Nghe An discusses measures to promote progress of projects in the Southeast Economic Zone

Reporting at the meeting, the leader of the Southeast Economic Zone Management Board said that there are currently many problems with large-scale, key projects in the Southeast Economic Zone.
Specifically, for the VSIP Nghe An Industrial, Urban and Service Park project, there are still 80.9 hectares of industrial park and 118.65 hectares of urban area that have not completed site clearance. The exemption of land rent for 78 hectares of industrial park and technical infrastructure for shared use in the industrial park has not been approved yet, which has affected the financial plan for land sub-lease prices of infrastructure investors, affecting investment attraction.
At WHA Industrial Zone 1 - Nghe An Industrial Park project, site clearance work is still stuck on 1.2 ha; 192m2 The land planned for the cemetery has not been approved by Nhan Hoa parish, so the investor cannot start construction. The raw material area for phase 2 of the project is still stuck because it is under the authority of the Prime Minister.

Regarding land rent exemption and land price list for the period 2020-2024 to calculate annual land rent is unreasonable and difficult. Besides, due to the impact of Covid-19 epidemic, restrictions on travel between countries, tightening of entry and exit regulations have directly affected investment attraction in industrial parks.
At the Vissai Grinding Station and Port project, although the Provincial People's Committee has agreed in writing to allow Song Lam Cement Joint Stock Company to spend money to compensate and build a resettlement area. However, up to now, the Nghi Loc District People's Committee has not completed the planning and design documents to hand over to the Company to relocate households and at the same time clear the interspersed land.
For urgent projects that need to focus on solving difficulties and problems in the Southeast Economic Zone, at the Nam Cam Industrial Park project, compensation and site clearance work still has many complicated and prolonged problems that have not been completely resolved.

Many areas have been compensated, but due to lack of capital to invest in infrastructure construction and lack of attracting investors, people continue to reproduce. Many areas are currently being obstructed by people, preventing investors from implementing; the land is not handed over. In addition, the traffic and technical infrastructure of Nam Cam Industrial Park has not been fully and synchronously invested.
At the project in Dong Hoi Industrial Park, the rescue and resettlement route along the Dong Hoi coast is temporarily suspended due to lack of capital; the wastewater treatment system lacks equipment. According to the plan, Quynh Lap 1 Thermal Power Plant will be operational in 2023. However, the project's delay has directly affected the lives and production of people in the area. At projects in Tho Loc Industrial Park, there are still 51 households that have not agreed to hand over the land to implement the Mareep Korean Garment Export Factory project.
At the meeting, representatives of investors raised the difficulties and obstacles in the project implementation process. At the same time, they requested that the sectors and provinces promptly resolve the difficulties, and the investors will actively coordinate to ensure the project is implemented on schedule.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized that the above projects are driving forces, playing an important role in the local socio-economic development plan. Therefore, sectors and localities need to actively remove obstacles, coordinate well with investors to properly implement the committed contents. Issues requiring the opinions of the Prime Minister and ministries and sectors must be completed promptly; in the compensation work, it is necessary to speed up the progress, ensuring the harmony of interests of the people and the State, in order to soon hand over land to investors to implement the project.
