Nghe An discusses solutions to clear violations and prevent re-encroachment of traffic safety corridors

On the afternoon of October 11, the Provincial People's Committee held a meeting to listen to and comment on the draft submission proposing the issuance of a Resolution of the Provincial People's Council stipulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road, railway and sidewalk safety corridors in Nghe An province in the period of 2022 - 2025; Draft Resolution on allocating local budget to carry out the management and maintenance of provincial roads in the period of 2022 - 2025.

NEED TO ISSUE A NEW RESOLUTION

Accordingly, the draft Resolution of the Provincial People's Council "Regulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road, railway and sidewalk traffic safety corridors in Nghe An province in the period of 2022-2025" has 6 articles. The content of the draft Resolution of the Provincial People's Council mainly focuses on mobilizing the participation of the political system, regulating the responsibility of local authorities in directing, propagating and organizing the implementation of the clearance of violations and preventing re-encroachment of traffic safety corridors.

In addition, the draft also mentions the need to beautify urban areas, establish civilized streets and roads, as well as protect road and railway infrastructure, and minimize traffic accidents in the province.

At the conference, representatives of departments, branches and localities mentioned the positive aspects and some limitations that need to be supplemented in the draft Resolution so that when issued, it will be closer to reality, especially contributing to the effective implementation of the work of clearing and preventing re-encroachment of traffic safety corridors.

Concluding this content, the Standing Vice Chairman of the Provincial People's Committee affirmed: After 4 years of implementing Resolution No. 56/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council, the situation of violations and re-encroachment of corridorstraffic safetyRoads, railways, and sidewalks in Nghe An province have had many positive changes, contributing significantly to promoting the work of ensuring traffic order and safety; increasing the lifespan of traffic works.

Although the cost of implementation is not large, it is highly effective. In particular, the majority of people are aware of the importance of traffic safety corridors, creating consensus among people on protecting traffic safety corridors.

However, violations, especially re-encroachment of traffic safety corridors, are still very complicated, seriously affecting traffic infrastructure, traffic safety and order, and are one of the direct causes of traffic accidents.

The issuance of a new Resolution replacing Resolution 56 of 2016 (now expired) "Regulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road, railway and sidewalk traffic safety corridors in Nghe An province in the period of 2022-2025" is extremely necessary, in accordance with current legal regulations and local conditions.

Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that based on the comments of departments, branches and localities, the drafting agency should synthesize the comments and complete the format and content of the document before submitting it to the Provincial People's Council for approval.

LOCAL BUDGET ARRANGEMENT TO IMPLEMENT PROVINCIAL ROAD MANAGEMENT AND MAINTENANCE

In the meeting this afternoon, the Provincial People's Committee also listened to and commented on the Draft Resolution on the mechanism of allocating local budgets to serve the work.management, maintenanceProvincial roads phase 2022-2025.

Accordingly, currently in the province there are a total of 38 provincial roads with a total length of 930.44km managed by the Department of Transport.

To date, about 35% of provincial roads are damaged, equivalent to 327km; the remaining sections are repaired annually on a local, small-scale, and unsynchronized basis. The agency drafting the draft Resolution proposes to allocate 120 billion VND from the local budget annually to serve the management and maintenance of provincial roads.

Specifically, 50 million VND/km/year will be allocated for regular maintenance of mountainous roads; 45 million VND/km/year will be allocated for regular maintenance of plain roads. The remaining funds will be used for periodic and emergency repairs.

Regarding this content, according to Mr. Le Hong Vinh, Permanent Vice Chairman of the Provincial People's Committee, during the exploitation process, the roads are degraded, so the work of thinking about and maintaining the roads is very necessary.

The Standing Vice Chairman of the Provincial People's Committee agreed with the budget proposed by the drafting agency. At the same time, he requested the drafting agency to incorporate the opinions of departments and branches to complete the content of the Resolution for approval at the upcoming meeting of the Provincial People's Committee and submit it to the Provincial People's Council for approval.
