Since the implementation of the two-tiered local government system, over 1,000 tasks have been delegated to the commune level. This requires grassroots officials and civil servants to possess sufficient capacity and professional qualifications to meet job requirements. Faced with a shortage of personnel in many localities, Nghe An province has adopted a policy of transferring surplus staff from various departments, agencies, and communes to reinforce those communes experiencing shortages.
