Nghe An: 40 units and investors have not yet disbursed public investment capital
(Baonghean.vn) - In the first 3 months of the year (as of March 20), Nghe An has disbursed more than 282 billion VND of concentrated public investment capital managed by the province, reaching 5.06%. Of which, 6 localities and 34 departments, branches and investors have not yet disbursed.
In 2023, Nghe An was assigned by the Prime Minister more than 9,033 billion VND of total state budget capital, of which more than 5,583 billion VND was included in the concentrated public investment plan managed by the province. The province has allocated more than 5,386 billion VND in detail, reaching 96.47%.
However, there are still 20 projects with a capital of 196,926 billion VND that have not completed procedures for capital allocation. Of which, Ky Son district has 4 projects, Tuong Duong district has 3 projects, Con Cuong district has 10 projects, Nghia Dan district has 1 project, and the Department of Culture and Sports has 2 projects.

As of March 20, the province's centralized public investment capital has disbursed more than VND282 billion, reaching 5.06%. Of which, 6 localities and 8 departments, branches and investors have disbursement rates above the province's average; 6 localities and 34 departments, branches and investors have not disbursed any VND.
According to the Department of Planning and Investment, the reason for the low disbursement rate is that in the first months of the year, for transitional projects, units are focusing on implementing the volume to repay the advance payment for the 2022 disbursement plan. For newly started projects, they are focusing on implementing related documents and procedures to start construction.
However, the progress of completing documents and procedures for newly started projects is quite slow. As of March 10, of the 48 newly started projects in the 2023 plan, only 4 projects have had construction bidding results and started construction; the remaining 8 projects have just approved construction drawing designs - estimates, and are preparing/in the process of implementing construction bidding.
In addition, 9 projects are being prepared and submitted for appraisal of construction drawing designs and estimates; 13 new projects are in the bidding stage to select consulting units, 8 projects are submitting for approval of contractor selection plans, 3 projects are undergoing project adjustment procedures and 3 new rehabilitation program projects have been allocated capital so the next steps have not been implemented yet.

The Department of Planning and Investment said that the implementation of the 2023 plan will face difficulties due to a larger workload and larger disbursed capital. Factors such as raw material prices are forecast to fluctuate unpredictably, directly affecting the construction investment and construction activities of contractors.
Site clearance continues to be difficult, in which the main problems are related to determining the origin of the land, inventorying and declaring to classify compensation land, selecting locations for planning, completing procedures for building resettlement areas, developing compensation plans to ensure compliance with legal regulations...
Assessing that the disbursement rate of public investment capital in the first quarter of 2023 is still modest, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that sectors and localities, especially leaders, pay more attention to this work, with participation in the leadership and direction of Party committees.

On the other hand, it is necessary to assign specific tasks and clear responsibilities to each unit and individual, with requirements on time and results; strictly manage procedures, both comply with regulations and meet progress; and not propose or add new projects when they do not meet the requirements for implementing current projects.
The Chairman of the Provincial People's Committee requested that 4 localities: Ky Son, Tuong Duong, Con Cuong, Nghia Dan must complete the procedures to hand over the capital plan of the National Target Program no later than April 15. The Department of Agriculture and Rural Development, the Department of Labor - Invalids and Social Affairs, and the Ethnic Committee support localities with issues related to procedures of projects under the National Target Program.
