Nghe An: Reform to create innovative administration

(Baonghean.vn) - Identifying administrative reform as one of the three breakthroughs to create momentum for the province to develop quickly and sustainably, the Provincial Party Committee, People's Council, and People's Committee of Nghe An province have drastically implemented many strong measures. Thereby, contributing to building a democratic, professional, and gradually modernized administration, better serving the people and businesses.

DEPLOY IN A STRONG AND RESOLUTIVE WAY

It must be affirmed that, over the years,administrative reform(PAR) has been led, directed and implemented by Party committees and authorities at all levels and has achieved positive results, contributing to promoting the socio-economic development of the province. Policy mechanisms continue to be improved.

Administrative procedures have been simplified, made public, made transparent, reducing transaction time and costs. The level of satisfaction of people and businesses has been raised. The organizational structure has been streamlined, reducing focal points, improving operational efficiency. The quality and sense of responsibility of the staff and civil servants have been gradually improved.

However, in addition to the achieved results, administrative reform still has shortcomings and limitations, which are still "bottlenecks" and "bottlenecks" hindering the socio-economic development process. Therefore, in the Resolution of the 19th Provincial Party Congress, the Provincial Party Executive Committee identified one of the three breakthroughs for the 2020-2025 term as strongly improving the investment and business environment associated with administrative reform, enhancing the application of information technology in management and operation. Thereby, contributing to improving the capacity, efficiency, publicity, transparency, and accountability in the operations of the state administrative apparatus at all levels, promoting innovation, and enhancing competitiveness in the context of promoting international integration.

Entering 2021, the Provincial People's Committee continues to direct sectors, localities, agencies and units to strictly implement discipline and administrative discipline. Many resolutions of the Provincial Party Committee have been issued as a basis for the Provincial People's Committee to implement. The consideration and giving of opinions on administrative reform is maintained regularly in meetings of the Provincial People's Committee, the Provincial Party Committee Standing Committee and at annual meetings of the Provincial People's Council.

“Right from the beginning of 2021, the Provincial People's Committee issued an official dispatch requesting to overcome existing shortcomings in administrative reform work in 2020 and carry out tasks in 2021. In addition, departments, branches, and district-level People's Committees signed commitments with the Provincial People's Committee to implement key contents of provincial administrative reform in 2021".

According to Chairman of the Provincial People's Committee Nguyen Duc Trung, wherever the leader is determined and resolute, there the management and operation work will be highly effective. Therefore, the Provincial People's Committee has chosen 2021 as the year to promote the responsibility of the leader in administrative reform in order toimprove efficiency and effectivenessof state administrative agencies.

“All levels and sectors must continue to review and simplify administrative procedures under their authority, overcome existing problems and limitations in operating on the electronic one-stop system, fully and properly publicize administrative procedures and results of handling administrative procedures, create favorable conditions for people to implement and monitor... Thereby, eliminating the long-standing public opinion that "the province is open, the department is tight".”

THERE ARE MANY INNOVATIONS

Thanks to the strong and decisive direction, administrative reform work in the first 6 months of 2021 has achieved positive results. Many units in the province have reviewed and reduced the processing time of 234 administrative procedures, with a total reduction of 1,447 days.

Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized that the reception and settlement of administrative procedures of departments, branches and sectors at the Provincial Public Administration Service Center has been strictly controlled through the Public Service Portal and the Provincial Electronic One-Stop Information System to ensure transparency, clarity and punctuality, which has initially been highly appreciated by people and businesses. Currently, there are 18 specialized departments and sectors under the Provincial People's Committee and 3 vertical specialized agencies located in the area with 1,326 administrative procedures received at the center.

Receiving and handling administrative procedures onpublic service systemand the province's electronic one-stop information system has helped the process of handling administrative procedures to be consistent, accurate, and digitized procedures and records, ensuring requirements in the management and operation of the center, facilitating information lookup. Providing and expanding communication channels, steps for receiving, transferring, and processing records at departments to make the handling of administrative procedures transparent, facilitating the handling of administrative procedures by officials and organizations and individuals. The work of organizing the apparatus and streamlining the province's payroll in the past time has also been carried out in accordance with regulations. Up to this point, 100% of public service units have been granted autonomy and self-responsibility for performing tasks, organizing the apparatus, payroll and finance.

Right from the beginning of the year, the province established an interdisciplinary inspection team to inspect the implementation of discipline and administrative discipline in the province. Mr. Le Dinh Ly - Director of the Department of Home Affairs said that through the inspection, right from the beginning of the year, agencies and units have paid attention to disseminating, thoroughly understanding, and directing the staff, civil servants, and public employees to comply with discipline and administrative discipline. Some agencies and units have issued documents specifying the regulations of the superiors such as implementation plans, establishing inspection teams; developing, promulgating, amending, and supplementing working regulations. The province has also promoted the application of information technology in the activities of state administrative agencies.

Currently, the online public service system has provided 549 level 4 online public services and 506 level 3 online public services. Thanks to that, the province's PAR Index in 2020 reached 85.28 points, ranking 18th out of 63 provinces and cities, up 6 places compared to 2019.

Currently, the Provincial People's Committee is drafting a Resolution of the Provincial Party Committee on promoting administrative reform in Nghe An province for the period 2021-2030. The goal is to build a democratic, professional, and gradually modern administration; a streamlined system of state administrative agencies at all levels, operating effectively, efficiently, honestly, and with aspirations for development; taking the satisfaction of people and businesses as the service goal. The focus of administrative reform in the period 2021-2030 is administrative procedure reform; improving the quality of public services; building a team of professional, competent, and qualified cadres, civil servants, and public employees; building and developing e-government and digital government.
