Nghe An issues a price frame for social housing for workers to rent at a maximum of 102 thousand VND/m2/month.
On November 25, 2024, the People's Committee of Nghe An province issued Regulations on the new social housing rental price frame invested not by public investment capital, but by individuals investing in construction for workers to rent or stay in the province.
In Decision No. 60/2024/QD-UBND of Nghe An Provincial People's Committee issued on November 25, 2024, including the following main contents:
+About the scope of regulation and applicable subjects:This regulation details a number of articles of the 2023 Housing Law, which clearly stipulates the rental price frame for social housing invested in construction not by public investment capital or trade union financial capital, but the rental price frame for social housing invested in construction by individuals and the rental price frame for workers' accommodation in industrial parks.

Organizations and individuals who are investors, management and operation units of social housing and workers' accommodation; subjects renting social housing and workers' accommodation according to the provisions of the Housing Law; state management agencies, organizations and individuals related to the field of development and management of social housing and workers' accommodation in industrial parks in Nghe An province are the subjects of this regulation.
+About rental price range: Depending on the form of investment, the Provincial People's Committee regulates it into 3 groups and the unit of calculation is m2floor used (abbreviated as floor).
1.Social housing rental priceinvested not by public investment capital, union financial resources, by the investor agreeing with the lessee on the basis of the following price frame:
- Apartments under 5 floors and without basement have minimum rental price from 16,400 to 42,300 VND/m2 floor/month, if there is a basement, the price is from 19,100 to 75,200 VND/m2floor/month

- Apartment from 5 to 7 floors without basement, rental price from 21,100 to 83,100 VND/m2 floor/month; if there is a basement, the rental price is from 22,600 to 88,800 VND/m2floor/month; if the apartment building is from 7 to 10 floors without basement, it is 21,800 to 86,500 VND/m2floor/month, if there is a basement then 22,800 to 90,500 VND/m2floor/month
- Apartment buildings from 10 to 15 floors, if there is no basement, the rental price is from 22,800 to 90,600 VND/m2floor/month and if there is a basement, it is from 23,400 VND to 93,200 VND/m2floor/month
- Apartments over 15 floors without basements cost from 25,400 VND to 101,100 VND/m2floor/month and if there is a basement is 25,800 to 102,500 VND/m2floor/month

2. Social housing rental priceSelf-invested and built by individuals, agreed upon by the investor with the lessee according to the following price range:
- Individual houses from 1 to 3 floors, minimum rental price 13,500 to 54,500 VND/m2floor/month; individual house from 4 to 5 floors 13,400 to 48,900 VND/m2floor/month
- Apartments under 5 floors, no basement, rental price from 16,400 to 61,200 VND/m2floor/month and basement price from 19,100 to 71,500 VND/m2floor/month
- Apartments from 5 to 7 floors, from 7 to 10 floors or 10 to 15 floors and from 15 floors or more have progressive rental rates according to 2 levels with basement and without basement. Accordingly, the minimum is 25,800 VND/m2floor/month and maximum 97,600 VND/m2floor/month

3. Housing rental price for workers: The investor agrees with the tenant according to the following price range: apartments under 5 floors, minimum rental price 17,000 to maximum 64,700 VND/m2floor/month; 5 to 5-storey apartments from 18,300 to 69,700 VND/m2Floor used/month; apartment from 7 to 10 floors price 18,900 to 71,800 VND/m2floor/month; apartments over 10 floors cost 19,200 to 73,000 VND/m2floor/month
The Provincial People's Committee clearly stipulates that the price in the above-mentioned price range includes maintenance costs; it does not include management and operation service costs, fire and explosion insurance costs, vehicle parking costs, fuel, energy, domestic water, television and communication services, remuneration for the Management Board and other service costs for the private use of social housing tenants or workers' accommodation users.
In the above decision, the Provincial People's Committee assigned the Department of Construction to guide and inspect the implementation of the social housing rental price framework; the Southeast Economic Zone Management Board to guide and inspect the implementation of the worker accommodation rental price framework in industrial parks. Related departments, branches, and People's Committees of districts, towns, and cities, according to their functions and tasks, shall guide, inspect, and monitor this content.
The Decision takes effect from December 10, 2024 and replaces Decision No. 45/2017/QD-UB of Nghe An Provincial People's Committee with similar regulations on this content in the area./.
