Nghe An: Arrange regular police to communes, while continuing to use part-time commune police
(Baonghean.vn) - The Vice Chairman of Nghe An Provincial People's Committee pointed out: for the part-time communal police force, especially the communal police chief who is a civil servant, this force will continue to be used to ensure security and order at the grassroots level after arranging regular police to take on the positions of communal police in the province.
On December 17, the Provincial People's Committee issued Notice No. 82/TB-UBND announcing the conclusion of Vice Chairman of the Provincial People's Committee Le Hong Vinh at the Conference to disseminate, thoroughly grasp and implement the leadership and direction policy on arranging regular police officers to take on the positions of Commune Police in the province, held on February 6.

Regarding the arrangement of regular police officers to take on the positions of commune police, the Vice Chairman of the Provincial People's Committee concluded that in terms of awareness, 3 issues were clearly identified:
First of all, this is the responsibility and task of the entire political system from the province to the grassroots level, not just considered the task of the Public Security sector alone; Party committees and authorities at all levels need to focus on leadership and direction, resolutely and closely, to soon complete the regularization of the communal police force in the context of the approaching Party Congresses at all levels.
Second, bringing regular police to communes aims to strengthen security and order at the grassroots level, without affecting the arrangement and streamlining of the apparatus and cadres and civil servants at the commune level.
Third, for the semi-professional communal police force, especially the Chief of the communal police who is a civil servant, this force will continue to be used to ensure security and order at the grassroots level (currently, in the 4 models of the Ministry of Public Security, only 1 model is completely arranged by regular police, the remaining models continue to use the semi-professional communal police force).
On that basis, the Vice Chairman of the Provincial People's Committee assigned the Department of Home Affairs, based on legal regulations, to urgently advise the Provincial People's Committee to issue a document directing the removal of difficulties and obstacles associated with the arrangement, organization and resolution of regimes and policies for the part-time communal police force, especially for the part-time communal police chief.
Give maximum priority to arranging and assigning to other suitable commune-level civil servant positions for communes that have reduced or lacked staff according to Decree No. 34/2012/ND-CP dated April 24, 2019 of the Government.
Comrade Le Hong Vinh also requested the Department of Home Affairs to proactively advise the Provincial People's Committee to classify communes and towns after the merger; advise and guide the implementation of Circular 13/TT-BNV dated November 6, 2019 of the Ministry of Home Affairs guiding a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups; advise and amend and supplement Decision No. 24/QD-UBND dated March 4, 2016 of the Provincial People's Committee on promulgating the Regulations on recruitment, reception, mobilization and transfer; number, standards, responsibilities and tasks for commune, ward and town civil servants in Nghe An province.
For the Commune Police Chief who is a civil servant who cannot be arranged or assigned, the Department of Home Affairs shall coordinate with the Provincial Police, Party committees, and local authorities based on current legal provisions to advise the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee and the Provincial People's Council for approval in the direction of temporarily ceasing the position of Commune Police Chief and allowing him to assume the position of Deputy Commune Police Chief, but he will still be a commune-level civil servant and his regime and policies will remain the same until there are other provisions of law (according to Point c, Clause 1, Article 46 of the 2018 Law on People's Public Security).
Document consultation must be completed before February 25, 2020 for unified implementation throughout the province.
For the Provincial Police, the Vice Chairman of the Provincial People's Committee assigned to prepare human resources well to arrange regular police officers to take up the positions of Commune Police (must be comrades with qualifications, capacity, and practical experience, and can immediately start working upon arriving at the grassroots level...). Absolutely do not let the arrangement of regular police officers to take up the positions of Commune Police negatively affect the security and order situation, do not leave vacant areas;...
The Provincial Police also need to coordinate with the Provincial Party Committee's Organization Board to advise the Provincial Party Committee's Standing Board to issue documents to lead and direct the establishment of Commune Police Party cells according to Regulation 192/QD/TW dated May 18, 2014 of the Politburo regulating the Party organization in the People's Public Security.
The Vice Chairman of the Provincial People's Committee also requested that districts, cities, town Party Committees and district-level People's Committees, in addition to regular tasks, urgently carry out four key tasks, such as:
Organize the dissemination and implementation of the policies of the Central and the province and direct the regularization of the communal police force to cadres, party members and people in the area.
Organize meetings to discuss and agree on plans to arrange, assign or resolve policies and regimes for each Commune Police Chief who is a civil servant to arrange for regular police to take on the position of Commune Police Chief according to the directions mentioned above.
Establish regular Commune Police Party cells to assume the position of Commune Police under the Party Committees of communes and towns (When there is a document from the Provincial Standing Committee implementing Regulation 192-QD/TW dated May 18, 2019 of the Politburo regulating the Party organization in the People's Public Security);...
Regarding this issue, the Vice Chairman of the Provincial People's Committee assigned the Department of Finance, Department of Planning and Investment, Department of Information and Communications, Department of Natural Resources and Environment, Department of Construction and other departments and branches with relevant tasks.
The arrangement of regular police officers to take on the positions of Commune Police must strive to be completed in the first quarter of 2020.
