Nghe An: Directing the pilot of online party activities at grassroots party committees and party cells with special characteristics and special circumstances

To implement Instruction No. 03-HD/TW, dated December 27, 2022 of the Secretariat on "Piloting online party activities at grassroots party committees, party cells of a special nature or in special circumstances and party activities in party groups at party cells with many party members", the Standing Committee of the Provincial Party Committee requests the Standing Committees of district party committees, city party committees, town party committees, party committees directly under the Provincial Party Committee, specialized agencies, and staff to assist the Provincial Party Committee to well implement a number of specific contents as follows:

The first:Lead and direct the full dissemination of the contents of Instruction No. 03-HD/TW to each party organization and party member in the party committee and affiliated party cell to grasp the purpose, requirements, scope, subjects of the pilot implementation, principles, content of activities and methods of organizing activities; raise awareness of responsibility, importance of party activities, leadership capacity, fighting strength of grassroots party organizations and cadres and party members.

Monday:The Standing Committees of the District Party Committees, City Party Committees, Town Party Committees and Party Committees directly under the Provincial Party Committee reviewed, selected and decided on grassroots Party Committees and Party cells to pilot online activities and activities in Party groups in accordance with Instruction No. 03-HD/TW; reported the implementation results and the list of grassroots Party Committees and Party cells selected to pilot online activities and activities in Party groups to the Standing Committee of the Provincial Party Committee.

Tuesday:For party organizations selected to pilot online activities, they must ensure sufficient conditions for essential information technology infrastructure to serve party activities. Each party member must have at least 1 smart device (smartphone, tablet, laptop...) connected to the internet and installed online meeting software to conduct online party activities (online meeting software Zoom, Zalo, Google Meet,...)

Wednesday:Party committees and organizations, especially the superior party committees, directly lead, direct, guide, urge, inspect and supervise the implementation of party activities at party cells and party committees in appropriate forms, assign party committee members and cadres of party building committees at district level and equivalent; party committee members at commune level attend, monitor and guide the correct implementation of party activities, ensuring seriousness, quality and effectiveness according to the Party's regulations and instructions.

Thursday:The Provincial Party Committee's Organizing Committee shall preside over and coordinate with relevant agencies to guide, monitor and urge the implementation of Instruction No. 03-HD/TW; periodically advise the Provincial Party Committee's Standing Committee to review and evaluate the results of the pilot implementation; report and propose to the Central Committee to amend and supplement contents that are not suitable to the practical situation.
