Nghe An discusses plans to rectify violations in housing and apartment projects

Therefore, it is necessary to immediately rectify and tighten the implementation of new projects in all steps.

Up to now, Nghe An has 166 investment projects in the field of apartment buildings with a total land area of about 2,005 hectares, a total investment of about 60,000 billion VND. Of which, Vinh City has the largest concentration with 111 projects with a total area of 1,094 hectares; the remaining projects are located in Cua Lo Town, Thai Hoa, Hoang Mai and districts.
The projects that have been and are under construction when put into use will provide over 45,000 villas, townhouses and apartments. Of the total 149 housing construction investment projects, there are 67 high-rise apartment projects with a total of 101 apartment buildings.

In addition to the achievements, the management of housing and apartment projects still has many shortcomings and limitations. Some projects have had their investment procedures and construction planning resolved, but the investors have implemented them slowly or not implemented them at all, affecting the lives of a part of the population. In some cases, complaints have occurred, causing social discontent.
During the construction investment process, some construction projects are not in accordance with the approved construction planning and design, leading to chaos and loss of urban beauty. Many apartment buildings are not in accordance with the planning, such as exceeding the number of floors, changing the external architecture, changing the functional design of the premises, and having incorrect total number of households.

Regarding construction quality, some projects have not been approved by competent authorities for acceptance of completed construction works that have been put into use; some apartment buildings show signs of deterioration; some technical infrastructure works of some housing projects have not really ensured quality.
In addition, the rate of granting certificates of land use rights, house ownership rights and other assets attached to land is still low; projects at the time of putting into use have not been accepted by state management agencies, confirmed to have completed environmental protection works and minimized environmental pollution. Many investors deliberately prolong the time to fulfill financial obligations, although they have been forced to do so; Many apartment buildings have not ensured fire safety conditions, the management and operation of apartment buildings, and administrative management at houses and apartment buildings still have many limitations.
The Department of Construction assessed that the above shortcomings and limitations were due to the fact that state management agencies, investors, and customers have not fully understood their responsibilities, rights, and obligations. Many investors are focused on profits without paying attention to overall social benefits, have weak financial capacity, and deliberately "hold land" even though planning has been approved for many years; and do not strictly comply with fire prevention regulations.
State management agencies are still not interested in investment monitoring and evaluation, and post-inspection work is still limited. At the same time, the quality of project evaluation and appraisal is not deep, not close to reality, and planning appraisal work is still limited, leading to the need to adjust the planning many times. The management of construction order by local authorities at district and commune levels has not been strictly implemented; inspection and examination of quality, construction order, environment, and fire prevention and fighting have not been carried out regularly.

Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee said that the purpose of this conference is to propose solutions to tighten state management of housing and apartment projects that are being and will be built. In addition, after the conference, the sectors will continue to advise the authorities at all levels on measures to thoroughly handle the problems that have existed in the past two decades.
"In the coming time, Nghe An will limit the fragmentation of new housing projects, pay attention to selecting investors with strong financial capacity and experience. For projects that have been approved for investment but the investor does not have the capacity to continue implementation, projects that have been extended but are behind schedule may be terminated; Limit the extension and delay of projects, avoid the situation of holding land. Do not plan to build high-rise apartment buildings (including social housing) in high-density residential areas with stable living conditions", Comrade Le Ngoc Hoa emphasized and said that in the near future, the Provincial People's Committee will issue regulations on construction order management in the province, in which clearly assigning authority and responsibility to each unit. Any unit that allows violations will be strictly handled.
