincial Party Committee Standing Committee (via the Provincial Party Committee's Organization Board) before December 15, 2019. Units that do not change personnel when reviewing and supplementing the planning must also report to the Provincial Party Committee Standing Committee.
Ensure quantity and quality of human resources
The purpose of this review and supplement to the personnel planning is to supplement the planning of leadership and management staff from the grassroots to the provincial level to ensure the appropriate quantity, quality, and structure, well meeting the personnel preparation work for Party Congresses at all levels for the 2020-2025 term and the election of the National Assembly and People's Councils at all levels for the 2021-2026 term.
Therefore, the Provincial Party Standing Committee requests to review and supplement the planning of leadership and management staff to serve the Party Congresses at all levels for the 2020-2025 term to ensure the following specific principles:
Only supplement the planning for positions that, after review, lack the required number or are deemed necessary to ensure high feasibility to serve the personnel work of Party congresses at all levels and arrange cadres before, during, and after the congress.
For positions that are not vacant or lacking in quantity but the personnel in the planning is not feasible (especially the planning of positions of heads of Party committees and authorities), it is necessary to consider adding personnel to ensure more feasibility. Pay attention to adding young cadres, female cadres, and ethnic minority cadres to the planning to create a source of recommendations to join the Party committee of the new term.
Using the Party Committee planning as the basis for planning leadership and management positions, positions participating in People's Councils at all levels for the 2021-2026 term; focusing on planning positions of heads of Party Committees and authorities.
Lead and direct the organization to effectively review and supplement the planning of leadership and management staff to serve Party congresses at all levels for the 2020-2025 term from the grassroots to the provincial level, ensuring requirements, quality and timeliness.
