Nghe An: Selecting administrative reform points in the Provincial Agencies Block
(Baonghean) - In recent times, administrative reform (AR) work in the provincial agencies has had many changes but is still slow, not meeting general requirements, requiring further promotion to contribute to creating strong changes in the province's socio-economic development.
Reduce procedure time, save costs
As a unit that regularly handles administrative procedures (TTHC) related to enterprises, the Department of Planning and Investment has focused on directing the one-stop transaction center to operate effectively, avoiding inconvenience for citizen organizations and enterprises.
The Department has implemented solutions to promote online business registration at level 3. Accordingly, enterprises submit business registration documents (scanned copies) via accounts provided on the National Business Registration Portal without having to go directly to the Reception and Results Department (TN&TKQ).
On the appointment date to return the results, the enterprise submits the original documents so that the civil servant of the Business Registration Office can compare them with the documents submitted online and receive the results. In addition, there are some administrative procedures that have been implemented at level 4, the enterprise only needs to submit the documents and receive the results online without having to provide the original for comparison.

With such a procedure, businesses only need to come to the Department of Natural Resources and Environment once or not at all. This way of working saves a lot of time as well as travel and other costs, creating favorable conditions for businesses in carrying out business registration.
“The procedures for registering a business are quickly guided by the one-stop staff. Registering a business online is very convenient, saves time, and does not require waiting like before. I am very satisfied,” said Ms. Nguyen Minh Tam, a representative of a business in Hung Nguyen district.
At the Department of Transport, identifying shortening the time to process administrative procedures for organizations and citizens as an important task, the Department has unified the work focal points, clearly defined the functions and tasks of each department and the processing time for each type of file and each field.
At the same time, the Department has focused on promoting the application of information technology in management and implementation of tasks. The Department has implemented many breakthrough solutions in areas related to many people. Specifically, issuing driving licenses directly is the first new method in the country that Nghe An Department of Transport has implemented since July 2015.
In particular, since July 2016, Nghe An Department of Transport has had a creative approach of applying software to automatically dial numbers with images. Up to now, the Department of Transport is the first and only unit in Nghe An to apply automatic numbering with images at the "One-stop" department.
To do this, the Department focuses on investing in equipment and applying information technology to best serve the people, while at the same time implementing measures to prevent and combat corruption and negativity among officials and civil servants.
Next, in 2017, the Department put into testing two new software: Driver Training Management software and toll collection software. Accordingly, the application of the software will help the Department and training units manage learners, teachers, and vehicles through GPS monitoring. Many new models and good practices of the Department of Transport have been sought out, studied, and applied by many localities across the country.
In 2017, a number of departments and branches actively implemented many solutions to promote administrative procedure reform. Specifically: The Department of Construction reviewed administrative procedures, developed coordination regulations on construction permit issuance procedures and related procedures to reduce the time to less than 120 days, including basic design appraisal, technical design appraisal and licensing to less than 63 days.
The Tax Department has shortened the time to complete tax payment procedures to about 119 hours; up to now, most businesses have implemented tax registration and electronic tax declaration on the electronic information portal of the General Department of Taxation. The Provincial Customs Department has synchronously implemented solutions to shorten the customs clearance time for goods carrying out cross-border transactions to a maximum of 50 hours for exported goods, 90 hours for imported goods, etc.
Overcoming limitations
The block of departments and branches is the unit that regularly handles administrative procedures related to people and businesses. Besides some positive changes, according to the reflection of people and businesses, there are still bureaucracy, arrogance, and lack of responsibility in performing public duties of some cadres, civil servants, and public employees that have not been overcome. There are still violations of public ethics, professional ethics, and public service culture that have not been promptly corrected. That is one of the reasons that led to the province's administrative reform index in 2016 falling 17 places.

Therefore, promoting a clear change in administrative reform work is one of the contents that the Party Committee of the Provincial Agencies Bloc focuses on directing. Deputy Secretary of the Party Committee of the Provincial Agencies Bloc Nguyen Quang Tung said: "The Party Committee of the Bloc has just issued Directive No. 02 "On leading the building of cultural agencies and units in the Provincial Agencies Bloc".
In particular, focusing on educating public service ethics, creating substantial and clear changes in administrative reform, awareness of serving the people, organizations and enterprises of each agency and unit; encouraging innovation, creativity, building a friendly, united and cohesive working environment for each cadre, civil servant and public employee, gradually improving the standards and prestige of cadres and party members in leading agencies and units at the provincial level.
At the same time, strengthen self-inspection, supervision, and public service inspection; strictly handle cadres, party members, civil servants, and public employees who violate Directive 17-CT/TU dated December 3, 2013 of the Provincial Party Standing Committee on "Strengthening discipline and administrative order in agencies and units in the province" and regulations and rules on implementing administrative discipline", Comrade Nguyen Quang Tung affirmed.
According to comrade Dau Van Thanh - Director of the Department of Home Affairs: "To overcome the shortcomings in administrative reform work, in 2018, in addition to performing well the administrative reform task according to the direction of the Provincial People's Committee, the Department of Home Affairs also advised the Provincial Party Standing Committee to pilot the focus on directing administrative reform work at 7 agencies: Department of Planning and Investment, Department of Construction, Department of Natural Resources and Environment, Department of Transport, Department of Finance, Office of the Provincial People's Committee and Office of the People's Committee of Vinh City"
Accordingly, the Department of Home Affairs advised the province to issue specific criteria in the spirit of administrative reform, focusing on people and businesses to improve public administrative services in the direction of openness, transparency, efficiency and convenience. From there, replicate the models to create a clear change in administrative reform work in state agencies.
