Nghe An province issues directive to promote thrift and combat wastefulness.
The People's Committee of Nghe An province issued Directive 51/CT-UBND on December 31, 2024, on promoting the practice of saving and combating waste.
The directive states: In 2024, under the leadership of the Provincial Party Committee and the supervision of the Provincial People's Council, the Provincial People's Committee paid attention to leading, directing, and managing the implementation of the Program on Practicing Thrift and Combating Waste (THTK,CLP), achieving many good results.
The allocation of public investment in 2024 ensured adherence to the prescribed priorities. Bidding procedures were improved. Units continued to effectively implement the autonomy granted by the People's Committees at all levels. Budget revenue collection in 2024 achieved high results. The management, exploitation, and trading of mineral resources saw many positive changes.

The review, reorganization, and streamlining of the organizational structure have initially resulted in a reduction of administrative units and staffing levels. Inspection, auditing, and control activities have been strengthened, leading to the detection and strict handling of violations, while also recommending solutions to address loopholes and inadequacies in current policies and laws.
However, the implementation of policies and laws on thrift and anti-waste measures still faces limitations. Some funding sources and investors are still disbursing funds slowly. The inspection and self-detection of wastefulness by investors have not received adequate attention. The results of land recovery and conversion for other uses of projects and works have achieved low rates.
Law violations related to the protection of mineral resources still persist. Despite the vigorous implementation of measures to recover tax debts, the rate of tax debt recovery remains high. The sense of responsibility, administrative discipline, and public service ethics of a segment of officials and civil servants are still lacking.
The progress in recovering overdue advance accounts, some of which have been outstanding for many years, remains slow (primarily focusing on overdue advance balances in the investment sector).

In the coming period, the work of practicing thrift and combating waste needs to be implemented decisively and synchronously with effective solutions, creating a strong ripple effect and becoming voluntary and conscious among every official, Party member, and citizen.
The Provincial People's Committee requests that the Directors of provincial departments and agencies; and the Chairmen of the People's Committees of districts, cities, and towns focus on implementing the following tasks and solutions:
1. Seriously and effectively implement the directives of the Politburo and General Secretary To Lam; the Decisions and Resolutions of the Government; and the plans of the Nghe An Provincial People's Committee on practicing thrift and combating waste.
2. Seriously rectify shortcomings, learn from experience, and promptly implement comprehensive solutions to overcome the deficiencies and limitations identified in Report No. 905/BC-UBND dated November 22, 2024, of the People's Committee of Nghe An province on the results of thrift and anti-corruption implementation in 2024 and the direction and tasks for 2025; while focusing on:
ButConduct extensive propaganda to raise awareness and responsibility among officials, Party members, and workers in each agency, organization, and individual in the public and private sectors regarding the meaning, importance, and responsibility of thrift and anti-waste measures. Implement comprehensive solutions to build a culture of thrift and a sense of saving; develop a scientific work mindset, manage time effectively, and foster social ethical responsibility coupled with strict adherence to discipline and regulations.
- Agencies, units, and localities shall continue to implement the emulation movement "Promoting the development of synchronous and modern infrastructure; thrift and anti-waste" in Nghe An province as outlined in Plan No. 229/KH-UBND dated April 3, 2023, of the Provincial People's Committee. The results of the implementation of the emulation movement shall be an important criterion and content when evaluating and reviewing emulation achievements of agencies, units, and localities. Timely commendation, rewarding, and replication of advanced models in effectively implementing thrift and anti-waste; and implementing measures to protect those who provide information on detecting waste.
+Regularly and strictly adhere to the regulations on thrift and anti-corruption. Emphasize the responsibility and exemplary conduct of leaders in implementing thrift and anti-corruption measures; be serious in the use of budget and public assets. This includes thoroughly implementing thrift and anti-corruption measures from the outset, from the development of projects, mechanisms, and policies for using state budget funds (requiring focus on key tasks, avoiding a scattered approach).
Strictly economize on recurrent expenditures, cut back on non-essential spending tasks to allocate funds for development investment, especially for important and essential socio-economic infrastructure projects.
Continue to innovate methods of managing recurrent expenditures, strengthen bidding, ordering, and budget allocation, encourage decentralization and delegation of authority, and grant autonomy to units using state budget funds.
+ Focus on implementing regulations on standards, norms, and management and utilization of public assets; modernize public asset management, and build component databases to connect to the national database on public assets.
Strictly implement the comprehensive inventory of public assets at agencies, organizations, and units; and infrastructure assets invested and managed by the State, according to the plan approved by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024, ensuring progress according to schedule.
ButUrgently implement Prime Minister's Directive No. 112/CĐ-TTg dated November 6, 2024, on focusing on resolving outstanding and stalled projects, and promptly completing and putting them into use to prevent waste and losses. Hold individuals and organizations accountable for prolonged delays in projects and works; resolutely replace or transfer to other positions those officials and civil servants with weak capabilities, who are hesitant, evasive, shirk responsibility, work half-heartedly, are afraid of accountability, cause delays, and fail to meet assigned tasks in resolving issues related to project delays, prolonged projects, and wasted resources...

ButThe organizational structure of the political system in Nghe An province is being reorganized in accordance with the directives of the Central Steering Committee and the Steering Committee of Nghe An province, as well as the guiding documents on summarizing Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam on some issues concerning the continued reform and reorganization of the political system's organizational structure to be streamlined, effective, and efficient, in line with the requirements and tasks of the new period.
ButStrengthen inspections, audits, and strictly handle violations of regulations on thrift and anti-corruption. Inspect and audit the implementation of legal regulations in the fields stipulated by the Law on Thrift and Anti-Corruption and specialized laws, focusing on key areas such as land, public investment, construction, public finance, resources, and minerals.
Specifically define the responsibilities of the head of an agency or organization when waste occurs within their agency or unit; their responsibility in conducting inspections and promptly clarifying instances of waste when information is detected, in order to strictly handle organizations and individuals within their management who engage in wasteful behavior.

ButReview and accurately assess the current status of projects that have not put land into use or have delayed land use progress throughout the province, and propose solutions and measures to overcome difficulties and obstacles in order to free up land resources, accelerate project implementation, and put land into use economically and efficiently, maximizing land resources. Publicize and ensure transparency in land use planning and plans as prescribed.
The Provincial People's Committee also requested the Department of Information and Communications to direct press agencies and grassroots information systems in the province to strengthen information and propaganda work on practicing thrift and combating waste in order to raise awareness and sense of responsibility of organizations and individuals in the province in implementing policies and laws.
