Nghe An province directs the teaching and learning of French for primary, secondary, and high school levels.
Currently, French language teaching in Nghe An is being implemented at Le Loi Primary School, Le Loi Secondary School (Vinh City) and Phan Boi Chau Specialized High School.
Regarding this matter, previously, at the end of July 2024, parents of students in grades 2, 3, 4, and 5, as well as parents whose children are about to enter grade 6 at Le Loi Primary and Secondary School (Vinh City), submitted a petition requesting the cessation of French language instruction at the secondary school level in Vinh City. This was in response to Official Letter No. 3365/BGDĐT – GDtrh concerning the organization of bilingual and enhanced French language instruction from the 2024-2025 school year.
Regarding this issue, on July 26, 2024, Nghe An Online Newspaper also published an article.Parents in Vinh City are worried about the news that enrollment for French language classes has been canceled.".

Following the incident, the Vinh City Department of Education and Training held a meeting with schools, listened to the opinions and wishes of parents, and sent a document to the Department of Education and Training regarding guidance on teaching and learning French from the 2024-2025 school year.
In response to this issue, the Department of Education and Training issued a guidance document on August 6, 2024.
Accordingly,at Le Loi Primary School:
For Grade 1: The French language program will not be implemented. An introductory English program will be implemented, with English as an elective subject, following the 2018 General Education Program.
For grade 2: Conduct a survey of parents' and students' preferences to decide whether to continue the French bilingual program for students who have already studied it, or to implement the English introductory program as an elective subject according to the 2018 General Education Program.
For grade 3: Conduct a survey of parents' and students' preferences, including those who studied the French bilingual program in grades 1 and 2, to decide on one of three options: Continue implementing the French bilingual program; Teach French according to the 2018 General Education Program; Teach English as a first foreign language according to the 2018 General Education Program.
For grades 4 and 5: Continue teaching the French bilingual program until the end of the school year. Assessment of French language skills in all programs must comply with the Ministry of Education and Training's regulations on primary school student assessment.

At Le Loi Junior High School:For grade 6, continue the bilingual program in French and English as a second foreign language for students who wish to continue studying French. Teaching and learning French will cease if the required number of students do not express a desire to continue studying it.
For grades 7, 8, and 9: Continue implementing the French bilingual program issued with Decision No. 3452/QD-BGDĐT and English as the second foreign language until the end of the school year.
During the learning process, assessments in French and Mathematics will be conducted in French and English according to the Regulations on Assessment and Graduation of Junior High School Students issued by the Ministry of Education and Training. The organization of examinations and graduation assessments for the French-language junior high school program will no longer be implemented.

For French language specialized classesat Phan Boi Chau Specialized High SchoolContinue teaching Mathematics in French according to the French bilingual program issued with Decision No. 3452/QD-BGDĐT if students so desire. Discontinue organizing examinations and graduation assessments for the French-specialized high school program for 12th-grade students./.
