Nghe An issues plan on urban sustainable management and development
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Plan 360/KH-UBND to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 in the province.
Improve the quality of urbanization
The plan aims to accelerate the speed and improve the quality of urbanization, develop sustainable urban areas with modern, green architecture, rich in Nghe An cultural identity; form a number of dynamic, smart urban areas and urban chains connected to the urban system in the region and the country. Complete the system of mechanisms and policies to mobilize and effectively use resources to invest in developing synchronous and modern urban infrastructure, creating a driving force to promote the rapid and sustainable development of the urban economy; improve the quality of life, basically meet the needs of housing and social infrastructure for urban residents.

Accordingly, the specific targets include: The urbanization rate of the province by 2025 will reach 36% or more, by 2030 will reach 43-45%; the number of urban areas in the province by 2025 will be about 27, by 2030 will be about 30-35. By 2025, 100% of urban areas will have approved master plans, zoning plans, urban renovation, embellishment, reconstruction and development programs; 100% of urban areas from type IV and above will complete urban classification criteria for urban infrastructure; The average floor area of housing per capita in urban areas by 2025 will reach at least 28+34m2, by 2030 will reach at least 32+35m2; The average green area per urban resident by 2025 will reach about 10+15m2 (of which public green land will reach 4m2), by 2030 it will reach about 12m2 (of which public green land will reach 5m2); By 2030, build Hoang Mai city, Thai Hoa city, Dien Chau town and Do Luong town intosmart city, connecting to regional and national smart city networks…
Vision to 2045: The urbanization rate of the province is among the high average of the country. The urban system is linked into a synchronous, unified, balanced network between regions; capable of adapting to climate change, preventing and combating natural disasters, epidemics, protecting the environment; having unique, green, modern architecture. Successfully building at least 02 leading urban areas in the country, playing the role of a hub connecting and developing with the urban network of the province, region and country. The economic structure of the urban area develops in a modern direction with green economy and digital economy accounting for a large proportion.
Building financial policies and investing in urban development
According to Plan 360/KH-UBND, the Provincial People's Committee also plans urban development for the whole province until 2030 for each period: Period 2022 - 2025, period 2026 - 2030.
To achieve the set goals, the Provincial People's Committee has set out tasks and solutions to strengthen leadership, direction, propaganda, raise awareness of planning, construction, management and sustainable urban development in the province; Develop and promulgate specific mechanisms to promote the development of urban areas with regional dynamics and key economic sectors. Support localities to quickly implement compensation, site clearance, support and resettlement for new urban areas and functional areas to accelerate the process of land recovery and land handover for investment and development projects. Develop mechanisms and policies to attract investors to invest strategically insustainable urban development, green city, smart city.

Research and develop policies to support the development of industrial parks and service urban areas associated with urban development-oriented areas throughout the province. Review and complete the system of legal documents, create a favorable legal corridor, remove "bottlenecks" for investment attraction activities, land management, investment, planning, urban development, architecture, construction to ensure transparency, consistency, gradually eliminate conflicts, overlaps, and legal problems in the implementation process. Research and develop policies to support the construction of a sustainable urban development model, suitable for the western mountainous areas, areas with important positions in national defense and security, areas with many historical relics, cultural heritages, and natural landscapes that need to be preserved and maintained.
Solutions to improve the quality of urban planning to meet the requirements of sustainable urban development and management; Focus on building and developing a sustainable national urban system and synchronous network such as: Focus on building urban areas, urban corridors, coastal urban strips on the basis of clearly defining the role and function of each urban area, especially the driving urban areas of each region and the whole province, urban areas connecting neighboring provinces. Identify urban development as the nucleus of regional socio-economic development, increase urban density in the delta areas. Develop a chain of coastal urban areas associated with the implementation ofMarine economic strategyand ensure national defense and security; plan coastal urban areas in areas with solid foundations and stable elevations, convenient transportation and fresh water supply in the future; strictly control and monitor sea encroachment for urban development. Invest in improving the resilience to natural disasters and adaptation to climate change of coastal cities and vulnerable ecological areas.

Develop and implement synchronous mechanisms and policies to develop Vinh city, Hoang Mai town, Thai Hoa town and central urban areas of the region into modern, smart urban areas, leading and creating spillover effects, linking urban areas. Use urban planning tools, socio-economic development planning and other market tools to regulate and strictly control the increase in urban population, especially in large urban areas of the province. Strictly manage the development of high-rise housing in large urban centers, especially in the central area. Prioritize the development of small urban areas (type V) and suburban areas to support rural development through urban-rural linkages. Invest in developing urban areas with heritage and tourism values, urban areas associated with areas with great potential for tourism development.
Develop and effectively implement projects and programs on urban development to respond to climate change, prevent and combat natural disasters and epidemics; renovate, embellish, reconstruct and upgrade urban areas; build and develop smart cities; build new rural areas in line with urbanization orientation. Develop new urban models suitable for reality, focusing on the model of urban development according to traffic orientation (TOD). Research and develop criteria to identify and develop urban areas with outstanding locations and functions in terms of science and technology development, industrial economy, ports, airports, etc. and issue appropriate separate development policies. Review and synchronously implement urban renovation, embellishment and reconstruction programs.

At the same time, promote housing development,synchronized urban infrastructure system, modern, connected, adapting to climate change; Improving the effectiveness and efficiency of urban management, urban quality of life, ensuring social security and welfare, security, safety and urban order; Developing urban economic areas; innovating financial mechanisms and policies and investing in urban development, including attracting projects to create momentum to mobilize investment capital and resources for Vinh, Hoang Mai, Thai Hoa, Dien Chau, Do Luong. Reviewing and determining a more reasonable rate of retained revenue for key urban areas to ensure the promotion of the role of dynamic urban areas in the province, having a mechanism to generate revenue, decentralizing the budget to urban areas with plans to upgrade urban types.
To implement urban planning, the Provincial People's Committee also requires the arrangement and consolidation of the organizational apparatus, and reform of administrative procedures. Review and adjust the general planning for Vinh city construction; plan the urban areas of Hoang Mai and Thai Hoa in the direction of urban expansion; complete the planning for the construction of Dien Chau, Do Luong and Con Cuong districts in the direction of forming dynamic urban areas as a basis for management and investment development.
