Nghe An issues a set of competitiveness indexes for provincial departments, branches and People's Committees at district level.

The set of indexes assessing the competitiveness of provincial departments, branches and sectors has 9 component indexes; The set of indexes assessing the competitiveness of People's Committees of districts, cities and towns includes 10 component indexes.

In Decision No. 1607/QD-UBND issued on June 28, 2024, the Provincial People's Committee approved the Methodology Report and issued the Competitiveness Index of provincial departments, branches and People's Committees of districts, cities and towns (DDCI) of Nghe An province in 2023.

Accordingly, the set of indexes to assess the competitiveness of provincial departments, agencies and branches has 9 component indexes, including: Market entry, licensing activities and implementation of administrative procedures; transparency and application of information technology; dynamism and pioneering of provincial departments, agencies and branches; time costs; informal costs; fair competition; production and business support; institutional effectiveness; green and sustainable growth.

The index set to assess the competitiveness of the People's Committees of districts, cities and towns includes 10 component indexes, including: Market entry, licensing activities and implementation of administrative procedures; transparency, application of information technology and digital transformation; dynamism and pioneering of local authorities; time costs; informal costs; fair competition; support for production and business; institutional effectiveness and security and order; green and sustainable growth.

Regarding the subjects to be evaluated, provincial departments, branches and sectors (23 units) are divided into 02 groups: Group A includes the Department of Planning and Investment, Department of Natural Resources and Environment, Department of Construction, Department of Transport, Department of Industry and Trade, Department of Agriculture and Rural Development, Department of Labor, Invalids and Social Affairs, Southeast Economic Zone Management Board, Provincial Tax Department, Provincial Customs Department, Provincial Market Management Department, Provincial Social Insurance.

Group B includes the Department of Finance, Department of Culture and Sports, Department of Information and Communications, Department of Health, Department of Science and Technology, Department of Education and Training, Department of Foreign Affairs, Department of Justice, Department of Tourism, State Bank of the province, and Provincial Police.

People's Committees of districts, cities and towns include 21 units.

Respondents to the 2023 DDCI survey at the department, agency, and sector level in Nghe An are mainly enterprises and cooperatives. In some cases, business households can choose to participate in the evaluation of the DDCI survey at the department, agency, and sector level when those business households actually interact with the management or implementation of administrative procedures with the department, agency, and sector.

Respondents to the Nghe An 2023 local DDCI survey are mainly cooperatives and business households. In addition, businesses operating in districts, towns, and cities and interacting with local authorities can also choose to respond to the local DDCI survey.

In addition, the Vietnam Federation of Commerce and Industry - Nghe An - Ha Tinh - Quang Binh Branch, the Cooperative Alliance, Associations, Business Associations in the province and in districts, towns, cities... will represent the voice of members (enterprises/cooperatives/business households) to evaluate all departments and branches that their member enterprises interact with through the implementation of administrative procedures and public services and with 01 district, town, city in their area.

The DDCI Nghe An survey in 2023 will reach about 3,500 production and business establishments, the total number of questionnaires collected by DDCI Nghe An in 2023 is 3,000 for enterprises, cooperatives and business households (including an expected 1,500 questionnaires for DDCI survey at the department, branch and industry level and at least 1,500 questionnaires for DDCI survey at the local level) and questionnaires from VCCI branches in Nghe An, business associations in the province (assessment for all departments, branches and localities). The survey approach can be direct or online.

The survey period is expected to be from June to July 2024.

In Nghe An province, the DDCI assessment has been implemented since 2020. Based on the experience gained from provinces and cities across the country, following the DDCI Nghe An in previous years, in 2023, DDCI Nghe An will continue to collect assessments on the perceptions of production and business establishments, specifically enterprises/cooperatives/business households on the economic management of departments, branches, sectors, People's Committees of districts, cities, towns and leaders of those agencies in a systematic manner. Through the above results, departments, branches, sectors, People's Committees of districts, cities, towns will have appropriate assessments and adjustments to improve the investment and business environment in the province.
