Last night and early this morning (September 13th), a cold front affected most provinces in North Central Vietnam, causing scattered rain, showers, and thunderstorms. In particular, Ha Tinh province experienced moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms, due to the combined influence of the northern edge of a low-pressure trough located at approximately 13-16 degrees North latitude and connected to a low-pressure area over the East Sea. The North Central coastal waters experienced strong winds of level 5, sometimes level 6, with gusts exceeding level 6. The sea was rough.

Rainfall amounts recorded up to 1 PM today in the northern part of the region were generally 5-15mm; in the southern part of the region, they were generally 30-80mm. Some areas in Ha Tinh received more, such as Ky Anh: 237mm, Hoanh Son: 223mm, and Huong Khe: 144mm.

Regarding rainfall and flooding in the coming days, the North Central Meteorological and Hydrological Station stated: A low-pressure trough with its axis at approximately 14-16 degrees North latitude is shifting northward, potentially strengthening into a Tropical Convergence Zone connected to the center of a Tropical Depression in the central East Sea, and moving in a west-northwest direction, which could affect the weather in the region. Around September 16th and 17th, the continental cold high-pressure ridge is likely to be slightly reinforced, resulting in a period of moderate to heavy rainfall over a wide area in the North Central region.

On land:Cloudy skies with rain, moderate rain, and in some places heavy to very heavy rain and thunderstorms. North to northeast winds at level 3, level 4 in coastal areas, and level 5 in some places.

From the night of September 14th to 18th, the area of heavy rain expanded to the entire North Central region, with moderate to heavy rain, very heavy rain, and thunderstorms.

Total rainfall during this period: in the northern part of the region: 100 - 200mm; in the southern part of the region: 200 - 400mm, with some areas reaching 500mm.

From tonight (September 13th), rivers in Ha Tinh province will experience a flood. During this flood, water levels on rivers in Ha Tinh are likely to reach alarm level 1 to alarm level 2. Be prepared for the risk of flash floods and landslides in mountainous areas, and flooding in low-lying areas. The natural disaster risk level warning is level 2.

At sea:Moderate to heavy rain and thunderstorms are expected. Winds will gradually strengthen to force 5-6, with gusts exceeding force 6. The sea will be rough. During thunderstorms, be wary of tornadoes and strong gusts of wind.

The rainfall and flooding situation remains very complex; please pay close attention to the development of the tropical depression and the heavy rainfall situation in subsequent forecast bulletins.
