Nghe An issues Directive to promote thrift practice and combat waste
Nghe An Provincial People's Committee issued Directive 51/CT-UBND dated December 31, 2024 on promoting thrift practice and combating waste.
The Directive clearly states: In 2024, under the leadership of the Provincial Party Committee and supervision of the Provincial People's Council, the Provincial People's Committee has paid attention to leading, directing and operating to implement the Program on practicing thrift and combating waste (THTK, CLP) with many good results.
The allocation of public investment in 2024 has ensured compliance with the prescribed order of priority. Bidding work has been improved. Units continue to effectively implement the autonomy approved by People's Committees at all levels. Budget collection in 2024 achieved high results. Mineral management, exploitation and trading have many changes.

The review, arrangement and consolidation of the organizational apparatus have initially reduced the number of focal points and staff. Inspection, examination and control work has been strengthened, thereby detecting and strictly handling violations, and at the same time recommending to overcome loopholes and inadequacies in current policies and laws.
However, the implementation of policies and laws on THTK and CLP still exists and is limited. Some capital sources and investors are still slow in disbursing. The implementation of inspection and self-detection of waste by investors has not been properly implemented. The results of land recovery and conversion of land use purposes of works and projects have achieved a low rate.
There are still violations of laws related to the protection of mineral resources. Despite drastic implementation of measures to collect tax debts, the tax debt collection situation remains high. The sense of responsibility, administrative discipline, and public ethics of a number of cadres, civil servants, and public employees are still not good.
The progress of recovering overdue advance accounts, which have lasted for many years, is still slow (mainly focusing on overdue advance balances in the investment sector).

In the coming time, the work of practicing thrift and fighting waste needs to be implemented drastically and synchronously with effective solutions, creating a strong spread, becoming voluntary and self-aware for each cadre, party member and citizen.
The Provincial People's Committee requests Directors of provincial departments, branches and sectors; Chairmen of People's Committees of districts, cities and towns to focus on implementing the following tasks and solutions:
1. Seriously and effectively implement the directive documents of the Politburo, General Secretary To Lam; Decisions and Resolutions of the Government; plans of the People's Committee of Nghe An province on practicing thrift and fighting waste.
2. Seriously rectify, learn from experience and urgently have synchronous solutions to overcome the shortcomings and limitations pointed out in Report No. 905/BC-UBND dated November 22, 2024 of Nghe An Provincial People's Committee on the results of THTK, CLP in 2024 and directions and tasks in 2025; at the same time focus on:
-Extensively propagate, raise awareness and responsibility of cadres, party members and workers, each agency, organization and individual in the public and private sectors about the meaning, importance and responsibility of thrift and savings. Synchronously implement solutions to build a culture of thrift, awareness of thrift; scientific working mindset, effective time management, forming social ethical responsibility associated with strict implementation of discipline.
- Agencies, units and localities continue to implement the emulation movement "Promoting the development of synchronous and modern infrastructure; THTK, CLP" in Nghe An province in Plan No. 229/KH-UBND dated April 3, 2023 of the Provincial People's Committee, taking the results of the implementation of the emulation movement as an important criterion and content when evaluating and considering emulation for agencies, units and localities. Promptly commend, reward and replicate advanced examples in the good implementation of THTK, CLP; implement measures to protect people who provide information on waste detection.
+Regularly and seriously implement the THTK and CLP in accordance with regulations. Promote the responsibility and role model of the leaders in THTK and CLP; be serious in using the budget and public assets. In which, thoroughly implement the THTK and CLP right from the policy, from the development of projects, mechanisms, and policies on the use of the state budget (required to focus on key tasks, not spread out).
Thoroughly save on regular spending, cut down on non-urgent spending tasks to save for development investment, especially important and essential economic and social infrastructure projects.
Continue to innovate regular expenditure management methods, increase bidding, ordering, and budget allocation, encourage decentralization, delegation of authority, and grant autonomy to units using the state budget.
+ Focus on implementing regulations on standards, norms, management regimes, and use of public assets; modernize public asset management, build a component database to connect to the National Database on Public Assets.
Strictly carry out the General Inventory of public assets at agencies, organizations, and units; infrastructure assets invested and managed by the State according to the Project approved by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024, ensuring progress according to plan.
-Urgently implement Official Dispatch No. 112/CD-TTg dated November 6, 2024 of the Prime Minister on focusing on resolving backlog projects, stopping construction, urgently implementing completion, putting into use to prevent waste and loss. Handle the responsibility of individuals and organizations that let projects and works be delayed for a long time; resolutely replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that cause projects and works to be delayed, prolonged, wasting resources...

-Reorganize the apparatus of the political system of Nghe An province according to the direction of the Central Steering Committee and the Steering Committee of Nghe An province and the guiding documents on summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently to suit the requirements and tasks in the new period.
-Strengthen inspection, examination, and strict handling of violations of regulations on THTK and CLP. Inspect and examine the implementation of legal regulations in areas under the provisions of the Law on THTK, CLP, and specialized laws, focusing on key areas such as land, public investment, construction, public finance, resources, and minerals.
Specifically define the responsibilities of the heads of agencies and organizations when waste occurs in their agencies and units; the responsibilities in conducting inspections and promptly clarifying waste when information is discovered to strictly handle organizations and individuals within the scope of management who commit wasteful acts.

-Review and correctly assess the current status of projects that do not put land into use, slow progress in land use throughout the province, propose solutions and measures to remove difficulties and obstacles to free up land resources, speed up project implementation, put land into economical and effective use, and promote land resources. Publicize and make transparent land use planning and plans according to regulations.
The Provincial People's Committee also requested the Department of Information and Communications to direct press agencies and grassroots information systems in the province to strengthen information and propaganda work on practicing thrift and fighting waste to raise awareness and sense of responsibility of organizations and individuals in the province in implementing policies and laws.
