Nghe An issues plan to respond to natural disasters
In Decision No. 1355/QD-UBND dated May 14, 2025, the People's Committee of Nghe An province issued a plan to respond to natural disasters in the province in 2025. The plan includes scenarios and specific plans and solutions to respond to possible natural disasters, helping localities, departments, and forces to be proactive in all situations.
Minimize damage
In 2024, Nghe An localities were affected by 16 cold spells (including 10 Northeast monsoons); 02 severe cold spells; 11 heat waves; 36 tornadoes, hail, lightning, heavy rain (especially heavy rains from storm circulation No. 3, No. 4, heavy rain on September 30...).
The consequences of natural disasters in 2024 killed 07 people, injured 02 people, collapsed 74 houses, damage over 70%; 2,005 houses had their roofs blown off or damaged; 201 houses were urgently evacuated. At the same time, it caused great damage to agricultural and forestry production and infrastructure; estimated economic damage was about 486,464 billion VND.

Nghe An is the province with the largest area in the country; complex terrain, climate, and hydrology, often affected by natural disasters, especially storms, tropical depressions, tornadoes, lightning, hail, heat waves, droughts, heavy rains, floods, flash floods, landslides, etc., causing a lot of damage to people's lives, production, and infrastructure, and the state. To be proactive in preventing and responding to natural disasters, on May 14, 2025, the Provincial People's Committee issued Decision No. 1355/QD-UBND on the plan to respond to natural disasters in the province in 2025. The plan to respond to natural disasters in Nghe An province in 2025 aims to help authorities at all levels and people in the province be more proactive in response work, minimizing damage to people, property, infrastructure, and production activities of the people, the state, and post-disaster recovery activities.
Proactive response plans also help to promptly relocate and evacuate people in vulnerable areas to safe places, especially the elderly, the disabled, and children. Further enhance the proactiveness of the PCTT-TKCN Command Committees at all levels and the awareness of cadres and people in disaster prevention work. Unify and be proactive in directing and coordinating the PCTT-TKCN Command Committee and the Provincial PCTT-TKCN Command Committee to the PCTT-TKCN Command Committees of sectors and districts, cities, and towns. Provide general disaster response plans for localities and sectors to implement. At the same time, develop plans for their own localities and units.

Seriously implement the response plan
The Provincial People's Committee requests departments, branches, armed forces, localities, units... to seriously implement the flood and storm prevention and control plan. Before the rainy and storm season, flood and storm prevention and control works (PCLB) such as irrigation, traffic, construction... are all inspected. The Provincial People's Committee approves the PCLB plan for key works such as Ta Lam dyke, large dams managed by irrigation enterprises. The District People's Committees approve the PCLB plan for dams managed by commune People's Committees and cooperatives.
The direction of response and prevention of storms, tropical depressions, and floods has been implemented promptly and seriously: The activities of the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Disaster Prevention and Control to the Steering Committees for Disaster Prevention and Control and Disaster Prevention and Control at the grassroots level have been seriously implemented. Updating and synthesizing information on natural disasters, issuing and fully informing the Official Dispatches, Directives, and Decisions of the Provincial People's Committee to respond to the developments of natural disasters are relatively timely. Actively and urgently directing the work of storm and flood prevention and control. Ensuring regular duty to monitor the situation, to give specific instructions on response to storms and floods. Deploying forces and means to effectively implement the plans that have been developed.

Key contents of the response plan:
Protect key projects: dikes, embankments, culverts across the dike and auxiliary projects on the dike. Large drainage systems: Ben Thuy, Nghi Quang, Dien Thanh, Dien Thuy culverts, large drainage canals (Vach Bac, Song Bung, Kenh Thap, Kenh Gai) and drainage pumping stations. Dam projects. Boat mooring areas.
Evacuate, protect people, property, protect production: including 5 scenarios for responding to storms at all levels. Prepare specific plans: Evacuate people from flooded areas; landslide areas, flash floods and behind dams. Ensure security, order, traffic, communication. Coordinate handling, direction, command of natural disaster response and search and rescue. Mobilize human resources to respond to natural disasters. Prepare materials, equipment, and necessities.
Prepare basic measures to respond to natural disasters according to each risk level: Responding to storms, tropical depressions; floods, inundation; heavy rain; flash floods, landslides, land subsidence due to heavy rain or water flow; drought, saltwater intrusion; frost damage; tornadoes, lightning, hail; heat; fog; rising sea levels; strong winds at sea; earthquakes; tsunamis...

Prepare plans for search and rescue activities: Evacuate people from dangerous areas, prioritizing vulnerable people. Provide timely first aid to people in danger; search for missing people and vehicles. Set up temporary first aid stations or temporarily requisition offices, schools, and medical facilities in disaster areas to receive and provide emergency aid to victims. Mobilize people, supplies, equipment, and medicine to participate in rescuing victims. Set up temporary camps for people who have lost their homes. Distribute food, medicine, clean water, and essential necessities. Other necessary measures appropriate to the disaster characteristics of the locality and region.
In Decision No. 1355/QD-UBND dated May 14, 2025, the Provincial People's Committee also stipulates the responsibilities of localities and related units.
The Provincial People's Committee requests localities to review and supplement the Disaster Response Plan based on this plan according to the level of disaster risk in the management area. Heads of departments, branches, sectors and units, according to the tasks in the plan, check and review the disaster response plan according to the level of disaster risk to perform the task well. Members of the Provincial Steering Committee for Disaster Prevention and Control and Disaster Prevention and Control, according to their assigned tasks and areas, direct the implementation. Organizations and forces located in the area must accept all mobilizations and strictly comply with the direction of the Chairman of the local People's Committee and the Head of the local Steering Committee for Disaster Prevention and Control and Disaster Prevention and Control to ensure a centralized and unified command mechanism in the work of preparation, response and overcoming consequences, ensuring the handling process is timely, quick and effective.
