Nghe An issues Plan to implement the Law on Forces participating in protecting security and order at the grassroots level

-Accordingly, the Provincial Police Department shall preside over and coordinate with the Department of Justice and relevant units to disseminate the contents of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level. At the same time, train and foster police officers and soldiers of localities and relevant units in the implementation of the law.

- The Department of Information and Communications shall preside over and coordinate with the Provincial Police and the Provincial Council for Dissemination and Education of Law to direct and guide local press, radio and television agencies to spend appropriate time disseminating and propagating the Law on Forces Participating in Protecting Security and Order at the Grassroots Level and documents guiding its implementation on mass media.

- Agencies, units, People's Committees at all levels, the Provincial Vietnam Fatherland Front Committee and provincial-level socio-political organizations proactively select the form and content of propaganda on the Law on Forces participating in protecting security and order at the grassroots level and documents guiding its implementation to ensure suitability with the characteristics and situation of the agency, unit and locality.

- The Provincial People's Committee also assigned departments, branches, and district-level People's Committees, within the scope of their responsibilities and powers, to conduct inspections and reviews of the system of legal documents and other relevant documents that are still in effect to amend, supplement, or propose competent authorities to amend and supplement regulations in accordance with the Law on Forces participating in protecting security and order at the grassroots level and documents guiding its implementation.

- Agencies, units, and People's Committees at all levels shall organize to participate in giving opinions and drafting legal documents of the National Assembly, the Government, the Ministry of Public Security, and relevant ministries and branches on the implementation of the Law on Forces participating in protecting security and order at the grassroots level when requested.

The Provincial Police shall preside over and coordinate with the Department of Justice and relevant units to proactively review, advise and propose the Provincial People's Council and People's Committee to amend, supplement or develop and promulgate new legal documents in the province to provide detailed regulations and enforcement measures in accordance with the Law on Forces Participating in Protecting Security and Order at the Grassroots Level and documents guiding its implementation.

- The Department of Home Affairs shall preside over and coordinate with the Provincial Police and relevant units and localities to advise the Provincial People's Committee on developing a plan to consolidate and unify the organization of forces participating in protecting security and order at the grassroots level according to the provisions of Clause 1, Article 14 (consolidating and unifying the civil defense force, the semi-professional communal police force that is still being used and the civil defense team leader and deputy team leader) to ensure timely, synchronous and unified implementation with the time the Law on Forces Participating in Protecting Security and Order at the Grassroots Level comes into effect.

The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at the 6th session on November 28, 2023, taking effect from July 1, 2024.

The Law consists of 5 chapters and 33 articles, stipulating the position, functions, tasks, principles of organization, operation, working relations, force building, ensuring operating conditions and responsibilities of agencies and organizations towards forces participating in protecting security and order at the grassroots level.
