Nghe An reports to the Ministry of Education and Training that the 5th grade exam is too difficult.
(Baonghean.vn)- On the afternoon of May 24, the Department of Education and Training of Nghe An province sent a report to the Ministry of Education and Training on the organization of periodic tests for 5th grade at the end of the 2016-2017 school year in Vinh city.
» Grade 5 exam case: Vinh City Department of Education 'seriously learns from experience'
According to the report, the Department of Education and Training affirmed: The test questions for grade 5 by the Department of Education and Training were not in accordance with the provisions of Circular 22/2016/TT - BGDĐT.
On the other hand, the Math test is too long and overloaded compared to the knowledge and skills standards prescribed by the program, especially questions 9b and 10.
Faced with this reality, the Department requested the City Department of Education and Training to review, consider and decide to approve the results of the periodic test for grade 5. In addition, it is necessary to seriously review and learn from experience in creating periodic test questions for primary school students.

Regarding the periodic test at the end of the 5th grade school year, according to the Department of Education and Training, the whole city has 332 students with scores below 5 points in both Math and Vietnamese (of which, Math has 248 students, Vietnamese has 94 students) and according to regulations, they have not completed the program.
During the process of implementing the exam questions, the Vinh City Department of Education and Training also had many issues that went against the Department's instructions and Circular 22. Specifically, according to Circular 22, the exam questions for 5th grade students are set by the subject groups of the schools for the blocks and the principal is responsible for the assessment.
In the Official DispatchNumber: 808 /SGD&DT - GDTHRegarding "Guidelines for KTĐK, promotion to the next grade,Complete CTTH, quality handoverand grade 1 enrollment" of the Nghe An Department of Education and Training also only allows the Department of Education to "guide the general questions" for Math, Vietnamese and Foreign Language for 5th grade students instead of giving a "general question" like in Vinh city. In the final exam of the second semester, Vinh city was the only unit in the whole province that did not follow the direction of the department.
Currently, Vinh City has not yet come up with a solution for students who have not completed the program. However, according to the direction of the Primary Education Department, Department of Education and Training: If there are “abnormal” results, during the summer, students can review and continue to take a test to re-evaluate the quality before students enter the new school year.
