Nghe An: Director and 2 employees arrested for falsifying environmental impact assessment reports
The Investigation Police Agency of Vinh City Police (Nghe An) arrested and urgently searched 03 subjects related to the case of forging papers and documents of agencies and organizations as prescribed in Article 341 of the Penal Code.
The subjects arrested and urgently searched include: Nguyen Trong Nghia (born in 1977), residing in Quy Hop district - Director of Thanh Vinh Environmental Resources Joint Stock Company; Nguyen Dinh Son (born in 1997), residing in Hong Son ward, Vinh city - Technician of Thanh Vinh Environmental Resources Joint Stock Company; Vo Yen Phi (born in 1993), residing in Nam Dan district, Nghe An province - employee of Thanh Vinh Environmental Resources Joint Stock Company.

Previously, Vinh City Police discovered a number of subjects in the area with suspicious signs related toforging seals, documentsand using fake seals and documents of agencies and organizations, causing loss of state budget. To mobilize forces to fight and clarify, Vinh City Police reported to the Provincial Police Department's leaders to establish a special project.
After consolidating all the documents and evidence, Vinh City Police issued an arrest warrant for 3 subjects for the act of forging seals and documents of agencies and organizations. Through the search, the authorities seized many more fake documents and some other related exhibits.
Initially, the Police Agency determined that from 2022 to 2024, although Thanh Vinh Environmental Resources Joint Stock Company did not ensure personnel capacity in preparing environmental impact assessment reports, Nghia, in the name of the Director, together with Son and Phi, prepared fake environmental impact assessment reports for a number of construction investment projects.

With the above methods and tricks, these 3 subjects created fake reports in environmental impact assessments to include in projects, causing a loss of more than 700 million VND to the State budget.
The case is currently under further investigation.
