Nghe An needs to restructure its industry for sustainable development
(Baonghean.vn) - "Nghe An needs solutions to restructure development space, industries, product fields, and industrial enterprises" - that is one of the opinions contributing solutions for rapid and sustainable development of industries in Nghe An province in the period of 2016 - 2020.of TS. Nguyen Anh Son - Director of the Institute for Industrial Policy and Strategy Research - Ministry of Industry and Trade atWorkshop "Developing Nghe An to 2020 in the spirit of Resolution 26 of the Politburo".
At the beginning of his speech, Dr. Nguyen Anh Son emphasized that the achievements in developing industries in Nghe An in the period of 2011 - 2015 according to the "Adjustment and supplement of the industrial development plan of Nghe An province in the period of 2011 - 2020" have contributed significantly to the initial results of implementing Resolution 26 of the Politburo on developing Nghe An until 2020.

Entering the 2016 - 2020 period, on that development momentum, Nghe An province is determined to strive to achieve higher results as set out in the Resolution of the 18th Provincial Party Congress. With the task of achieving a production value growth rate of 17 - 18%/year (higher than the previous period) and the target of 16 - 17%/year and sustainable development, Nghe An industry is required to make every effort to create new growth drivers, with appropriate development solutions on the basis of more effectively exploiting the potentials and strengths of the province; seizing opportunities and overcoming challenges brought about by the new development context.
Through analyzing the province's potential in terms of social natural resources and advantages in terms of geographical location, politics, economy as well as the current development context with new challenges and development opportunities, Dr. Nguyen Anh Son proposed a number of directions for the development of Nghe An's industries. Accordingly, the province needs to focus on promoting the development of key industries: Processing of agricultural, forestry, seafood, food and beverages; mechanical and electronic equipment; production of construction materials; chemicals and chemical products; textiles - footwear; mining and processing of minerals; electricity, gas, water and environment.

Regarding specific solutions, Dr. Nguyen Anh Son proposed: Strengthening state management of industrial activities. In particular, promoting research activities, building and perfecting development policies, administrative reforms to create an attractive, open and competitive investment, production and business environment for all economic sectors participating in industrial development in the province. Deploying new construction and adjusting 5-year planning and development plans for industrial sectors in accordance with planning, plans and development programs of other economic sectors of the province and the Central Government.
Actively invest in developing the training system (technical facilities, management team, lecturers and instructors, training programs and content) and local resources according to the provincial human resource development plan for the period 2011 - 2020. Combine formal, long-term training with short-term training and on-the-job training at the production site to promptly meet the needs of industrial labor in the area.
Investment in industrial development must ensure comprehensive economic - social - environmental efficiency. Promote the application and build mechanisms to encourage the application of cleaner production. Urgently build and operate centralized wastewater treatment systems in economic zones, industrial parks and industrial clusters; enhance waste treatment and recycling, refurbish, upgrade and reuse old and discarded products.
Solutions for developing Nghe An’s industries need to focus on sustainability. In exploiting and using natural resources, there should be a proper strategy to ensure long-term stable input materials for the processing industry. Medium and large-scale industrial enterprises need to pay attention to sustainable development in all three pillars: society (centered on workers and the community), environment and economy.

To achieve the target of industrial production value growth rate in the period of 2016 - 2020, Nghe An needs to restructure the industry. Specifically, in terms of spatial restructuring, industrial projects using natural resources need to be located in the most resource-rich areas. Industrial projects using a lot of labor and with low risk of environmental pollution need to be distributed reasonably in rural, densely populated areas. Other projects with high risk of environmental pollution need to be concentrated in industrial parks and industrial clusters, and should be optimally arranged according to the waste stream of new investment projects or together with existing factories.
In addition, it is necessary to restructure industries, sectors and industrial products on the basis of calling for the development of a number of new industrial sectors, from the process of shifting investment and production of large domestic corporations and foreign corporations.
Along with that, the key task in restructuring industrial development is also restructuring industrial enterprises. Implementing innovation in the industrial enterprise model according to the value chain and production network, consumption of goods on a regional, national, regional and world scale in the direction of specialization and large-scale production. Encouraging the formation of a number of large-scale agricultural - industrial - commercial enterprises; applying high technology to proactively create inter-sectoral value chains, ensuring raw materials for processing, consuming output products and enhancing competitiveness in the world market.
