Nghe An province supplements land use plan for WHA Industrial Zone 2 project, LNG power plant, and Cua Lo Port.
The Nghe An Industrial Sector Steering Committee requested the timely supplementation of the land use plan for the WHA Industrial Zone 2 project, the Quynh Lap LNG gas-fired power plant, and the Cua Lo deep-water port.
These projects, with total investments amounting to billions of USD, play a strategic role in the province's industrial, energy, and logistics development.
The working group in charge of the industrial sector, chaired by Vice Chairman of the Nghe An Provincial People's Committee Phung Thanh Vinh, has just signed and issued Plan No. 200/KH-UBND to direct and promote industrial growth in 2025.
Specifically, the Task Force assigned the Southeast Economic Zone Management Board the task of coordinating with relevant units to promptly supplement the land use plan for key projects such as: WHA Industrial Zone 2 Nghe An (183.37ha); LNG power plant; and the investment, construction and operation of Cua Lo deep-water port.
WHA Industrial Zone 2 Project - Nghe An(Located in Nam Cam D Industrial Park), Nghe An province received approval in principle from the Prime Minister, who also approved the investor, WHA Industrial Zone Nghe An Joint Stock Company, in Decision No. 1706/QD-TTg dated December 31, 2024.
The project has an investment capital of 1,200 billion VND and will be implemented on an area of 183.37 hectares in Nghi Hung and Nghi Dong communes, Nghi Loc district, Nghe An province.

Quynh Lap LNG Thermal Power Plant ProjectWith a capacity of 1,500MW (comprising 2 units of 750MW each) using combined-cycle gas turbine technology, the project will be implemented in Quynh Lap commune, Hoang Mai town, with a total investment of approximately 2.11 billion USD.
The project includes the following components: an LNG power plant, gas storage facilities, a receiving port, breakwaters, and auxiliary structures, covering a total area of approximately 210-360 hectares, and a port capable of receiving vessels with a deadweight tonnage of approximately 100,000 DWT. To meet the plant's fuel needs, it will import approximately 1.15 million tons of LNG per year. The project is expected to commence commercial operation before 2030.
Nghe An province is urgently carrying out procedures to finalize the approval of investment policies and select investors for important and priority power source projects in this Power Development Plan VIII.
Cua Lo Deepwater Port Construction and Operation Investment ProjectThe project will be implemented in the North Cua Lo port area, Nghe An seaport, in Nghi Thiet commune, Nghi Loc district, linked with the Southeast Economic Zone to meet the requirements of exporting and importing goods to serve the socio-economic development of Nghe An province and the surrounding area. It is invested by the International Maritime Transport Development Investment Joint Stock Company (ITID) with a total investment of nearly 7,325 billion VND, implemented in 2 phases from now until 2030.
In July 2024, the Standing Committee of the Nghe An Provincial Party Committee agreed on the investor for the construction of three berths, including two for vessels up to 50,000 DWT and one for vessels up to 100,000 DWT, with a total berth length of 800m and supporting facilities such as: a 1,550m long breakwater, a connecting bridge from the access bridge to the berth, a shipping channel, and a turning and docking area.
In addition, the port hinterland area has a land use area of 32 hectares for the construction of facilities such as: container yards, CFS (Container Freight Station), warehouses, general cargo yards, bulk cargo yards, internal port roads, parking lots, fuel stations, etc. At the same time, the sea surface area for the deep-water port is 208.15 hectares for the construction of offshore port facilities including: berths, breakwaters, connecting bridges to the berths; turning areas and navigation channels.
