Nghe An directs to overcome shortcomings and limitations pointed out by the Government's Administrative Reform Steering Committee
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a Plan to overcome shortcomings and limitations according to Notice No. 37/VPBCĐCCHC dated October 19, 2023 of the Office of the Government's Steering Committee for Administrative Reform on the conclusion of the inspection of administrative reform work in Nghe An province.

The purpose of the Plan is to propose tasks and solutions to promptly overcome shortcomings and limitations in administrative reform work in the province according to Notice No. 37/VPBCĐCCHC dated October 19, 2023 of the Office of the Government's Steering Committee for Administrative Reform; Enhance the responsibility of leaders at all levels, sectors, cadres, civil servants and public employees in performing administrative reform work; Overcome bottlenecks and bottlenecks in administrative reform work, create the best conditions for people and businesses in performing administrative procedures, and improve the service quality of state administrative agencies.
The Provincial People's Committee requests heads of sectors and levels to seriously implement tasks and solutions according to this plan. Departments, branches, sectors, units and localities must uphold their sense of responsibility, rectify, thoroughly grasp and promptly overcome the shortcomings and limitations pointed out by the Inspection Team.
Specifically, the tasks and solutions are as follows:
1. Administrative reform direction and administration
- Continue to promote the role and responsibility of leaders of Party committees and authorities at all levels in directing the implementation of administrative reform tasks; focus on completing tasks according to the 2023 Administrative Reform Plan;
- Enhance the effectiveness of coordination between agencies and units in implementing tasks and contents in administrative reform work, promote the spirit of dynamism, creativity, good initiatives, and new ways of doing administrative reform work;
- Regularly organize dialogues and surveys on the satisfaction of local people and businesses, as a basis for researching and promulgating reform policies to improve the quality of service to people and businesses;
- Strengthen leadership and direction to effectively implement inspection, examination and supervision of the implementation of administrative reform tasks; review and overcome shortcomings and limitations after inspection, examination and supervision and strictly handle violations.
2. Institutional reform
- Improve the quality of consulting on the development and promulgation of legal documents, ensuring quality in accordance with legal regulations and in accordance with practice; allocate adequate resources to realize legal documents in accordance with regulations;
- Regularly check, review and process legal documents to ensure compliance with legal regulations to serve state management work. Focus on perfecting legal regulations to handle conflicting, overlapping and illegal contents, especially in areas related to production, business, investment, tourism, land, etc.
3. Administrative procedure reform
- Timely announce and publicize administrative procedures; ensure that 100% of administrative procedures under the authority to resolve are fully and publicly updated in accordance with regulations at the place of receiving and resolving administrative procedures and on the Portal/Electronic Information Page (TTĐT) of agencies and units;
- Continue to review and evaluate administrative procedures, recommend competent authorities to abolish unnecessary, illegal and unreasonable administrative procedures; reduce and simplify the components of documents, procedures, and time to handle administrative procedures, focusing on a number of key areas such as: Investment, land, construction, natural resources and environment, tax, customs, health... especially administrative procedures directly related to people and businesses; strengthen measures to guide, support and advise organizations and individuals in handling administrative procedures;
- Focus on promoting digitalization of records and results of handling administrative procedures that are still in effect to meet the Government's requirements; strengthen propaganda work and deploy solutions to increase the rate of online submission of records and online payments;
- Upgrade, consolidate and reorganize One-Stop-Shop Departments at all levels in accordance with Government regulations, minimize the rate of overdue records; strengthen inspection and strictly handle cases that cause difficulties or harassment to people and businesses or do not comply with the procedures for receiving and handling administrative procedure records;
- Assess the quality of service for people and businesses in handling administrative procedures and providing public services according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister.
4. Reforming the state administrative apparatus
- Review and advise the Provincial People's Committee to promptly promulgate regulations on functions, tasks, powers, and organizational structure of state administrative agencies according to the Government's Decree and guiding Circulars of central ministries and branches in conjunction with the implementation of the Project and Plan to implement the Central Resolution 6 (term XII) of agencies and units approved by the Provincial Party Committee and Provincial People's Committee;
- Continue to direct the completion of regulations on assignment and decentralization, promote supervision, inspection and examination after assignment and decentralization.
5.Creform of civil service and civil servant regime
- Strictly implement discipline and administrative discipline of cadres, civil servants and public employees. Arrange civil servants and public employees according to job positions and approved civil servant rank and professional title standards;
- Strengthen inspection activities to rectify discipline and administrative order, promptly handle violations of standards of conduct, communication attitudes, regulations, and working hours. Detect and strictly handle cases of officials, civil servants, and public employees violating public ethics;
- Implement new policies on commune-level cadres, civil servants and part-time workers stipulated in Decree 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at commune level, in villages and residential groups;
- Effectively implement the National Strategy on attracting and promoting talents, regulations on encouraging and protecting dynamic, creative, daring, doing and taking responsibility cadres for the common good as prescribed in Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government. Effectively implement the policy of streamlining the payroll according to Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government on streamlining the payroll. For units implementing the policy of streamlining the payroll that is still behind schedule, it is necessary to urgently complete it as planned.
6. Public finance reform
- Strengthen the management of budget revenue and expenditure, prevent revenue loss and tax arrears; regularly assess the ability to implement revenue sources in the area, implement practical and effective solutions to strive to complete the 2023 budget revenue estimate;
- Effectively implement the mechanism of autonomy and self-responsibility in state administrative agencies, public service units, and public science and technology organizations according to Government regulations;
- Ensure timely disbursement of public investment capital according to the set plan;
- Regularly urge and inspect the implementation of recommendations after state inspections, examinations and audits on finance and budget for agencies and units; strengthen inspection and correction of violations in management and use of administrative management funds at local administrative agencies at all levels. Promptly implement conclusions of inspections and audits on finance and budget.
7. Building and developing e-Government and Digital Government
- Resolutely and effectively lead and direct digital transformation in state administrative agencies in Nghe An province according to the issued plan;
- Continue to deploy e-government architecture, apply information technology to serve management, direction, operation and implementation of public duties and tasks to ensure consistency at all levels of government;
- Continue to direct the synchronous implementation of information technology application, improve the quality of public service provision to better serve people and businesses; promote the application of information technology within agencies and units.
The Plan also assigns specific tasks to Directors of Departments, Heads of Provincial Departments and Branches, Chairmen of People's Committees of districts, cities and towns, focusing on directing and organizing the effective implementation of this Plan.
