Nghe An: Only 400 businesses have trade unions
(Baonghean.vn)- Chairman of the Provincial Labor Federation Tran Tu Phuong said that the whole province has only 400 out of more than 10,000 enterprises with trade unions.
This information was given at the Conference to review the activities of 2016 and deploy the tasks of 2017 of the Steering Committee for the implementation of QCDC at the provincial level on the morning of March 2. The Conference was chaired by Mr. Le Xuan Dai, Standing Vice Chairman of the Provincial People's Committee.
In 2016, Party committees, authorities, the Fatherland Front and socio-political organizations thoroughly grasped, deployed and implemented synchronously and effectively the directive documents of the Politburo, the Central Committee and the Provincial Party Committee on implementing the QCDC at the grassroots level; Party committees at all levels strengthened the inspection and supervision of the implementation of the QCDC at the grassroots level.
The implementation of QCDC at all types of establishments associated with the implementation of functions and tasks of localities and units continues to have positive changes. The whole province has built 76 bright spots in implementing QCDC at the grassroots level.
To date, 459/480 communes, wards and towns, 25/25 provincial departments and branches have implemented the "one-stop" mechanism, a number of departments and branches and 13/21 districts and cities have implemented the "one-stop" mechanism, creating convenience for people and businesses when handling administrative procedures. The whole province has 480/480 communes, wards and towns with people's inspection boards, community investment supervision boards and 100% of provincial agencies and units have established grassroots QCDC implementation boards and people's inspection boards.

Discussing at the conference, delegates focused on analyzing and evaluating the implementation of grassroots democracy in enterprises, state agencies, wards, communes and towns.
Regarding the models of democratic regulations in enterprises, Chairman of the Provincial Fatherland Front Nguyen Van Huy said that there are still many shortcomings that need to be corrected. Especially the people's inspection committee in enterprises is not operating, or the activities are still formal.
Sharing the same view, Chairman of the Provincial Labor Federation Tran Tu Phuong assessed: The type of implementing democratic regulations in enterprises still has many difficulties. Nghe An has over 10,000 enterprises, only 400 of which have trade unions.
Speaking at the Conference, Comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee commended and highly appreciated the results that the Provincial Steering Committee on implementing QCDC at the grassroots level achieved in 2016.
At the same time, it is recommended that in the coming time, the Steering Committee should pay attention to doing a good job of implementing QCDC at the grassroots level in all three types, in which it is necessary to focus on promoting better implementation in enterprises; closely grasp the situation to propose solutions to change business owners, promote the democratic role in enterprises.
Along with that, continue to promote administrative reform, especially administrative procedure reform, publicize and make transparent regulations, processes, policies and mechanisms; organize dialogues, promptly resolve people's petitions; pay attention to consolidating the grassroots system, promoting the role of grassroots political organizations in implementing the grassroots DCCS regulations.

Comrade Le Xuan Dai requested that members of the Steering Committee strengthen the inspection and supervision of the implementation of the QCDC at the grassroots level; promote the role of the press in social criticism; fulfill the people's supervisory role in implementing social criticism supervision of the Vietnam Fatherland Front; and link the implementation of the grassroots democracy regulations with the Resolutions of the Party Congresses at all levels and Resolution 4 of the 12th Central Committee (Term XII).
The Standing Vice Chairman of the Provincial People's Committee emphasized: The results of implementing the QCDC at the workplace in the business sector, especially private enterprises, still have many shortcomings and limitations. The workers' rights are still limited in being discussed, heard, and monitored; the situation of social insurance arrears for workers is still high; from there, it is necessary to pay attention to promoting the role of mass organizations and socio-political organizations in enterprises, ensuring the legitimate rights of workers.
