Nghe An issues a set of temporary criteria for piloting typical district-level units in the movement of All people protecting national security.

The set of criteria includes 4 groups and 32 criteria including:

1. Leadership working group of Party committees, district, city and town authorities(7 criteria):

- Organize to thoroughly disseminate and fully and effectively implement the Party's guidelines, the State's laws and policies, and directives from superiors on ensuring security and order and building the movement of the entire people protecting national security to departments, branches, organizations, communes, wards, towns, agencies, enterprises, and educational institutions in the area.

- In the first quarter of each year, the Party Committee of the district (city, town) issues a Resolution, Directive or directive document; the People's Committee of the district (city, town) has a program or plan to implement the work of ensuring security and order; the Steering Committee for crime prevention, social evils and building the movement of the People to protect the national security of the district (city, town) issues a program of work to build the movement of the People to protect the national security and fully deploys the topics of the movement of the People to protect the national security in the area.

- Annually, organize a conference or combine it with other conferences to summarize and deploy the work of building the movement of All People to protect the security of the Fatherland. During the year, maintain the implementation or have at least 02 good, innovative and creative ways of building the movement of All People to protect the security of the Fatherland in the area.

- Post the schedule for receiving citizens and conduct monthly and ad hoc citizen receptions according to Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo. Organize the settlement of complaints and denunciations according to authority, do not let them linger or cause prolonged complications.

- Summarizing the year's work, the Party Committee of the district (city, town) achieved the title of "Good completion of tasks" or higher; the People's Committee of the district (city, town) achieved the title of "Advanced labor collective" or higher; the Fatherland Front, political and social organizations achieved the title of "Good completion of tasks" or higher. In the 2 consecutive years before and the year of consideration for recognition, no civil servant holding a leadership or management position was disciplined at the level of warning or higher or prosecuted for criminal liability. At least 90% of the Party Committees of communes, wards and towns achieved the title of "Good completion of tasks" or higher; 90% of the People's Committees of communes, wards and towns achieved the title of "Advanced labor collective" or higher (no grassroots party organizations or units were classified as not completing their tasks); at least 90% of communes, wards and towns were typical of the movement of the People's Protection of National Security.

-At the end of the year, in the district (city, town), there is at least 01 commune (ward, town) or agency, enterprise, educational institution in the area that has been awarded a Certificate of Merit by the Ministry of Public Security or the Provincial People's Committee for outstanding achievements in ensuring security and order or building the movement of All people protecting national security. The district (city, town); commune (ward, town) promptly commends and proposes commendation for collectives and individuals with outstanding achievements in the movement of All people protecting national security in the area.

2. Group cHe worked to build the movement of the whole people to protect national security.(7 criteria)

- Timely consolidate and perfect the Steering Committee for crime prevention and control, social evils and build the movement of All people protecting national security in the district (city, town), with regulations and effective operations.

- Direct and effectively organize propaganda and education work to raise awareness among cadres, civil servants, public employees, party members, students and all classes of people about ensuring security, order and the movement of the entire people to protect national security.

Every month, the district (city, town) and communes (wards, towns) of each locality organize at least 1-2 times to propagate and disseminate the law (ensuring security, order, traffic safety, protecting state secrets...) combined with raising awareness for cadres, civil servants, public employees, party members, students and all classes of people about the plots and methods of sabotage activities of hostile and reactionary forces.

- Direct communes (wards, towns), agencies, enterprises, educational institutions in the area to well organize the activities of "National Day for National Security Protection" (August 19); "National Great Unity Day" (November 18); "National Fire Prevention and Fighting Day" (October 4); Action Month for Drug Prevention and Control (June); "National Day for Drug Prevention and Control" (June 26); "Day for Human Trafficking Prevention and Control" (July 30); "World Environment Day" (June 5); "Traffic Safety Month" (September) and other emulation movements launched by the locality with appropriate content and forms, with the active participation of departments, branches, organizations and the masses. Of which, at least 02 of the activities are organized annually at the district level.

- Regularly consolidate and improve the core force responsible for ensuring security and order at the grassroots level (part-time communal police, civil defense, civil defense) to meet the requirements of ensuring security and order at the grassroots level; no individual is disciplined or violates the law.

- The district (city, town) police have a plan to coordinate with the Fatherland Front and other organizations and armed forces in ensuring security and order or building the movement of All people protecting national security; every 6 months and 1 year, organize a preliminary and final review to evaluate the results of coordination work.

- Annually, maintain or build 3-5 effective models of the National Security Protection Movement at district level or higher (of which at least 1 model is commended and announced throughout the province).

