Nghe An issues policies to support the fight against drug crimes

In recent years, the situation of crime and drug abuse in Nghe An province has been very complicated. Therefore, it is necessary to issue policies to support organizations and individuals in this work.

During the working session on the morning of July 22, the Provincial People's Council met to pass many Resolutions, including a Resolution on a number of policies to support the fight against drug crimes in Nghe An province.
Attending the meeting were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; Vice Chairmen of the Provincial People's Committee; leaders of provincial departments, branches and sectors.
At the question-and-answer session of the 12th session of the 17th Provincial People's Council, held in December 2019, regarding drug prevention and control, the Provincial People's Council requested the Provincial People's Committee to develop a policy to support this work. On that basis, the Provincial People's Committee developed a policy to submit to the Provincial People's Council for decision.
At the discussion session, some delegates gave their opinions regarding the level of support for dangerous or especially dangerous incidents, and the use of dangerous weapons. Should the highest level be applied or applied simultaneously?
After the discussion of the delegates, the Provincial People's Council voted to pass a Resolution on a number of policies to support the fight against drug crimes in Nghe An province.

Accordingly, the subjects of application of this Resolution are agencies, units and individuals in Nghe An province directly participating in the fight against drug crimes.
Specific support levels for agencies directly involved in the fight against drug crimes are as follows:
1. Support forces (Police, Border Guard, Customs) to directly arrest and prosecute drug-related crimes as prescribed in the current Penal Code, including:
- Arrest and prosecution of particularly serious drug crimes: VND 10,000,000/case;
- Arrest and prosecution of very serious drug crimes: VND 5,000,000/case;
- Arrest and prosecute drug crime cases involving criminals using dangerous weapons (military guns, homemade guns, homemade explosives, grenades): VND 5,000,000/case.

2. Support the People's Procuracy in investigating, prosecuting and prosecuting especially serious drug crime cases: VND 2,500,000/case.
3. Support the People's Court in trying especially serious drug crime cases: VND 2,000,000/case.
4. Support the police force to directly arrest wanted drug criminals, including:
- Support when arresting wanted subjects domestically: 5,000,000 VND/subject;
- Support when arresting wanted subjects abroad: 10,000,000 VND/subject.

Specific support levelfor cJudges and relatives of officials directly involved in the fight against drug crimes who were infected with HIV, injured, or died while on duty
1. Support for officers directly involved in the fight against drug crimes while on duty who are infected with HIV: in addition to support according to Joint Circular No. 10/2005/TTLT-BYT-BTC dated March 30, 2005 of the Ministry of Health and the Ministry of Finance on guidelines for the implementation of Decision No. 265/2003/QD-TTg dated December 16, 2003 of the Prime Minister regulating the regime for people exposed to HIV or infected with HIV due to occupational accidents, additional support of VND 45,000,000/case for people infected with HIV.
2. Support for officers directly involved in the fight against drug crimes who are injured and need to be treated in hospital while on duty: VND 5,000,000/case.

3. Support for officers directly involved in the fight against drug crimes while on duty who are injured and have reduced working capacity: in addition to the allowance level prescribed in Decree No. 31/2013/ND-CP dated April 9, 2013 of the Government detailing the guidance and implementation of a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions, additional support will be provided according to the level of reduced working capacity due to injury, specifically as follows:
- From 5% to 10%: support 5,000,000 VND/case;
- From 11% to 20%: support 10,000,000 VND/case;
- From 21% to 40%: support 20,000,000 VND/case;
- From 41% to 60%: support 30,000,000 VND/case;
- From 61% to 80%: support 40,000,000 VND/case;
- From 81% or more, support 45,000,000 VND/case.
4. Support for relatives of officers who directly participated in the fight against drug crimes while on duty and died: In addition to the support level prescribed in Decree No. 31/2013/ND-CP dated April 9, 2013 of the Government detailing the guidance and implementation of a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions, support of VND 50,000,000/case for relatives of martyrs.
