Nghe An ensures progress and efficiency in building job position project
(Baonghean.vn) - Up to now, Nghe An has completed the appraisal and approval of job positions and the structure of civil servant and public employee ranks before March 31 in accordance with the Government's direction.
From July 1, 2024, the wage policy reform will be implemented according to Resolution No. 27 of the 7th Central Conference (term XII). To complete this task, in recent times, departments, branches and localities of Nghe An have actively developed a list of job positions, job position descriptions and job position competency frameworks to submit to competent authorities for approval.
Up to now, the province has completed the appraisal and approval of job positions and the structure of civil servant and public employee ranks before March 31 in accordance with the Government's direction.
Actively build a list of job positions
The Department of Agriculture and Rural Development is a multi-sectoral, multi-disciplinary unit. Up to now, the department has completed and approved a job position project with 65 positions, including 4 specialized professional positions, 52 shared professional professional positions, closely following the instructions of ministries and branches, especially the Ministry of Agriculture and Rural Development; each job position is also described specifically and in detail.
The Department's completion and approval of the job position project by the Provincial People's Committee created favorable conditions for guiding and approving job positions for 32 affiliated units, including 9 administrative agencies and 23 public service units with over 1,000 cadres, civil servants and public employees.

Comrade Nguyen Quoc Son - Head of the Department of Organization and Personnel, Department of Agriculture and Rural Development said: To speed up the progress of building the job position project, recently, the department has focused on 3 main tasks and solutions.
That is, the functions and organizational structure of the affiliated units have been adjusted early as a basis for building job positions; During the construction process, the department has issued a sample outline to send to all affiliated units and assigned specialized departments to provide guidance in a hand-holding manner; assigned the responsibility of the unit head in the process of building the job position project, any unit head who is slow must be responsible to the department director.
However, the difficulty of the unit is that some branches under the Department of Agriculture and Rural Development are assigned a number of career positions, but perform the function of State management, so in the process of determining job positions, there are difficulties.

The People's Council - People's Committee of Nam Dan district is the first district-level unit in the province to have the Job Position Project approved since December 2023. After approval, the district completed the job description of each position in a specific and detailed manner. At the same time, it was synchronously deployed to 71 public service units, including 3 public service units under the district and 68 educational public service units. Thanks to that, up to now, the district has completed the appraisal and approval of the job position project for these 71 units.

Comrade Hoang Nghia Hung - Head of the Department of Internal Affairs, Nam Dan District People's Committee said: After approval, the units will be deployed to complete the project and develop an implementation plan in accordance with Official Dispatch No. 64/BNV-CCVC of the Ministry of Internal Affairs on determining the structure of civil servant ranks and the structure of professional titles of civil servants.
During the construction process, based on the actual situation and regulations, the work of each position and title will be clearly described, in order to improve the quality of management as well as the implementation of public duties. The job position project has clearly classified the workload and job positions held by one or more people as the basis for calculating new salaries from July 1, 2024. Once the number of job positions has been determined, each agency and unit will clearly identify the recruitment needs and proactively train to serve that job position.
ENSURING PROGRESS AND EFFICIENCY
Pursuant to Decree No. 62/2020/ND-CP dated June 1, 2020 of the Government on job positions and civil servant payroll and Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government on job positions and number of employees in public service units, Nghe An Provincial People's Committee has directed the Department of Home Affairs to issue documents to deploy the development, organization of appraisal and submission to the Provincial People's Committee for approval of job positions in administrative agencies, organizations and public service units in the province.

Up to now, Nghe An has completed the appraisal and approval of the project on job positions and the structure of civil servant and public employee ranks of 43/43 affiliated administrative agencies, including: 22 specialized agencies and equivalent at the provincial level; 21 administrative agencies and organizations under the district-level local government (including job positions for commune-level cadres and civil servants).
For public service units, Nghe An province has directed units to complete the job position project and submit it to competent authorities for approval. By March 31, 2024, 1,661/1,661 public service units had been approved in accordance with the Government's direction.
Nghe An Provincial People's Committee has directed the Department of Home Affairs to request specialized agencies, agencies under the Provincial People's Committee, public service units under the Provincial People's Committee, People's Committees of districts, towns and cities to continue reviewing the list of job positions, to continue adjusting to ensure compliance with the list and norms according to the Circulars of the Ministry of Home Affairs and specialized ministries to serve as a basis for new salary classification according to job positions.

Comrade Nguyen Thang Long - Head of the Department of Organization and Non-Governmental Organizations, Department of Home Affairs said: The construction and approval of job positions is a new and important task; it is the basis for the recruitment, use and management of civil servants and public employees, the innovation of the civil service and public service regime towards publicity, transparency, prevention and fight against corruption and negativity; it is the basis for implementing salary policy reform according to job positions, contributing to streamlining the apparatus, streamlining the payroll, restructuring and improving the quality of the team of cadres, civil servants and public employees.
Recognizing the importance of building and approving job positions, Nghe An Provincial People's Committee has focused on and accelerated the building of job positions according to regulations.
However, the province has also encountered some difficulties and obstacles in the implementation process. That is, the central ministries and branches have been slow to issue guidelines, so localities have not had a basis to implement the construction of job positions in administrative agencies, organizations, and public service units under their management. Implementing the policy of streamlining payroll, most of the administrative agencies and organizations of Nghe An province lack civil servant payroll, leading to the determination of job positions associated with payroll determination being more difficult, with many shortcomings, not ensuring scientific and synchronous nature,...

Building job position management is a difficult, sensitive, and complicated task, but it is a political task that must be carried out, contributing to streamlining the apparatus, reducing staff, restructuring and improving the quality of cadres, civil servants, and public employees. Evaluation according to job positions is the basis for salary reform, aiming to improve the operational efficiency of each unit. The new salary regime is calculated according to job positions, responsibilities, and assigned tasks, in order to overcome the backwardness, limitations, and unreasonableness of the current salary calculation method.
Implementing salary reform from July 1, 2024, the salary increase is expected to be quite high compared to the current salary level. If including basic salary, allowances and bonuses, the average salary will increase by more than 32%, about 7.5 million VND/month. This is a remarkable effort of all levels and sectors in the recent past, both historical and topical.
