Nghe An issues regulations on reward regime for Party organizations and Party members
(Baonghean.vn) - Nghe An Provincial Party Committee has just issued Regulations on reward regime for Party organizations and Party members. The Regulations have 5 chapters and 15 articles.
Accordingly, this Regulation stipulates the subjects, standards, forms of commendation and the authority to decide on commendation of Party organizations; details the commendation process, dossiers and commendation funds, rights and obligations of individuals and collectives receiving commendation.
Emulation and reward work must be timely, ensure publicity, democracy and ensure reward procedures and records; reward achievements must be clear and specific, and rewards must be at the level achieved.
Party committees at all levels have the authority to consider annual and five-year rewards for Party organizations and Party members; non-periodic rewards for Party organizations and Party members with outstanding achievements, and thematic rewards for implementing Party resolutions and directives.
The Party organizations with achievements that were awarded are:
- Party cells directly under Party cells; Party cells, Party committees directly under the grassroots Party committees; grassroots organizations (abbreviated as TCCS) of the Party; district Party committees and equivalent; staff boards and public service units of the Party.
- Party committees at all levels select Party organizations classified as "Excellently completing tasks" to consider and reward those that meet the exemplary "Excellently completing tasks" standard. As for the grassroots-level Party committees, the Provincial Party Committee Standing Committee considers and rewards those classified as "Excellently completing tasks".
Authority to periodically consider rewards:
1. Consider rewards for Party cells directly under Party cells; Party cells and Party committees of units directly under the grassroots Party committee.
- The Party cell commends the subordinate Party cells for their achievements during the year.
- The department party committee commends the party cell in the department party committee with achievements during the year.
- The grassroots Party Committee reviews and decides to recognize Party cells and Party committees of departments that have achieved "Excellent completion of tasks" and awards Certificates of Merit to Party cells and Party committees of departments that have achieved the standard of "Excellent completion of tasks" in the year.
- The Standing Committee of the District Party Committee and equivalent considers awarding Certificates of Merit to Party cells and Party units that have achieved the standard of "Excellent completion of tasks" for 5 consecutive years.
- The Provincial Party Standing Committee considered awarding Certificates of Merit to Party cells and Party units that have achieved the standard of "Excellent completion of tasks" for 5 consecutive years.
2. Consider rewards for grassroots Party organizations.
- The Standing Committee of the District Party Committee and equivalent considers and decides to recognize the Party Cell for "Excellently completing tasks" and awards Certificates of Merit to typical Party Cell for "Excellently completing tasks" in the year.
- The Provincial Party Standing Committee considers awarding Certificates of Merit or flags to Party organizations that have achieved the standard of "Excellent completion of tasks" for 5 consecutive years.
The Party's TCCS standard of "Excellently completing tasks" is implemented according to the regulations of the Provincial Party Standing Committee.
The number of Party organizations achieving "Excellent completion of tasks" does not exceed 20% of the number of Party organizations at the same level classified as "Good completion of tasks" of each Party Committee; the number of Party organizations achieving "Excellent completion of tasks" does not exceed 50% of the total number of Party organizations achieving "Excellent completion of tasks".
3. Consideration of rewards for district party committees and equivalent.
- The Provincial Party Standing Committee considers, decides to recognize and award Certificates of Merit to district Party Committees and equivalent levels, and Party Cells directly under the Provincial Party Committee that are classified as "Excellently completing tasks" in the year.
- The Provincial Party Standing Committee considers awarding Certificates of Merit or flags to district Party Committees and equivalent for "Excellently completing tasks", Party Cells directly under the Provincial Party Committee that meet the standard of "Excellently completing tasks" for 5 consecutive years, according to the term of the 5-year congress.
The standards for district party committees and equivalent, and Party organizations achieving "Excellent completion of tasks" are implemented according to the regulations of the Provincial Party Standing Committee.
4. Consider rewarding Party staff committees and Party public service units.
- The Provincial Party Committee's committees and Office consider awarding Certificates of Merit to the Party staff committees and Party committee offices under the district Party Committees and equivalent that meet the criteria of "Excellently completing tasks" units in the year according to the prescribed standards in the management field of each committee and the Provincial Party Committee's Office.
- Standing Committee of the Provincial Party Committee:
+ Consider awarding Certificates of Merit to Provincial Party Committees, Provincial Party Committee Office and public service units under the Provincial Party Committee that meet the criteria of "Excellently completing tasks" units annually.
+ Consider awarding flags to Provincial Party Committees, Provincial Party Committee Office and public service units directly under the Provincial Party Committee that have achieved the standard of "Excellently completing tasks" for 5 consecutive years.
Unit standard: Complete 100% of assigned targets and plans, be evaluated and classified as excellent by the direct superior; the Party organization is recognized as meeting the standard of "Completing tasks excellently" and the unions in the unit are classified by superiors as the highest according to the regulations of that union.
This Regulation takes effect from the date of signing (October 27, 2023) and replaces Regulation No. 23 84-QD/TU, dated October 30, 2018 of the Provincial Party Standing Committee on the reward regime for Party organizations and Party members.
