Nghe An directs civil defense drills to respond to disasters and search and rescue
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Directive No. 16-CT/TU, on leading the organization of civil defense drills to respond to disasters of fire, explosion, toxic chemicals and search and rescue in the province.
The Directive clearly states that, in recent times, Party committees and authorities at all levels have led, directed and strictly implemented the Law on National Defense No. 22/2018/QH14 dated June 8, 2018; Decree No. 02/2019/ND-CP dated January 2, 2019 of the Government on Civil Defense, contributing to raising awareness, consciousness and responsibility of the entire population on civil defense.
The Provincial Military Command, Provincial Police, Provincial Border Guard Command, departments, branches, sectors, Fatherland Front Committee and socio-political organizations at the provincial level have advised the Provincial Party Committee, People's Council, and Provincial People's Committee to lead, direct and effectively resolve situations in the area; military units under the Ministry of National Defense and Military Region 4 regularly coordinate and participate in overcoming the consequences of natural disasters, epidemics, forest fires and search and rescue in the province.
Currently, responding to large-scale, widespread fires, explosions, toxic chemicals, and search and rescue are issues that require focused leadership and direction in order to be proactive in situations that may occur, avoiding passivity and surprise.

Implementing Directive No. 472/CT-QK dated March 1, 2022 of the Military Region 4 Command on organizing civil defense drills in Nghe An province in 2022, the Provincial Party Standing Committee requests Party committees at all levels, authorities, departments, branches, Fatherland Front Committees, provincial-level socio-political organizations and provincial armed forces to well implement the following contents:
1.Effectively lead the dissemination and propaganda for cadres, party members, people and armed forces to fully understand and strictly implement the Law on National Defense, Decree No. 02/2019/ND-CP dated January 2, 2019 of the Government on Civil Defense and related documents of the Central Government and the Ministry of National Defense. Grasp the leadership, direction and operation mechanism of Party committees, authorities and coordination between departments, branches, local socio-political organizations and forces in responding to disasters of fire, explosion, toxic chemicals and search and rescue.
Mobilize forces, means, local resources and measures to respond effectively when situations arise; create high consensus and unanimity from the province to the grassroots. Promote the spirit of proactively overcoming difficulties, self-reliance, self-reliance, careful preparation, organizing tight, safe, economical and effective civil defense drills.
2.The Provincial Military Command (standing agency) presides over and coordinates with relevant agencies and organizations to advise the Provincial People's Committee to establish the Civil Defense - Disaster Prevention and Search and Rescue Command Committee; training framework; Subcommittees to assist and develop plans for organizing training and drills; document system; survey and determine locations for drills to operate mechanisms and practice areas through the Provincial Drill Steering Committee, submit to the Military Region 4 Command for approval; directly advise the Provincial People's Committee to direct the organization and operation of the entire process of preparation, practice and summary of the drill. Coordinate with the Department of Finance and relevant departments and branches to prepare a budget and propose to the Provincial People's Committee to approve the budget for purchasing equipment and ensuring the drill according to regulations.
3.The Provincial Police Department coordinates with the Provincial Military Command to organize training for the forces under its authority to participate in the drill; directs and guides the police of relevant units to do a good job of preparing and organizing drills to respond to disasters of fire, explosion, toxic chemicals in residential areas and search and rescue; ensure security, order and safety throughout the training and practice drills.

4.The Provincial Border Guard Command closely coordinates with the Provincial Military Command, the Provincial Police and departments, agencies, branches, and socio-political organizations to help the Steering Committee develop documents and plans for the exercise according to plan.
5.The Department of Health presides over and coordinates with the Provincial Military Command and relevant forces to prepare content and practice exercises combining military and civilian medical forces to establish a provincial field hospital; provide disaster relief, and help people overcome the consequences of fires, explosions, and toxic chemicals.
6.Departments, branches, Fatherland Front and relevant provincial-level socio-political organizations, according to their functions and tasks, proactively coordinate closely with the Provincial Civil Defense - Disaster Prevention and Search and Rescue Command, the Provincial Military Command, the Provincial Police, the Provincial Border Guard Command and relevant forces to well perform the preparation and practice of drills according to the content of the assigned unit; at the same time, be responsible for directing and guiding departments, branches and Cua Lo town to well perform the requirements of specialized drill tasks.
7.The Standing Committee of Cua Lo Town Party Committee led the People's Committee of Cua Lo Town to proactively coordinate with the Provincial Military Command, Provincial Police and relevant agencies and units to lead and direct the preparation and participation in the Civil Defense exercise as planned, achieving good results.
8.The process of organizing, preparing and practicing the drill requires proactive creativity, strictly complying with regulations on internal political protection, ensuring network safety and security; preventing and fighting the Covid-19 epidemic; ensuring absolute safety for people, vehicles, technical equipment, documents, and assets of the State and people. At the same time, widely propagandizing to cadres, party members, armed forces and people in the area about the task of practicing response to disasters of fire, explosion, toxic chemicals in residential areas and search and rescue.
9.The provincial civil defense drill budget is partly guaranteed by the superiors and from the provincial budget. The provincial People's Committee shall, based on current regulations and actual conditions, provide financial support to relevant agencies, units and localities to participate in civil defense drills.
10.The Provincial Civil Defense - Disaster Prevention and Search and Rescue Command closely coordinates with relevant departments, agencies, socio-political organizations and localities to monitor and grasp the progress of preparation, practice and exercises and arising issues, promptly reporting to the Provincial People's Committee (through the Exercise Steering Committee) for direction and resolution.
11.After the exercise, summarize and evaluate the results (combined with the summary and evaluation in the provincial defense area exercise), draw lessons, commend and reward groups and individuals who have excellently completed their tasks; promptly correct and draw lessons from groups and individuals who have low levels of task completion. At the same time, organize to supplement and complete the system of planning documents to be close to the actual situation.
12. Exercise time: Expected to be held in the third quarter of 2022 (along with the provincial defense area exercise).
