(Baonghean.vn) - The implementation was carried out for the first time in the 2019-2020 school year to ensure fairness for students, avoiding the situation of choosing schools and classes.

This is also one of the important contents of the Vinh City Department of Education and Training in the document guiding the implementation of enrollment for the 2019-2020 school year, which was just issued on July 23.

According to the plan of the Vinh City Department of Education and Training this year, schools will start enrolling students from August 1. In 2019, the city aims to ensure the rate of mobilizing children to preschool education facilities at all ages, striving to reach 47% of nursery-age children and 97% of kindergarten-age children; maintain 100% of 5-year-old children going to school and studying 2 sessions/day; 100% of 6-year-old children who are healthy enough to enter grade 1; 100% of students completing primary school can enter grade 6.

To facilitate enrollment, the city has also issued detailed instructions for the first levels of education: preschool, grade 1 (primary school) and grade 6 (secondary school). In particular, enrollment for grade 1 and grade 6 is based on the popularized list of wards and communes in the area.

As for preschool students, due to difficult material conditions, priority will be given to children from poor households, near-poor households, children from families with preferential policies, children of workers working in factories and industrial parks residing in areas with difficult circumstances, low and unstable income.

In particular, in the 2019 enrollment season, in order to ensure fairness, objectivity, transparency, limit negative phenomena that cause frustration for parents and public opinion, and create favorable conditions for teachers and students in the teaching and learning process, the city requires schools to balance the number of students, with classes having a difference of no more than 3 students.

In addition, primary schools will organize for first graders to draw lots for their classes. Then, schools will organize a draw for homeroom teachers for each class (this will be done in all grades).

In secondary schools, the homeroom teacher for grade 6 will be drawn.

Regarding this issue, Mr. Nguyen Hong Hoa - Head of Primary Education Department - Department of Education and Training also said: The policy of drawing lots for classes and homeroom teachers is not only Vinh city's policy but also the policy of the whole province.

Through this, not only is the method of admission reformed but also it is to ensure fairness and objectivity for all students. At the same time, it avoids the situation of “choosing schools and classes” that has occurred in some localities in recent years, causing negative public opinion and anger among parents.
