Nghe An issues Administrative Reform Plan for 2024
(Baonghean.vn) - Accordingly, the theme of Nghe An's administrative reform in 2024 is "Promoting digital transformation - Focusing on improving the rate of implementing online public services throughout the process - Rate of digitalization of records - Rate of online payment".
Nghe An Provincial People's Committee has just issued the State Administrative Reform Plan for 2024. The plan sets out a number of specific goals such as: Shortening the processing time or requesting competent authorities to consider and decide on administrative procedures (TTHC) that can be shortened but have not been reduced.

The rate of administrative procedure records at all levels being resolved on time is 95% or more. 100% of delayed records must be promptly apologized to organizations and individuals according to regulations, there are no pending records. Timely and transparently publicize 100% of the results of handling administrative procedure records of departments, branches, localities and cadres, civil servants and public employees.
The satisfaction level of people and businesses with the settlement of administrative procedures reached 90% or more. Of which, the satisfaction level with the settlement of administrative procedures in the fields of land, construction, and investment reached over 85%. The satisfaction level of individuals and organizations with the services of state administrative agencies reached over 86%. The satisfaction level of people with the provision of public health and education services reached over 85%.
100% of cadres, civil servants and public employees of departments, branches and localities have well implemented the Directives of all levels on strengthening discipline and administrative discipline, with no violations. 100% of agencies and units have established internal inspection teams to check the results of work handling by cadres, civil servants and public employees. Every month, 100% of personal work is reviewed and announced before agency and unit meetings and timely measures are taken to handle slow-processing files and work (if any).
100% of provincial and district administrative agencies comply with regulations; review and promptly correct shortcomings in the implementation of regulations on organizational structure.
100% of state agencies effectively use the VNPT-Ioffice document management and administration system and 95% of documents are digitally signed on the I-Office document management software (except for documents in the state secret category).
To effectively implement the above objectives, the People's Committee of Nghe An province has set out the following groups of tasks: institutional reform; administrative procedure reform; state administrative apparatus reform; civil service reform; public finance reform; building and developing e-government and digital government.

Maximize the leadership and direction of the Steering Committee for Administrative Reform at all levels and sectors. Continue to promote the role and responsibility of heads of agencies and units. Continue to lead and direct sectors and levels to effectively implement administrative reform work in the province in 2024.
Improve the sense of responsibility, capacity and work efficiency of the staff, civil servants and public employees in implementing and advising on administrative reform tasks.
Strengthen inspection and evaluation of administrative reform implementation at all levels, in agencies and units. Evaluate and rank administrative reform of departments, branches and localities objectively and accurately.
Strengthen discipline and administrative order in agencies and units. Provide timely rewards to motivate and encourage cadres, civil servants and public employees to complete their tasks well and at the same time strictly handle those who do not complete their tasks or violate discipline.
Strongly apply information technology, effectively implement digital transformation; enhance transparency and monitoring effectiveness. Promote propaganda activities to raise awareness; continue to mobilize the participation of people and organizations in administrative reform.
Ensure financial resources for administrative reform implementation according to current state budget management decentralization.
