Nghe An Provincial People's Committee has just issued Guidelines on assessment criteria for cadres, civil servants, public employees and workers to reorganize the apparatus, streamline the payroll, restructure, improve the quality of cadres and civil servants and resolve policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.

The purpose is to conduct an assessment to serve as a basis for determining people with the capacity and qualities to meet the requirements of the task; to consider and decide on subjects who must quit their jobs due to organizational arrangement, streamlining of staff, restructuring, improving the quality of cadres, civil servants and public employees to meet the requirements of the task and to resolve policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.

Implement the goal of streamlining the payroll in accordance with the requirements of improving the quality of the team, ensuring the highest level of work efficiency, in accordance with the practical requirements of the agency, organization, and unit.

The Provincial People's Committee requires that the assessment be carried out in a unified and synchronous manner, ensuring science, fairness, objectivity, rationality and humanity.

The assessment must be comprehensive in terms of: professional competence (in-depth knowledge, professional skills...), soft skills (communication skills, problem solving, creativity...), work efficiency (level of completion of assigned tasks, nature and quality of work...), attitude and public ethics (work attitude, sense of responsibility, compliance with regulations, professional ethics and relationships with colleagues, superiors, subordinates...).

Evaluation criteria must be specific, clear, easy to understand and easy to apply.

The subjects of application are cadres, civil servants, public employees and employees of agencies, organizations and units under the management authority of the Provincial People's Committee, which are subjects of regulation in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.

Orientation of criteria framework and evaluation scale:

Evaluation criteria on moral qualities, sense of responsibility, sense of discipline and order in performing duties and public services of cadres, civil servants, public employees and workers: 20 points.

Evaluation criteria on professional and technical competence; ability to meet requirements on progress, time, quality of performance of regular and ad hoc tasks and public services of cadres, civil servants, public employees and workers: 30 points.

Evaluation criteria on results and work products associated with the functions and tasks of the agency, organization, unit that cadres, civil servants, public employees, and workers have achieved in the last 3 years: 45 points.

Criteria for innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good and having outstanding achievements, bringing benefits to the agency, organization, unit of cadres, civil servants, public employees and workers: 5 points.

Assessment authority:

Authority to evaluate cadres, civil servants, public employees, and workers according to current regulations. For the Provincial Party Standing Committee, follow the instructions and decisions of the Provincial Party Committee.

Based on the orientation in this document, the set of evaluation criteria of agencies and units, the heads of agencies and units decide to establish a Council for evaluating cadres, civil servants, public employees and workers (hereinafter referred to as the Council). The number of Council members must be odd and a person must be appointed as the secretary.

- Chairman of the Council: Head of the agency or unit with the authority to evaluate.

- Council members: Deputy heads, heads of affiliated and subordinate units, representatives of political and social organizations at the same level and a number of other members decided by the head.

- Other board members (if any) are decided by the head.

Implementation time:

For 2025: Heads of agencies and units: Issue criteria and assessment scales appropriate to the practical situation at their units before June 10, 2025.

Conduct a comprehensive review of the quality of cadres, civil servants, public employees, and workers under management, to be completed before June 20, 2025.

For the following years: If necessary, conduct a comprehensive annual assessment of the quality of cadres, civil servants, public employees, and workers: Complete before December 30. For cases of leave during the year, use the assessment results of the previous 3 consecutive years.

Encourage agencies and units to complete the goal of streamlining 20% ​​of the payroll in 2025 and 2026. When completing the streamlining goal as required by the Central Government, agencies, organizations and units can continue to screen based on the assessment results to improve the quality of the team to meet the requirements of assigned tasks.
