Faced with the fast moving speed and unpredictable developments of storm No. 4, many coastal localities, where there are many fishing boats, have proactively taken storm prevention measures.

In Dien Chau district, there was an urgent telegram requesting localities and units in the area, especially coastal communes, to regularly update information, maintain regular contact with owners of vessels to call and promptly notify captains and owners of vessels operating at sea of the location and developments of the storm to proactively avoid, escape or not move into dangerous areas; closely monitor, count and manage the departure of vessels to promptly handle bad situations that may occur. Along with that, prepare forces and means for rescue when required; check and guide the anchoring of vessels at the wharf to ensure fire safety, security, order and society. At the same time, check the safety and operation of drainage sluices through sea dykes, proactively drain water to prevent flooding in time, prevent saltwater from rising tides caused by storms.

In Quynh Luu district - one of the localities with the largest number of offshore fishing boats in the province with nearly 500 boats, currently after returning from a long sea trip, receiving news of the storm, the boat owners have also anchored their boats in safe places around Lach Quen, waiting for the storm to pass before continuing to go out to sea.

Currently, Son Hai commune has about 65 offshore fishing boats, of which about 40 are at sea. Mr. Diep also said that yesterday and this morning, September 26, many boats returned, and it is expected that all boats will return to shore today. On the afternoon of September 26, the Chairman of the Provincial People's Committee - Head of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province had a meeting.Urgent telegram on banning ships from going to sea during storm number 4. In particular, all types of ships and means of transport are prohibited from going to sea from 5:00 p.m. on September 26, 2022. Ships operating at sea must return to shore and anchor to ensure safety before 0:00 a.m. on September 27, 2022.

In Hoang Mai town, in recent days, under the coordination of the Border Guard, the town's Military Command and local authorities such as Quynh Lap commune and Quynh Phuong ward, most of the fishermen's offshore fishing boats have taken shelter at Quynh Phuong port and some anchorages deep inland.

Mr. Dau Ngoc Lam - port manager of Quynh Phuong port said: Currently, Quynh Phuong ward (Hoang Mai town) has 735 fishing boats of all kinds, of which more than 300 boats are 12m or longer. Currently, the area around the wharf of Quynh Phuong fishing port has nearly 100 boats anchored. However, according to regulations, if the storm is level 7 or higher, fishermen's fishing boats are forced to leave the port to ensure safety, so if in the coming days, if the wind is strong, people will have to sail their boats to another place for shelter.

Mr. Nguyen Ba Thuy - a fisherman in Quynh Phuong ward with a large capacity boat over 500CV shared that after receiving the storm warning, the fishermen who were fishing offshore immediately turned their boats back. Currently, according to the forecast, the storm is unlikely to make landfall in Nghe An, so the fishermen are still anchoring their boats at the port. If the storm makes landfall, they will have to move their boats elsewhere, otherwise the waves hitting the wharf will cause a high risk of the boat breaking.
