(Baonghean.vn) - Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung emphasized that in order for those with meritorious services to enjoy the correct regimes and policies of the Party and State, we need to do it with all our heart and responsibility.

Reporting on the situation of handling pending applications for confirmation of meritorious people, one-time subsidy regime according to Decision 24/2016/QD-TTg of the Prime Minister and organizing activities to celebrate the 70th anniversary of War Invalids and Martyrs Day in Nghe An province, comrade Nguyen Bang Toan - Director of the Department of Labor, War Invalids and Social Affairs said: as of April 30, 2017, the whole province is managing and paying regular subsidies to 77,044 subjects with a payment amount of nearly 115 billion VND/month.

Regarding the settlement of pending applications for confirmation of meritorious people, Nghe An still has 42 files being archived at the People's Committee of Anh Son district.

On the afternoon of May 11, the working delegation of the Ministry of Labor, War Invalids and Social Affairs led by Comrade Dao Ngoc Dung - Member of the Party Central Committee, Minister of Labor, War Invalids and Social Affairs had a working session with the leaders of Nghe An province and the Department of Labor, War Invalids and Social Affairs.

Attending the meeting were comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Thai Thanh Quy - Alternate Member of the Party Central Committee, Chief of the Provincial Party Committee Office; Nguyen Bang Toan - Member of the Provincial Party Committee, Director of the Department of Labor, Invalids and Social Affairs and representatives of the Provincial People's Committee Office and the Department of Labor, Invalids and Social Affairs.

At the meeting, Minister Dao Ngoc Dung requested the Department of Labor, War Invalids and Social Affairs of Nghe An to clarify: The status of housing support for people with meritorious services, the status of resolving files for youth volunteers with a large backlog, the status of resolving files for families of martyrs, lost or without certificates of merit from the Fatherland.

Responding to the Minister's concerns, comrade Nguyen Bang Toan said: According to the review, up to now, the whole province has 11,500 Youth Volunteers. The Department of Labor, War Invalids and Social Affairs has coordinated with the Department of Home Affairs and the Association of Former Youth Volunteers to resolve the issues for 10,903 subjects. The remaining subjects have not been resolved due to lack of year titles and original records.

Regarding the benefits of subjects awarded the Certificate of Merit from the Fatherland, Nghe An currently has 209 subjects who have not enjoyed this policy because they do not have original records, do not have the Certificate of Merit from the Fatherland, and the province is still stuck with the procedures for handling the records of 100 Agent Orange subjects.

Regarding housing support for meritorious people, according to comrade Nguyen Bang Toan, Nghe An was supported with 27,118 houses, of which the central government funded 1,018 houses with a budget of 34 billion VND, completed in 2015. Currently, there are more than 26,000 houses with a budget of 826 billion VND. However, due to the huge budget, the implementation must follow a roadmap.

According to the conclusion of the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs: Currently, Nghe An still has 1,237 cases of temporary suspension of re-verification of records. Admitting the shortcomings to the Minister, comrade Nguyen Bang Toan affirmed: The Department actively coordinates with relevant units to verify records, ensure fairness and is determined to recover records of improper policies.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged and highly appreciated the attention of the Ministry of Labor, Invalids and Social Affairs in implementing the province's social security policies.

Regarding housing support for meritorious people in difficult financial conditions that do not meet requirements, the province's viewpoint is to prioritize households that have borrowed money in advance, single-parent families, and those in difficulty, and continue to support the remaining subjects.

Regarding the policy for former youth volunteers and Agent Orange victims, the province will focus on propagating to help people understand the policy correctly. Nghe An is a province with a large number of meritorious people, but there are still many problems with the application. This is a rather complicated field, so we hope that the Ministry will continue to pay attention and direct the labor sector to thoroughly resolve it so that meritorious people can enjoy the policies and those who receive them incorrectly must be handled according to the law.

Expressing his joy at the achievements of the Party Committee and people of Nghe An in recent times, Minister Dao Ngoc Dung assessed that Nghe An has made remarkable changes in the field of social security. Regarding the tasks in the coming time, the Minister suggested that Nghe An focus on implementing two national target programs: building new rural areas and sustainable poverty reduction.

Minister Dao Ngoc Dung also emphasized that Nghe An is the center of the region, with abundant human resources and many large-scale, high-quality schools. Nghe An wants to develop, it needs to pay attention to human resource training. Therefore, the province needs to proactively stream vocational training, improve training quality in conjunction with businesses. At the same time, focus on reviewing and planning the network of vocational training schools in the area to invest in a focused and key area.

Besides, Nghe An is also one of the major labor exporting provinces, the revenue from labor export contributes to the development of the province. Therefore, the province needs to pay attention to strongly shifting to new markets, potential markets and mobilize and educate the children of workers to return home on time.

Regarding some areas related to meritorious people, Minister Dao Ngoc Dung emphasized that in order for meritorious people to enjoy benefits and policies, it must be done with all heart and responsibility.

The Minister requested Nghe An to pilot the implementation of Decision 408 dated March 20, 2016 of the Minister of Labor, War Invalids and Social Affairs on promulgating the Procedure for handling backlog of requests for confirmation of meritorious people.

Accordingly, the province needs to publicly review the entire province on the documents that have grounds to recognize martyrs and war invalids. The documents that have grounds will continue to be supplemented and follow the correct procedures from the grassroots up.

For more than 100 cases of toxic chemicals, the province is required to review and resolve them completely. Regarding 1,237 cases of temporary suspension of policy implementation, cases of inspection that do not meet the requirements should be suspended and revoked. At the same time, attention should be paid to promptly resolving policies for youth volunteers and housing support for meritorious people./.
