Nghe An: 61 pressing issues in the health sector have not been thoroughly resolved

Many problems have not been thoroughly resolved
Since the beginning of the term, there have been 61 pressing issues in the health sector reflected by voters and people in the province through the Provincial People's Council channel.
Outstanding are the quality of medical examination and treatment, quality of medicine, and the attitude of the medical staff in serving patients...
There are also difficulties in patient referral; hospital overload; degraded facilities at the grassroots health care level; management of private medical practice, and food safety and hygiene still reveal many shortcomings...
Based on the concerns and feedback of voters sent by the Provincial People's Council and People's Committee, according to Director of the Department of Health Duong Dinh Chinh, recently, the Department has focused on directing the handling and overcoming of many problems within the capacity or due to subjective causes of the industry.

Recently, public opinion has noted a change in the quality of medical examination and treatment; a step-by-step adjustment of the service attitude of medical staff towards patients as well as positive signals from drug supply activities and service fee collection at medical examination and treatment facilities...
The Department Director also admitted that despite drastic measures, the abuse of technology in medical facilities has not been completely overcome. Management of private medical practice is still complicated.
As of May 31, 2019, through the synthesis of reports from localities, there were 181 unlicensed establishments in the province.
Regarding drug price management, according to the representative of the Department of Health, the State currently has no regulations on selling prices at drug stores, only controlling selling prices at drug stores in hospitals. Regarding drug quality, recently, the industry has increased monitoring and sampling of drugs for testing and handling violations.
Specifically, in 2018, the industry collected 400 drug samples at drug stores and pharmacies in the province and discovered 8 substandard samples, including 1 fake drug sample.

Better review and handling of voters' petitions
At the meeting, the Standing Committee of the Provincial People's Council also proposed that the Department of Health continue to pay attention to directing and coordinating with sectors and localities to focus on solving issues of concern to voters and people.
Focusing on investing in upgrading facilities and equipment at medical facilities, especially at district and commune levels; combined with training, attracting medical human resources, increasing doctors in grassroots healthcare, and better serving the people's medical examination and treatment needs.
Along with that, the Department needs to review the mechanisms and policies issued by the province to proactively advise on amending and supplementing policies on investment in medical facilities and training, attracting staff.
In addition, the Standing Committee of the Provincial People's Council also proposed that the Department of Health pay attention to the inspection of domestic water quality, not only in urban areas but also in plain and mountainous districts; proactively guide the consolidation and arrangement of village medical staff for merged blocks, hamlets and villages.

Speaking at the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the seriousness and responsibility of the Department of Health in receiving and resolving voters' recommendations and reflections as well as seriously recognizing the limitations and weaknesses of the sector to proactively overcome or advise the Provincial People's Committee to issue directive documents, contributing to improving medical examination and treatment work, serving the people better.
Emphasizing that the health sector is related to everyone, the Vice Chairman of the Provincial People's Council requested the Department of Health to continue reviewing the shortcomings and limitations of the sector to continue directing and handling; at the same time, have a plan and roadmap to resolve opinions and recommendations related to resources, policy mechanisms or related to many levels and sectors.
