The Organizing Committee of Nghe An Provincial Party Committee has just issued working regulations for cadres monitoring the locality. The purpose is to regularly and promptly advise on the work of organizing and building the Party and the political system in the locality. Along with that, ensuring close, timely and effective coordination between the Provincial Party Committee's Organizing Committee and Party committees and organizations directly under the Provincial Party Committee in the work of organizing and building the Party and the political system. Promoting the advisory role and responsibility of cadres monitoring the locality, as a basis for assessing the capacity, rewarding and disciplining cadres in performing their duties and tasks.

Regarding the standards and conditions of field monitoring officers:Meet the general staff standards in the spirit of Central Resolution 3 (VIII term), emphasizing some additional contents:

Have a strong political stance; absolutely loyal to the revolutionary ideals, Marxism-Leninism and Ho Chi Minh thought. Have the awareness and ability to fight to protect the Party's viewpoints, guidelines, policies and laws of the State. Grasp the Party's guidelines, policies, resolutions, policies and laws of the State; have a deep understanding of resolutions, topics, regulations, rules and instructions on Party building work. Grasp the basic knowledge of the specialized field of Party building organization work; have the ability to generalize, synthesize, present and advise on solving the contents and issues arising from the locality. Have a sense of discipline, building and maintaining internal solidarity; be exemplary in ethics and lifestyle; have a courageous, responsible, honest, objective, proactive, creative, quality and effective working style; do not take advantage of positions and work positions for personal gain. Have a professional qualification of university degree or higher; Advanced political theory level, bachelor's degree; completed a professional training program in Party building, mass organizations or State management. Experienced in Party building organization work. Ensure good health to serve staff work and travel to work in the area according to regulations and when required.

Regarding working principles: Cadres monitoring the area must comply with the Party's guidelines, policies, and viewpoints, the State's laws and policies, regulations, and rules of the Provincial Party Committee's Organizing Committee and of the agencies and units assigned to monitor; regulations on coordination of work between localities, agencies, and units with the Provincial Party Committee's Organizing Committee decided by the competent authority. Comply with the leadership, direction, and administration and be responsible to the Board's leaders, directly the Board's leaders in charge of the department, the Board's leaders in charge of the area. Perform tasks in accordance with the assigned authority and responsibilities; comply with the order, procedures, and time for handling work according to regulations, regulations, programs, and work plans of the department, the Board, and the area; ensure timely and effective coordination and exchange of information.

The maximum period of periodic monitoring assignment for an area is 5 years/area.

If the assigned staff member changes their job position or verifies that there is a basis for negative public opinion; or if they do not complete their assigned tasks in the assigned area, the Board's leaders will assign them other tasks, without necessarily waiting for the full 5 years as prescribed.

In addition, the Regulation also specifically stipulates the duties, powers, and responsibilities of local monitoring officers; working style and working relationships; rewards and discipline.
