Nghe An adds support policy for redundant staff due to merger
(Baonghean.vn) - Based on the proposal of the Provincial People's Committee, at the meeting, the Standing Committee of Nghe An Provincial Party Committee agreed to add support policies for redundant cadres due to the merger of villages, hamlets, blocks, and hamlets.
On the afternoon of October 26, the Provincial Party Committee Standing Committee had a collective working program to discuss and give opinions on the policy of issuing a resolution on support policies for cadres, civil servants, and non-professional workers in communes, wards, towns, hamlets, blocks, and villages that are redundant due to the rearrangement of commune-level administrative units and the merger of hamlets, blocks, and villages in Nghe An province.

Nearly 12,000 people receive support due to redundancy
According to the report of the Provincial People's Committee, the subjects receiving support due to the implementation of the policy of rearranging commune-level administrative units and merging blocks, hamlets, and villages include cadres, civil servants, and part-time workers at the commune level.
In the block, hamlet, and village, only 7 positions are supported: Party cell secretary; Hamlet, block, and village head; Police officer (also deputy hamlet); Village team leader; Head of the neighborhood protection team (also deputy hamlet); Member of the neighborhood protection team; Hamlet and village health worker.
The support level is also clearly defined for each target group, from 2 months, 3 months, 12 months of current salary and allowances.

The total number of surplus commune-level cadres and civil servants who are entitled to the policy is 54 people; 392 people work part-time at the commune level; 11,495 people work part-time in the block, hamlet, and village. The total budget for implementing the policy is nearly 44 billion VND.
According to Director of the Department of Home Affairs Le Dinh Ly, there are currently no regulations or legal documents stipulating the support level for cases of redundancy due to arrangement and merger; the provision of support levels of 2 months, 3 months, 12 months according to the draft submitted by the Provincial People's Committee is based on the economic conditions and guaranteed budget of the locality and reference to a number of provinces in the region for determination.
Add more positions to enjoy the policy
At the meeting, the members of the Provincial Party Standing Committee basically agreed with the policy proposed by the Provincial People's Committee. However, some comrades raised concerns when the positions of Head of the Front Work Committee and Head of the mass organizations in the hamlet and village are all within the system in the hamlet and village and have a certain role to contribute, but are outside the scope of this policy.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee agreed with the policy of supporting groups of officials, civil servants and non-professional workers in communes and hamlets according to Decree No. 92/2009/ND-CP of the Government and Resolution 117/2013/NQ-HDND of the Provincial People's Council that the Provincial People's Committee built.
Regarding the positions of Head of the Front Committee, Secretary of the Youth Union, Head of the Women's Union, Farmers, Veterans, and the Elderly, according to comrade Nguyen Xuan Son, although they are not in the group of non-professional activists in the hamlet according to regulations, the Provincial People's Council has issued Resolution No. 151/2014/NQ-HDND, dated December 12, 2014, stipulating the level of allowance support for these positions. Therefore, the Provincial People's Committee needs to develop and supplement policies for this group of subjects.
Concluding this content, Provincial Party Secretary Nguyen Dac Vinh agreed to add support policies for the following positions: Head of the Front Work Committee, Secretary of the Youth Union, Head of the Association: women, farmers, veterans, and the elderly who are redundant due to the merger of hamlets.
The Provincial Party Secretary assigned the Provincial People's Committee to direct the Department of Home Affairs and the Department of Finance to continue researching and unifying policies with the committees of the Provincial People's Council to ensure fairness and equality in contributions and work according to the one-time support mechanism according to the rate of allowances received.

The specific support levels for redundant cadres, civil servants and non-professional workers are as follows:
- Support 3 months of current salary for each year of early retirement for commune-level cadres and civil servants aged 55 or older for men and 50 or older for women, with 20 years or more of social insurance contributions; men aged 50 or older for men and 45 or older for women, with 20 years or more of social insurance contributions, of which 15 years are spent in arduous, toxic, or dangerous occupations or jobs, or 15 years of work in places with regional allowance coefficients of 0.7 or more.
- One-time support equal to 12 months of current salary for officials and civil servants who immediately quit their jobs.
- Support for each working year equal to 1 month of current allowance (with continuous working time and maximum support not exceeding 15 months) for part-time workers at the commune level.
- Support equivalent to 2 months of current allowance for 7 positions at the hamlet level (in case of holding multiple positions, only the position with the highest support level will be supported).