- Evaluated and classified as excellent by the Provincial Steering Committee for Crime Prevention, Social Evils and Building the Movement for the Whole People to Protect National Security (according to Decision No. 510/QD-BCA-V05 dated January 20, 2022 of the Minister of Public Security); 90% of communes, wards and towns are evaluated and classified as "Excellent" (no weak units).

- Do not let particularly serious crimes occur (except in cases of spontaneous actions; no previous conflicts; not cases caused by gang members; do not have much influence and impact on the security and order situation in the locality)

3. Security and order working group(8 criteria):

- Annually reduce and prevent new complex crime, drug and social evil hotspots.

- Do not allow citizens residing in the area to take advantage of the right to complain and denounce to gather in large numbers to disrupt security and order, demonstrate, march and commit other illegal acts.

- Control or reduce at least 6% of social order crimes compared to the previous year. There are no organized, violent, gang-like crimes or "mafia"-style crimes.

- Control and reduce the number of new addicts compared to last year.

- Propaganda and mobilize agencies, units and households to strictly implement regulations on fire prevention and fighting. Do not let fires and explosions with serious consequences occur in the area (according to the classification level in Instruction No. 3514/C66-P1 dated July 24, 2015 of the Department of Fire Prevention, Fighting and Rescue - Ministry of Public Security); 100% of facilities managed by the People's Committees of communes, wards and towns on fire prevention and fighting must have records established for management and monitoring (according to Decree No. 136/2020/ND-CP of the Government).

- Control and reduce traffic accidents compared to the previous year or prevent particularly serious traffic accidents caused by citizens residing in the area. Do not allow illegal racing to occur in the area (if it occurs, it must be promptly detected, prevented, and handled promptly to avoid serious consequences).

- Reduce the number of property thefts or prevent property thefts from occurring in the area.

- Do not let complicated incidents of resource and mineral exploitation, environmental violations, and food safety violations cause deaths and create bad public opinion in society.

4. District, city and town police groups(9 criteria)

-Have programs, plans, and measures to ensure security and order; effectively organize the implementation of those programs and plans.

- During the year, the district (city, town) staff inspects at least half of the communes, wards, towns, agencies, enterprises, and educational institutions in the area on the work of ensuring security, order, and building the movement of All people protecting national security; the commune-level police advises to inspect at least two-thirds of the villages, hamlets, residential groups, and residential areas in the area on the work of ensuring security, order, and building the movement of All people protecting national security.

- Advise People's Committees at all levels to effectively carry out state management of religion, ethnicity, and belief; promptly detect, prevent, and handle activities that take advantage of religion, ethnicity, belief, and superstition to commit illegal acts that complicate security and order.

- Well perform the function of managing investment and business sectors with conditions on security, order, weapons, explosives, support tools and fireworks; thoroughly recall weapons and support tools in the area; register, manage the residence and activities of foreigners in the area at 100%; issue and manage citizen identification cards; collect, update and supplement citizen information into the national population database system to ensure "Correct, sufficient, clean, alive". Guide people to carry out administrative reform procedures and the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06/CP).

- Well implement the management and supervision of systems and types of subjects in the area according to the functions, tasks, authority and instructions of the superior police. Ensure that 100% of subjects under management according to assignment and decentralization have specific records and lists; regularly update and supplement full information of all types of subjects into the subject management software, the number of subjects pardoned and released from prison has a recidivism rate that decreases annually.

- Organize on-duty staff to receive crime reports and denunciations, ensuring that 100% of crime reports and denunciations are received, checked and resolved in accordance with legal regulations.

- Strictly implement the People's Public Security regulations and working procedures, maintain etiquette and manners, build the image of People's Public Security officers, wholeheartedly and devotedly serving the People. Have initiatives to reform administrative procedures, improve working methods and practices in a practical and effective manner to serve the People.

- There are no petitions or letters from the people reflecting on the spirit, attitude and harassment and negative behaviors of police officers and soldiers at district and commune levels when contacting and handling work with the people; no officers have been disciplined in relation to the work of ensuring security and order.

- District (city, town) police achieve the title of "Determined to Win Unit" or higher; District (city, town) police Party Committee is classified as "Excellently completing tasks"; District (city, town) police is recognized as "Cultural unit, exemplary in implementing the People's Public Security Regulations"; 90% of officers and soldiers of District (city, town) police and commune, ward and town police are classified as "Good completion of tasks" or higher, with no officers classified as weak or poor./.
