Nghe An: Promulgating the policy of perfecting and arranging the Party's grassroots organizations in 2023

In order to effectively implement Resolution No. 21-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee on strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period, the Standing Committee of the Provincial Party Committee issued Official Dispatch No. 1656-CV/TU, dated January 13, 2023 on consolidating and arranging grassroots party organizations, accordingly requesting the Standing Committees of district party committees, city party committees, town party committees, and party committees directly under the Provincial Party Committee to focus on leading, directing, and implementing well the following tasks:

One is,Proactively survey and evaluate the types of grassroots party organizations (quantity, scale, form, structure, etc.). Thereby, discover shortcomings and inefficiencies in leadership and direction, which are no longer suitable for the situation, tasks and new regulations of the Politburo and the Central Party Secretariat on the functions, tasks and powers of types of grassroots party organizations to consolidate and rearrange them appropriately. Especially pay attention to surveying, researching and proposing models of grassroots party organizations in ethnic minority areas, mountainous areas, areas with a large number of religious people; in industrial parks, new urban areas, apartment buildings; state-owned enterprises after equitization; private enterprises, foreign-invested enterprises, public service units.

Second,Proactively consolidate and reorganize grassroots party organizations according to their authority in sync with the organization of the political system and personnel work. Pay attention to building a model of grassroots party organizations with specific functions, tasks, and organizational structure to ensure compliance with general principles and practices of the field of operation, locality, agency, and unit.

Third,For the establishment of new grassroots party organizations or the need to move, transfer, upgrade, or downgrade under the authority of higher levels, reports, proposals, and recommendations must be submitted to the Standing Committee of the Provincial Party Committee for consideration and decision.

To effectively implement the above contents, Party committees and Party organizations at all levels in the entire Provincial Party Committee need to develop specific plans and projects to implement them scientifically, with focus, key points and appropriate roadmap; determine goals, effectiveness, objects of arrangement, implementation resources and clearly assign tasks associated with promoting the responsibility of collectives and individuals, especially the leaders. At the same time, it is necessary to supplement and amend working regulations, regulations on decentralization of management of organizational apparatus and staffing, issue new ones or amend and supplement them on the basis of ensuring compliance with regulations of competent authorities, in accordance with the actual situation of localities, agencies and units.

Harmoniously handle the relationship between collective and individual interests in the process of restructuring the apparatus and people. The big and very difficult problem today is to resolve the appropriate regime and policies for cadres and civil servants, especially those who are directly affected when implementing the restructuring of the apparatus.

Regularly do a good job of political and ideological education, raise awareness for cadres and party members about streamlining the organization, operating effectively and efficiently, and pilot models to enhance consensus in implementation. Focus on inspection and supervision of the implementation of resolutions, plans, and conclusions of the Party Committee to evaluate the process of leadership and implementation, promptly remove difficulties and obstacles in the implementation process; promptly encourage and reward collectives and individuals who do well; urge, remind, and correct places that do not do well.
